A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, AUTHORIZING THE MAYOR TO SIGN A
RESOLUTION OF SUPPORT FOR A DELEGATION TO APPEAR BEFORE
THE TEXAS TOLLROAD AUTHORITY TO REQUEST FUNDING FROM
THE AUTHORITY'S STUDY FUND TO CONDUCT AN ANALYSIS OF
TOLLROAD FINANCING FOR A SYSTEM OF ROADWAY PROJECTS.
WHEREAS, the population growth within Williamson and Travis Counties has exceeded
all expected levels; and
WHEREAS, from all indications, population and employment will continue to increase at
a rapid rate; and
WHEREAS, congestion on area highways threatens the region's ability to continue to
competitively recruit new and diversified business and major employers to the State; and
WHEREAS, current transportation infrastructure is inadequate for present and future
projected levels of traffic and poses a serious hazard to public safety for all citizens in the
metropolitan area; and
WHEREAS, the lack of state and federal funding available for major roadway projects in
this area creates the necessity of alternative funding sources, such as the construction of toll -
financed facilities; and
WHEREAS, several different toll financing studies are proposed and underway for roadway
projects in Williamson and Travis Counties, including State Highway 130, US 183-A, and the
extensions of State Highway 45/Loop 1; and
WHEREAS, a comprehensive system -wide study of these identified tollroad opportunities
is necessary to assess the financial need to construct a network of toll facilities; and
WHEREAS, continued support of funding for the study of tollroad financing of these
identified projects must be pursued at the Texas Tollroad Authority.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and

expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements the following policy of the Century Plan - Policy Plan Element:
Transportation Policy End 12.0, which states: "Georgetown's transportation
system provides for the safe and efficient movement of traffic, promotes the
economic interests of the community, and adequately serves the needs of
individuals."
SECTION 2. The City Council of the City of Georgetown supports the delegation
appearing before the Texas Tollroad Authority to request funding from the Authority's Study Fund
to conduct an analysis of tollroad financing for a system of roadway projects including State
Highway 130, US 183-A, and the extensions of State Highway 45/Loop 1; and that this resolution
be forwarded to the Texas Turnpike Authority.
SECTION 3. The Mayor is hereby authorized to execute, and the City Secretary to attest
thereto this resolution on behalf of the City of Georgetown.
SECTION 4. This resolution shall be effective immediately upon adoption.
