THE CITY'S PARTICIPATION # DEVELOPMENT
PROGRAM.
WHEREAS, the City Council of the City of Georgetown desires to develop a viable urban
community, including decent housing and a suitable living environment and expanding economic
opportunities, principally for persons of low/moderate income; and

WHEREAS, certain conditions exist which represent a threat to the public health and safety;
and
WHEREAS, it is necessary and in the best interests of the City of Georgetown to apply for
funding under the Texas Community Development Program;

SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements Utilities/Energy Policy 2 of the Century Plan - Policy Plan Element, which
states: "The City will establish utility policies which take into consideration the needs of all citizens
of the community and will take necessary precautions to prevent harmful ecological impact on the
environmenf' and further finds that the adoption of this resolution is not inconsistent or in conflict
with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of
the Policy Plan.
SECTION 2: A Texas Community Development Program application for Community
Development Funds is hereby authorized to be filed on behalf of the City with the Texas Department

of Housing and Community Affairs, and that the City's application be placed in competition for
funding under the Community Development Plan.
SECTION 3: The application shall be for $157,000 of grant funds to carry out construction
activities and project engineering, and the City of Georgetown commits $31,500 from its Water
Utility Fund as a cash contribution to be matched with Texas Community Development Funds to
be used for project engineering and project administration.
SECTION 4: The City Council directs and designates the Mayor as the City's Chief
Executive Officer and Authorized Representative to act in all matters in connection with this
application and the City's participation in the Texas Community Development Program.
SECTION 5. This resolution shall be effective immediately upon adoption.
