A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, AUTHORIZING STAFF TO NEGOTIATE WITH
WILLIAMSON COUNTY CABLEVISION TO EXTEND THEIR CURRENT
FRANCHISE FROM FEBRUARY, 2003 TO FEBRUARY, 2013.
WHEREAS, the Williamson County Cablevision provides cable service to the Georgetown
area through a franchise granted in 1983; and
WHEREAS, the Williamson County Cablevision is currently refinancing the company due
to changes in ownership; and
WHEREAS, prudent lending practices require a longer franchise period; and
WHEREAS, Williamson County Cablevision has requested, through its General Manager,
a ten-year extension of its current franchise.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements the following policy or policies of the Century Plan - Policy Plan Element:
Utilities/Energy Policy End 14.0, which states: "Georgetown's utility
systems provide safe and reliable service which meets the needs of all
citizens and promotes the economic health of the community." and
2. Utilities/Energy Focus End 14.6, which states: "Franchised utilities provide
adequate services for all citizens."
SECTION 2. The city staff is instructed to negotiate with representatives of Williamson
County Cablevision for a ten-year franchise extension.
SECTION 3. The franchise negotiations shall reflect changes in the Federal
Communications Commission (FCC) Regulations and Franchising Authority.
SECTION 4. The city staff is instructed to conduct a policy workshop to permit the City
Council to examine the policy areas impacted by the franchise in order to direct staff prior to
completing the franchise agreement.

SECTION 5. The Mayor is hereby authorized to execute, and the City Secretary to attest
thereto this resolution on behalf of the City of Georgetown.
SECTION 6. This resolution shall be effective immediately upon adoption.
