A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN,
TEXAS, ESTABLISHING RULES AND REGULATIONS REGARDING THE USE
OF EXCESSIVE FORCE DURING NONVIOLENT CIVIL RIGHTS
DEMONSTRATIONS, INCLUDING PHYSICALLY BARRING ENTRANCE TO
A FACILITY OR LOCATION WHICH IS THE SUBJECT OF SUCH
DEMONSTRATION, AND PROVIDING PENALTIES FOR VIOLATIONS
THEREOF.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. The City Council hereby finds that this resolution implements the following policy
or policies of the Century Plan - Policy Plan Element:
Governmental Affairs Policy End 6.0, which states: "A high level of cooperation
and involvement exists among Georgetown's citizens and governmental
organizations."
SECTION 2. It is the policy of the City of Georgetown, Texas to prohibit the use of excessive
force by the law enforcement agencies within its jurisdiction against any individual engaged in nonviolent
civil rights demonstrations. The city also prohibits the physicalbarring of any entrance to, or exit from,
such a facility within its jurisdiction.
SECTION 3. It is the policy of the City to enforce this policy to the fullest extent allowed by law.
SECTION 4: The Mayor is hereby authorized to execute, and the City Secretary to attest thereto
this resolution on behalf of the City of Georgetown.
SECTION 4. This resolution shall be effective immediately upon adoption.
