This is regular meeting of the Housing Advisory Board of the City of Georgetown. The Board,
appointed by the Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters.
Regular Session - To begin no earlier than 3:30 p.m.
The meetix<g was called to order at 3c35 by Woodard.

Agenda
A. Ir<traduction of new members.
Woodard welcomed three new board members Brenda Baxter, 7oeRuiz and John
Gawmik.
B_ Consideration and possible acrion to elect aVice-Chary and Secretary for 2014-15,. along
with discussion o attendance and the HAB by-laws.
Motion by Gav urnik to nominate Curlee as the 2014-2015 Housing Advisory Board
Vice -chair, second by Ruiz. Approved 8-O.
Motion by Nelson to nominate Gambone as the 2014-2015 Housing Advisory Board
Secretary, second by Gavuritik. Approved 8-O.
C. Discussion and possible action to change the regular meeting date.
Board was in agreement no change necessary.
D. Consideration and possible action. to approve minutes from the February 19, 2014
eting.
Motion to approve the minutes by -Doering, seconded by Woodard. Approved s -O.

E. Discussion with multifamily housing developers about apartment development and
costs.
Chair Woodard introduced Larry Peel and Ryan Nash both multifamily housing
developers in the Georgetown and Central Texas areas.
Chair Woodard asked developers what recommendations the Housing Advisory Board
could propose To City Council that would make affordable housing more cost effective
for developers.
Board m tubers and developers had extensive discussion regarding development costs
and requirements the City has already established. Some of the fee types that discussed
s being challeaging to estimate and in unit costs. were water and wastewater
engineering and inspections fees, electric utility contribution Fees and building plan
r w fees. Peel and Nash did riot feel that modiEicahon of site development standards
would provide enough cost savings to incentivize affordable units.
Board members and developers would like. the Housing Advisory Board to show the
City Council comparison fees to other surrounding cities. Board m tuber Gavumik

with City of Cedar Park for compazfsons.

which allows for a better leveraging of infrastructure costs. Board m tubers also
suggested the city offer a capture fee for developers through a development
agreement For utilities that are extended beyond the current development's needs.
Board member Doering mentioned the City of Austin was able to pass the latest bond
affordable housing because they were able to show the economic return and
benefits. Both Woodard and Doering agreed to look into how City of Austin
accomplished this goal.
