This is a regular meeting of th¢ Housing Advisory Board of the City of Georgetown. The Board,
appointed by the Mayor and the City Council,. makes recommendations to tl-ie City Council on
affordable housing matters:

Motion by Gavurnik to approve the arra-iutes from the May 21, 2014 Housing Advisory
Board meeting. Second by Doering. Approved. (S-Oj
B. Discussion and possible action to recommend fes waivers for affordable mulHfamlly
development—7el�nifer C. Bllls, Housirxg Coordinator.
TheBoard and staff discussed city development fees and recommendations for
incentives.
The Board and staFF discussed recommending to City Co111rci1 � upcoming Fee ieviews
sidered to also look at the timing and how these fees are calcula[ed sp¢ciAcally
for multi -family.
Discussion about setting criteria's for expediting unique affordable housing projects Eor
developers. Tire Board agreed to letting a 15 year affordable peiiod for urlfta given
Incentives.
Staff recommended setting percentage of fees waived from New Commercial
Construction, Commercial plan Review, Pize Review, and Resider Hal Water and Sewer

units provided, up to 50 % of the Fees.

Bills explained impact fees caamot be w ved for any reason other thane c
development per the City Charter. City Council does not consider affordable Lousing
an economy development activity or a factor of economac developm nt.
Boas -d suggested including the following items in the presentation to City Council.
Include the hiirpose of the Housing Advisory Board.
Ask City Council to help HAB a mplish our goal to close the deficit of the.
1,069 units we have in workforce housing.
Mention two separate developers both agreed dealing with the City of
Georgetown is expensive than developing in other neighboring mazkets.
Include graph frons the Housing Element showing employee's hourly wages.
Statement indicating w not reducing buildingstand ards o code.
