A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, AUTHORIZING INTERVENTION IN DOCKET
NOS. 8647 AND 8664 AT THE RAILROAD COMMISSION OF TEXAS, AND
ALSO AUTHORIZING THE HIRING OF A LAWYER AND CONSULTANTS
TO PROVIDE EFFECTIVE REPRESENTATION IN DOCKET NOS. 8647
AND 8664
WHEREAS, the Railroad Commission of Texas issued an order on August 20, 1996,
opening Gas Utility Division Docket No. 8647; and
WHEREAS, Docket No. 8647 is opened for the purpose of inquiring into the management
and affairs of Lone Star Gas Company ("Lone Star"), to determine whether the existing rates of
Lone Star are just and reasonable, and to fix just and reasonable rates, if necessary; and
WHEREAS, Lone Star Gas Company has filed for a $24.2 million rate increase at the city
gate in Docket No. 8664; and
WHEREAS, the Commission must also determine in Docket No. 8664 whether the rates of
Lone Star Gas Company are just and reasonable at the city gate; and
WHEREAS, the City of Georgetown, Texas ("the City"), and its citizens are customers of
Lone Star; and
WHEREAS, the City considers it prudent to participate in Docket Nos. 8647 and 8664; and
WHEREAS, the City considers it appropriate to encourage other similarly situated
communities to intervene in Docket Nos. 8647 and 8664; and
WHEREAS, it is effective and efficient for multiple communities to coordinate their efforts
to achieve a common objective by forming a Steering Committee to manage the administrative
details of that effort;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby fords that this
resolution implements the following policy of the Century Plan - Policy Plan Element:

Utilities/Energy Policy End 14.0, which states: "Georgetown's utility
systems provide safe and reliable service which meet the needs of all citizens
and promote the economic health of the community."
SECTION 2. The City shall intervene and shall encourage other similarly situated
communities to intervene in Docket Nos. 8645 and 8664 at the Railroad Commission of Texas, and
shall encourage the formation of a Steering Committee.
SECTION 3. The City shall hire the Law Office of Jim Boyle in Austin, Texas, to provide
legal representation for the City in Docket Nos. 8647 and 8664.
SECTION 4. The City shall hire Diversified Utility Consultants, Inc. to provide necessary
technical and consulting support for the intervention in Docket Nos. 8647 and 8664.
SECTION 5. The City Attorney shall monitor the proceedings in Docket Nos. 8647 and
8664 and shall provide periodic reports to the City Council, as necessary.
SECTION 6. The Mayor is hereby authorized to execute, and the City Secretary to attest
thereto this resolution on behalf of the City of Georgetown.
SECTION 7. This resolution shall be effective immediately upon adoption.
