A RESOLUTION OF THE CITY OF GEORGETOWN, TEXAS CREATING THE
CENTURY PLAN URBAN DESIGN PLAN WORKING GROUP AND DIRECTING
THE WORKING GROUP TO PROCEED WITH THE DEVELOPMENT OF THE
URBAN DESIGN PLAN FUNCTIONAL PLAN ELEMENT OF THE CENTURY PLAN
WHEREAS, the City Charter of the City of Georgetown was amended by vote of the
people in April 1986 such that comprehensive planning was established as a continuous and
ongoing governmental function; and
WHEREAS, said City Charter now states that the comprehensive plan shall include but
not be limited to 13 elements which are coordinated and internally consistent, including "an urban
design element"; and
WHEREAS, all previously adopted Century Plan elements have been developed by a
Committee of Georgetown citizens; and
WHEREAS, the urban design element of the Century Plan -- Policy Plan was developed
by a Century Plan Task Group as established by Resolt3don No. 870239.019 adopted June 23,
1987; and
WHEREAS, the City of Georgetown Annual Operating Plan for Fiscal Year 1997-98
identified the following End to be achieved by the City: "Georgetown has a positive, identifiable
image and an attractive appearance"; and
WHEREAS, the City's Annual Operating Plan for Fiscal Year 1997-98 proposed that the
Ends described above will be achieved in part through the following Means: "Complete the
Urban Design Element of the Century Plan, setting the detailed policy direction for achieving and
maintaining the image and appearance of Georgetown".
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements Urban Design Policy End 13.0 of the Century Plan - Policy Plan Element,
which states: "Georgetown has a positive, identifiable image and an attractive appearance" and
further finds that the adoption of this resolution is not inconsistent or in conflict with any other
Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy
Plan.

SECTION 2. The Century Plan Urban Design Working Group (hereinafter known as the
Working Group) is hereby created and charged with developing, with the assistance of a
professional planning consultant, the City of Georgetown's long range comprehensive plan to set
the detailed policy direction for achieving and maintaining the image and appearance of
Georgetown.
SECTION 3. The Working Group shall consist of no more than 20 members, including
representatives from the following groups: Planning and Zoning Commission (Cal Wilkerson),
Chamber of Commerce (Jack Pittman), Downtown Georgetown Association (Claire Easley),
Capital Area Builders Association (Steve Richmond), Parks and Recreation Advisory Board (Tom
Swift), Historic Preservation Commission (Scherry Chapman), Georgetown Heritage Society (Will
Moore), Convention and Visitors Bureau (Rusty Wink -stern), Georgetown Industrial Foundation
(Bill Connor), Southwestern University (Robert Mathis), the Georgetown Independent School
District Board (Sharon Webster), area landowners/developers (Larry Michels), area
neighborhoods (Ross Duncum, Ercel Brashear and Julia Allen), and an architecture professional
(Caralei Nunn).
SECTION 4. Two members of the City Council shall serve on the Working Group as ex -
officio members and as Co -Chairs of the Working Group (Charlie Barton and Charles Burson).
SECTION 5. The Urban Design Plan shall be approved by consensus of the Working
Group prior to submittal to the City Council.
SECTION 6. The Working Group shall deliver a completed draft of the Urban Design
Plan Element to the City Council on May 12, 1998.
SECTION 7. Prior to submittal of the final draft of the Urban Design Functional Plan to
the City Council, the Working Group shall hold not less than one public hearing for discussion
of the Plan. at which a quorum of its membership is present.
SECTION 8. The funding costs incidental to the creation of the Urban Design Functional
Plan Element shall be accomplished by using the adopted budget of Planning Services. Minor
expenditures shall be made subject to the approval of the Director of Development Services. All
expenditures over $15,000 shall be made only with the approval of the City Council, pursuant to
the Georgetown City Charter.
SECTION 9. The Mayor is hereby authorized to sign on behalf of the City Council of the
City of Georgetown.
SECTION 10. This resolution shall be effective immediately upon adoption.
