HomeMy WebLinkAboutORD 2014-66 - Water System Failure Drought PlanWHEREAS, the City of Georgetown recognizes that there are water supply issues that not associated with weather conditions or drought situations that must be addressed to maintainj safe and adequate water supply for Georgetown; and WHEREAS, an adequate water supply for the City can be compromised by a mechanical breakdown of the water system-, and WHEREAS, the safety of the City water supply can be compromised by contamination of the source of the water supply; and WHEREAS, it has been determined that the appropriate vehicle for the regulation an4l NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS THAT: Section 1. The meeting at which this ordinance was approved was in all things conducted in compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551. Section 2. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. Section 3. Section 13.16.91 "Water System Failure --Emergency" as follows is hereby adopted: 13.16.91 Water System Failure --Emergency A. A major water line break, or a pump or other system failure occurs, which causes a loss in the capability to provide treated water service; or Im M 6=1 Peak demand equal to or surpasses the annual average daily usage (50% reduction). ,I= 1. Assess the severity of the problem and identify the actions needed and time required to resolve the problem; 2. Iniplement immediate measures to notify the public as to water system or water source failure; 3. Severely restrict or prohibit, as appropriate, all water system use in the affected service area; 4. Arrange for the emergency purchase of water from alternate sources for which there exists the proper agreements for such purchases- and P 5. Customers will discontinue or severely restrict all use of potable water from GUS water system until notified by City that a safe and adequate water for public use is restored. Section 4. All ordinances that are in conflict with the provisions of this ordinance be the same are hereby repealed and all other ordinances of the City not in conflict with the provisio of this ordinance shall remain in fall force and effect. Section 5. If any provision of this ordinance or application thereof to any person circumstance shall be held invalid, such invalidity shall not affect the other provisions, 2pplication thereof, of this ordinance which can be is e ect 1 out e mv ii provision 9pplication, and to this end the provisions of this ordinance are hereby declared to be severable.] Section 6. The Mayor is hereby authorized to sign this ordinance and the City Secretl to attest. This Ordinance shall become effective in accordance with the provisions of Charter of the City of Georgetown.
