A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, AUTHORIZING THE SUBMISSION OF A
GRANT APPLICATION FOR FLOOD PROTECTION PLANNING FUND TO
THE TEXAS WATER DEVELOPMENT BOARD REGIONAL PLANNING
AND PROJECTS SECTION; AND AUTHORIZING THE MAYOR TO ACT
AS THE AUTHORIZED REPRESENTATIVE IN ALL MATTERS
PERTAINING TO THE CITY'S PARTICIPATION IN THE RESEARCH AND
PLANNING FUND GRANT.
WHEREAS, the City Council of the City of Georgetown being a political subdivision of the
State of Texas desires to develop a stormwater drainage system that efficiently and effectively
protects the health and safety of Georgetown's residents and minimizes the negative effects of
standing water and urban runoff; and,
WHEREAS, the City Council finds that the City of Georgetown being one of the fastest
growing cities in the state needs to redefine its current Drainage Policy, Drainage Manual and
formulate a Regional Stormwater Management Plan to protect its citizens, the environment and all
other assets; and,
WHEREAS, it is necessary and in the best interests of the citizens of the City of
Georgetown and surrounding communities to apply for funding under the 1997 Flood Protection
Planning Grant Funds as offered by the Texas Water Development Board.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements Utilities/Energy Policy End 14.0 of the Century Plan - Policy Plan Element,
which states: "Georgetown's utility systems provide safe and reliable service which meets the needs
of all citizens and promotes the economic health of the community"; and further finds that the
adoption of this resolution is not inconsistent or in conflict with any other Century Plan Policies,
as required by Section 2.03 of the Administrative Chapter of the Policy Plan.
SECTION 2. A grant application for Flood Protection Planning Funds is authorized to be
filed on behalf of the City with Texas Water Development Board.
SECTION 3. The City's application is to be placed in competition for funding under the
Research and Planning Fund.

SECTION 4. The application is for $75,000.00 of grant funds to prepare a Drainage Policy,
Drainage Manual and formulate a Regional Stormwater Drainage Plan.
SECTION 5. The City Council directs and designates the Mayor as the City's Chief
Executive Officer and Authorized Representative to act in all matters in connection with this
application and the City's participation in the Flood Protection Planning.
SECTION 6. The City will fund $75,000.00 from its FY 97/98 Annual Operating Plan as
a cash contribution toward the implementation of this project.
SECTION 7. This resolution shall be effective immediately upon adoption.
