A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, ESTABLISHING THE CITY'S INTENT TO
MAINTAIN AN UP-TO-DATE LAND USE PLAN THAT IDENTIFIES
NATURAL HAZARD VULNERABILITIES AND EXPOSURES AND
PROVIDES FOR INCLUSION OF THOSE VULNERABILITIES AND
EXPOSURES WHEN MAKING LAND -USE PLANNING DECISIONS.
WHEREAS, the City of Georgetown desires to protect its citizens and property from the
threat of natural hazards; and
WHEREAS, the City of Georgetown, through the Century Plan, is taking a pro -active effort
toward mitigation of natural and technological hazard exposures to the community; and
WHEREAS, policy statements have been adopted relative to mitigation efforts; and
WHEREAS, the policy statements require adherence by the staff and advisory boards relative
to recommendations; and
WHEREAS, the annexation policy states that the Council will initiate annexation procedures
to mitigate against natural hazards; and
WHEREAS, Facilities and Services Policy End 4.0, states: "The City provides for the safety
of its citizens and supports the responsive delivery of coordinated services by the City and other
public agencies."
WHEREAS, Policy Plan Element 4.10 states that: "Georgetown is prepared to respond to
large-scale natural and technological emergencies." ; and
WHEREAS, Policy Plan Element 4.11 states that: "Public safety services are provided to
adjacent areas outside of the City limits through contractual agreements with other government
organizations, ensuring equitable and efficient coordination of services."; and
WHEREAS, Policy Plan Element 4.12 states that: "Public safety services have a high level
of citizen and volunteer involvement."; and
WHEREAS, Policy Plan Element 11.8 states that: "The City has greenbelts along the
tributaries (e.g. Smith Branch, Pecan Branch, and Berry Creek) that feed into the San Gabriel
River."; and
WHEREAS, the Policy Plan anticipates the greenbelts along the tributaries and the San
Gabriel River to be in public ownership and for use as a Hike and Bike Trail; and

WHEREAS, the City of Georgetown participates in the National Flood Insurance Program;
WHEREAS, the City of Georgetown maintains an emergency management plan that meets
the State and Federal Emergency Management Association (FEMA) planning standards; and
WHEREAS, by providing for pre -planning and mitigation efforts, can serve to protect
property and lives and reduce the expenditure of public and private funds expended on natural hazard
response and recovery efforts.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim.
SECTION 2. The city staff is hereby directed to maintain an up-to-date land use plan that
identifies natural hazard vulnerabilities and exposures and to provide a formal process for taking
those vulnerabilities and exposures into account when making land -use planning recommendations
and decisions.
SECTION 3. The Mayor is hereby authorized to execute, and the City Secretary to attest
thereto this resolution on behalf of the City of Georgetown.
SECTION 4. This resolution shall be effective immediately upon adoption.
