The Board, appointed by the Mayor and the City Councll, makes recommendations. Yo the City Council on affordable housing matters. Regular Session - To b¢gin no ¢azli¢r than 3:30 p.m. The meeting was called to order at 3:33 by Todd. Agenda 1. Consideration and possible action to approve mmu[es from the August 21,.2013 eting. Tgdd suggested before we get into the business of rhe Board have everyone introduce themselves and give a brief background. Todd gave a brief dis n the responsibilities of the Housing Advisory Board along with a brief history tof how the Housing Board started. The Board is set up to advice City Council on matters pertaimt�g to affords ble housing in Georgetown and other housing project coming through for devaloprnc-nt tf.at involves an affordable housizrg componene. Ragsdale gave an rew to the Board and discussed about setting standards For water conservation servses. Ragsdale discussed how Georgetown fs one of the highest water usages per capita in the State of Texas. As of Iasi month the city's per capita was a raging 239 gallonsof water per person per day. The city's yearly a rage was. approximately 210 gallons. The State of Texas said w should be at 140 per gallon. Ragsdale discussed the city's goal is 160 per gallon by 2030 and 180 per gallon by 2015. Ragsdale stated the city has been working o mplete c mprehensive plana . s the board to lower the per capita sage for approximately 5 years. Ragsdale explained if w ontinue at this rate Georgetown will run out of water by 2035. Sha discussed how landscape irrigation is. the number one reason water usage is so high. Ragsdale discussed new programs For new construction regulations and in nHves and education being put in place Ear existing construction. She also discussed the soil depth will be raced to 6" for new construction. Discussion w s held betwec-n staff and board regarding Homeowners Associa Hon's requiring r sidencc to water their grass. The board also questioned the possible use of grey water for irrigation. Ragsdale stated talks am still ongoing between the County, City and TCBQ. Ragsdale emphasized how educating citizens is the primary goal 4. Discussion and possible action. to create an unplementaHon plan to establish possible incentives for developers to provide affordable housing (Policy Recommendation #i of the Housing Element). Bills provided handouts describing possible development standard in entives that can be offered to multi-famlly and single -fatuity builders that would decrease development cost and be parlayed into set-aside affordable unite. 5. Discussion on Planning staff presentation of multifamily housing policy research to City Covttici] on October 8th. Bills will forward previous memo sent to Paul Brandenburg, City Manager to new board tubers regarding Mu1H-Family Apam-nent Development in Georgetown. City of Georgetown is one of thc only city's that allows multi- family in all of our commercial zones. One of stafYs suggestions To City Council would be iF council wants mora control over a multi -E roily goes then taking that by -right use out of commercial zoned areas w uld allow them to direct apartment growth. Bills also discussed how City Council's goal is to reduce multi-EamiIy because it aver burdens the school district Board and staff discussed how our "Multi -Family Location Map' shows several different locations spread out of the City of Georgetown not burdening one parricular school. Bills stated our presentation to Ciry Council is scheduled for November 26, 2013. Board nd staff discussed having our "Multi-Pamily Location Map' adopted by City Council m order to use as a plannirag tool. 6'. Update on Gateway Northwest Apartments. Bills and Todd stated Gateway Northwest Apartments is set to close at the end of the month. T. Reminder on next meeting data of October 16, 2013. Todd briefly discussed the Downtown Master Plan and mentioned there is a survey about more housing in the downtown area. Bills reminded the Soard to re w the standards and bring any questions and possible code variations we can proposetthat would make developing affordable units cost- effective for developers. At this time Doering distributed a hand out and a brie£ presentation referencing Assessment Grid in regards to criteria for assessments. 8. Adjournment Meeting adjourned at 5:10 p.m. ��-�v^�.
