Bill_, Housing Coordinator; Laurie Brewer, Assistant City Manager; Tammy Glanville, Recording Secretary This is regular meeting of the. Housing Advisory Board of the City of Georgetown. The Board, appointed by [he Mayor and the City Council, makes recommendations to U -.e City Council on affordable housing matters. Consideration and possible action to approve minutes from the September iS, 2013 ¢ting. Doering asked to make an addition to the minutes to include the brief discussion of the purpose of the board and reference the Assessment Grid handout he circulated at the eting_ Motion by Doering to approve the minutes with corrections stated from the September 1S, 2013 Housing Advisory Board meeting. Update and discussion on the City Council workshop discussion on October 8, 2013 regarding multifamily regulations. Woodard arraa¢d at 3..-45pm Bills discussed the City Council workshop session from October 8,.2013. Council and staff talked about multi -Family regulations and policies, along with ways to have better control over where multi -family housing is develops in Georgetown. Doering mentioned the discussion regarding uses within the C-1, Local Commercial and C-3, General Commercial districts. Removing high density residenrial from comm sal districts will allow City Council more discretion on a case by case. Bills explained the use could be allowed by Special Use Permit whicfi means it could be allowed in C-1 and C-3, but ouly with City Council approval. The City of Georgetown is the ot4y city in thea a that allows high density residential in co ial districts by right. Bills explains when the City allows multi -family ]-lousing to go in ahead of retail or busin s pazks the City encounters push back from those r sidents when true co ial uses are ready to come in. In the long run this will allow City Council more control over where multi -family fiousing is developed in Georgetown. 3. T1 -ie pssrpose of the presentation is to update Cay Council n the board's progress and get Feedback on the implementation steps that are being created. Todd and Woodard agreed to make the presentation to City Covsr.cil_ Woodard suggested w and City Council they recogrdzed there w shortage of affordable w �rkforce housing since; there a w City Council members. He also stated that the board was asked by City Coun it [o consider two points. 1) Find more places to locate affordable housing and 2) know do we incentivize people to get there. Several changes to the presentation were requested: o Removing the word Direction and replace with Feedback on c r page. o Adding an additional slide detailing how the Houaing Advisory Board reached these r ndations. o Woodard suggested w mind City Council they recognized shortage for affordable housingby adopting the Housing Element; as there are new City Council members. o Move the Locarion for Multifamily slide before the Incentives for Workforce Housing slide. o Board suggested r mg the words Low Income from the Low Income Tax Credit Slide 8 and m vmg it right behind the Purpose of the Board slide, as it gives background on what the board figs already been doing and it is not a new policy/program discussion.
