A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, AUTHORIZING THE SUBMISSION
OF A HOME PROGRAM APPLICATION TO THE TEXAS
DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS
FOR HOME FUNDS; AND AUTHORIZING THE MAYOR TO
ACT AS THE AUTHORIZED REPRESENTATIVE IN ALL
MATTERS PERTAINING TO THE CITY'S PARTICIPATION
IN THE PROGRAM, AND ESTABLISHING AN EFFECTIVE
DATE.
WHEREAS, the City Council of the City of Georgetown desires to develop a
viable urban community, including decent housing and a suitable living environment
principally for persons of low/moderate income; and,
WHEREAS, the cost of a down payment, closing costs and other financing costs
present an obstacle to the purchase of affordable housing by low/moderate income
persons; and
WHEREAS, it is necessary and in the best interests of the City of Georgetown to
apply for funding under the 1997 HOME Program for Home Buyer Assistance of the
Texas Department of Housing and Community Affairs;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this
resolution are hereby found and declared to be true and correct, and are incorporated
by reference herein and expressly made a part hereof, as if copied verbatim. The City
Council finds that this resolution implements Housing Policy #1 of the Century Plan -
Policy Plan Element, which states, "The City will work with builders, developers, and
property owners to provide safe and adequate housing opportunities for all household
types"; and further finds that the adoption of this resolution is not inconsistent or in
conflict with any other Century Plan Policies, as required by Section 2.03 of the
Administrative Chapter of the Policy Plan.
SECTION 2. A HOME application for HOME Funds is authorized to be filed on
behalf of the City with the Texas Department of Housing and Community Affairs.

SECTION 3. The City's application is to be placed in competition for funding
under the Home Buyer Assistance Program.
SECTION 4. The application is for $150,000 of grant funds to carry out a Home
Buyer Assistance Program and $6,000 for administration /operating funds.
SECTION 5. The City Council directs and designates the Mayor as the City's
Chief Executive Officer and Authorized Representative to act in all matters in
connection with this application and the City's participation in the HOME Program.
SECTION 6. The City will fund $18,750 from its FY 97/98 Annual Operating Plan
as a cash contribution to be used for general administration of the program.
SECTION 7. The City will fund $18,750 from its FY 97/98 Annual Operating
Plan as a cash contribution toward the implementation of this project to be used as an
additional Home Buyer assistance allocation.
SECTION 8. This resolution shall be effective immediately upon adoption.
