A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, ADOPTING AN ANNEXATION POLICY TO
GUIDE THE PLANNING AND PROCEDURES FOR THE ANNEXATION
OF TERRITORY INTO THE CITY LEMTS
WHEREAS, the City of Georgetown, Texas is committed to preserving and enhancing
the quality of life and unique character of Georgetown, preserving the rich heritage and natural
resources, promoting well-planned development, and protecting its citizens, the environment and
all other assets; and
WHEREAS, Georgetown's land uses support economic, cultural and social activities for
all residents, businesses and organizations; and
WHEREAS, Georgetown's prehistoric, historic and cultural resources—need to be
preserved, protected and promoted; and
WHEREAS, the positive, identifiable image of Georgetown needs to be enhanced and
protected; and
WHEREAS, Georgetown's utility systems must continue to promote the economic health
of the community; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS, .THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements the following policies of the Century Plan - Policy Plan Element:
1. Environmental and Resource Conservation End 3.0, which states: "The physical
qualities that make Georgetown attractive are protected"; and
2. Growth and Physical Development End 7.2, which states: "Annexation procedures
and standards benefit the community";
and further finds that the adoption of this resolution is not inconsistent or in conflict with any
other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the
Policy Plan.

SECTION 2. The City Council of the City of Georgetown hereby adopts an annexation
policy, attached as Exhibit A, to guide the planning and procedures for the annexation of
territory into the City limits.
SECTION 3. The Mayor is hereby authorized to sign on behalf of the City Council of
the City of Georgetown.
SECTION 4. This resolution shall be effective immediately upon adoption.

POLICY TO GUIDE THE PLANNING AND PROCEDURES FOR THE ANNEXATION OF
TERRITORY INTO THE CITY LEMTS OF GEORGETOWN
Planning
The following are the priority categories that are to be used for determining areas to be considered
for annexation by the City of Georgetown. The specific areas listed in italics are those preliminarily
identified as appropriate for that priority on the date of adoption of this policy. Specific areas will be
added, removed or reordered as conditions change. Each annexation will be evaluated and considered
separately by the City Council.
General Priority
Subdivisions platted and approved by the City which are contiguous to the City limits shall be
annexed at the time of platting.
Priority One
Areas where City water and wastewater services are already provided.
• Pleasant Valley subdivision and Madison Oaks Concept Plan area
• Raintree subdivision and University Park Section Two Concept Plan area
Priority Two
Areas where City water service is already provided and wastewater service can be easily provided.
• Golden Oaks subdivision
• Turtle Bend subdivision
• Oak Crest Estates subdivision
• area west of Williams Drive and between Lakeway Drive & Cedar Breaks Road
• Kimbro tract
• Indian Mound subdivision
• area generally along FM971 and CR151 & 152
• Oakcrest Ranchettes subdivision
Priority Three
Areas where annexation could mitigate a hazardous situation.
area immediately west of the Sierra Vista subdivision
Areas where annexation will enable proper land use development and control.
• areas north and south of SH29 to the west of IH35
Areas where annexation will enable control over the placement of cellular communication towers.
• any applicable area within the ET1
• area immediately east of the Georgetown High School

Procedures
The following schedule is to be followed when considering annexations (recognizing the time
constraints imposed by the State annexation statutes may cause minor alterations). Efforts shall be made
to notify affected property owners to discuss the proposed annexation before the City Council considers
any official action to begin the annexation process.
