for sound financial and budgetary management and control; and
WHEREAS, the City Council of the City of Georgetown wishes to amend its Budget and
Financial Policies (as adopted in the Annual Operating Plan) regarding encumbered appropriations;
and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
*F GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements Finance Policy 1 of the Century Plan - Policy Plan Element, which states:
"The City will Conduct All Municipal Operations in an Efficient Business -Like Manner."; and
further finds that the adoption of this resolution is not inconsistent or in conflict with any other
Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan.
SECTION 2 The City of Georgetown Budget and Financial Policies, Section 1.2, are
revised as follows:
The Charter provides that "the several amounts stated (in the budget) shall be and become
appropriated to the several objects and purposes named therein ... At the close of each fiscal
year, any uncumbered balance of an appropriation shall revert to the fund from which
appropriated and become available for reappropriation for the next fiscal year."

SECTION 3. This resolution shall be effective immediately upon adoption.
