WHEREAS, Interstate Highway 35 is one of the major thoroughfares for the citizens of
Georgetown, Texas, upon which they travel for personal and business reasons-, and
WHEREAS, many of these citizens depend on this highway for their economic livelihood;

WHEREAS, Interstate Highway 35 has become heavily traveled and traffic has become
impeded, more difficult, and less safe; and
WHEREAS, the Texas Department of Transportation has made many improvements to
Interstate Highway 35, and is working with Williamson County and other organizations to create
SH -1300 --better known as MoKan--to provide area traffic relief, however, major future expansion
of Interstate Highway 35 will be difficult or impossible in areas where available rights-of-way
have already been used, and
WHEREAS, Department of Transportation traffic studies indicate that, notwithstanding
all improvements to Interstate Highway 35 and the relief which will be provided by MoKan and
other thoroughfares north and south through the Capital area, traffic will continue to increase to
the point of severe congestion on Interstate Highway 35 through southern Williamson County,

Austin, and Travis County, and
WHEREAS, the City Council of the City of Georgetown believes that long range planning
must be undertaken to ultimately and adequately provide for the safe and efficient flow of traffic
through Central Texas, including Georgetown, to allow residents of the area and those visiting
from elsewhere to move unimpeded by severe congestion, and
WHEREAS, a major by-pass from Temple to Seguin would remove much through traffic
from Interstate Highway 35 in the immediate Capital area and allow improved direct flow south
for traffic not having a terminus in the Capital area, and
WHEREAS, such improvement would favorably impact the economic well-being a
quality of life of a great many citizens of the City of Georgetown, I

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TEIJ
CITY OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements Transportation Policy 1 of the Century Plan - Policy Plan Element, which
states- "The City will encourage a transportation system that provides for the safe and efficient
movement of traffic, promotes the economic interests of the community, and adequately serves
the personal needs of individuals"; and further finds that the adoption of this resolution is not
inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of
the Administrative Chapter of the Policy Plan.
SECTION 2. The City Council of Georgetown, Texas, does hereby entreat and encourage
the Texas Department of Transportation to initiate an in-depth feasibility study of a long-range
plan for a by-pass to Interstate Highway 35 that would utilize the present loop around Temple,
appropriate segments of the present State Highway 95 from Temple to Taylor, the existing loop
around Taylor, and other existing and non -existing rights-of-way in a southerly direction to
connect with Interstate 10 near Seguin, providing an efficient route for traffic moving south, east
and west through Central and South Texas.
SECTION 3. This resolution shall be effective immediately upon adoption.
