A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, PROVIDING POLICY DIRECTION REGARDING
PRIVATE COMMERCIAL VENTURES ON PUBLIC PARK LAND.
WHEREAS, the City is from time to time approached by vendors wishing to utilize
public park land for private ventures; and
WHEREAS, pursuant to the Georgetown City Council Governance Policies, the
Council will act in a proactive manner in providing guidance to staff.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution
are hereby found and declared to be true and correct, and are incorporated by reference
herein and expressly made a part hereof, as if copied verbatim. The City Council hereby
finds that this resolution implements the following policies of the Century Plan - Policy Plan
Element:
1. Economic Development Policy End 1.0, which states: "Georgetown's
economy is self-sustaining through diversified growth, a broad tax base with
minimal impact from economic fluctuation, enhanced business opportunity
and job creation."
2. Environmental and Resource Conservation Policy End 3.0, which states:
"The physical qualities that make Georgetown attractive are protected."
3. Recreation and Cultural Affairs Policy End 11.0, which states: "All citizens
actively participate in community -wide social, cultural, and recreational
activities."
4. Urban Design Policy End 13.0, which states: "Georgetown has a positive,
identifiable image and an attractive appearance."
SECTION 2. The following focus ends are provided for guidance to the staff:
A. The City will endeavor to increase the quality of life through the
upgrading of existing facilities and services and the provision of new
services to meet the specific needs of the community.
B. The City will actively pursue increased cooperation with all other
entities which provide services to the community.

BB. The City will pursue joint venture development and use opportunities
in the agreements with other recreational providers for existing
facilities and/or for future development.
C. The City will conduct all municipal operations in an efficient business-
like manner.
CC. The City will develop and maintain a formal organization to operate all
parks and recreation programs for the benefit of all age groups within
the community.
SECTION 3. The Executive Limitations for this policy are as follows:
1. Any facilities will be accessible for use by all income levels.
2. The staff will not permit the business to have unreasonable business hours
that interfere with the operation of a public park.
3. The staff will not allow the park to be overly developed.
4. The staff will not allow the placement of any commercial activity to createa
traffic hazard within the park.
SECTION 4. This resolution provided as direction for the staff of the City of
Georgetown, for the Planning and Zoning Commission, and for the Parks and Recreation
Advisory Board.
SECTION 5. This resolution shall be effective immediately upon adoption.
