WBEREAS, Pedernales Electric Cooperative, Inc.'("Pedernales Electric") has filed with
the City of Georgetown a Petition for Authority to Change Rates and a Statement of Intent
requesting authorization to change its rate schedules and service rules and regulations effective
April 91994;

VaMREAS, Pedernales Electric has filed similar Petitions and Statements of Intent with
all other regulatory authorities including the Public Utility Commission of Texas ("Commission");
WBEREAS, Pedernales Electric's proposed changes are applicable to all areas to which
Pedernales Electric provides electric utility service and to all classes and customers;
VVBEREAS, Pedernales Electric's proposed rates retain the same general rate structure a
design as the present rates, which includes a lower per kWh charge for usage above 1,000
in the residential and small commercial rates as well as others;
Vn-IEREAS, considering that Pedernales Electric has not increased rates for ten years and
at the same time has been providing good quality service to the residents of the City of
Georgetown, Pedernales Electric's requested increase in revenues is a reasonable request;
WBEREAS, the City of Georgetown has original jurisdiction over Pedernales Electr
pursuant to Sections 17(a), 37, and 43 of the Public Utility Regulatory Act; i
VaIEREAS, the Commission has appellate jurisdiction to review resolutions, orders, or
ordinances of the City affecting Pedernales Electric pursuant to Section 17(d) of Public Utility
Regulatory Act;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements Utilities/Energy Policy 6, which states "The City will ensure that
Franchised Utilities provide adequate services for all citizens; and further finds that the adoption
of this resolution is not inconsistent or in conflict with any other Century Plan Policies, as
required by Section 2.03 of the Administrative Chapter of the Policy Plan.

SECTION 2. The Petition for Authority to Change Rates filed by Pedernales Electric is
hereby denied.
SECTION 3. The City of Georgetown supports the rate design proposed by Pedernal

the Commission approve Pedernales Electric's proposed rate design for the residential rate

the small power rate, which includes a lower per kWh charge for usage above 1,000 kWh6
SECTION 4. The Mayor is authorized to execute, and the City Secretary to attest thereto.
SECTION 5. This resolution shall be effective immediately upon adoption.
