A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS� RELATING TO THE CITY OF
GEORGETOWN'S POSITION REGARDING FEDERAL UNFUNDED
MANDATES.
VVIUREAS, federal unfunded mandates on city governments have increased significantly
in recent years; and
VJ1EREAS, federal mandates require cities to perform duties without consideration of

V,%1EREAS, federal mandates require compliance regardless of other pressing local needs
and priorities affecting the health, welfare, and safety of municipal citizens; and
WHEREAS ' excessive federal burdens on cities force on citizens and taxpayers either
higher local taxes and fees, reduced local services, or both; and
WBEREAS, federal mandates are too often inflexible, "one -size -fits -all" requirements that
impose unrealistic time frames and specify procedures or facilities when less costly alternatives
might be just as effective; and

V41EREAS, the cumulative impact of these legislative and regulatory actions directly

VIBEREAS, the National League of Cities (NLC), in conjunction with other state and
local government representatives and state municipal leagues, including the Texas Municipal
&naagut--�"7ML,� has begun a national vublic education camgai3v—.*,,.,—I_o,--V.-�derstan�d a�ni
then reduce the burden and inflexibility of unfunded mandates, beginning with a National
Unfunded Mandates Day on October 27, 19931
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements Education Policy 1 of the Century Plan - Policy Plan Element, which

and comprehensive educational opportunities."; and Finance Policy 3 of the Century Plan - Poli,

Plan Element which states: "The City will encourage tax rates in the commui �hat a
reasonable and fair and do not hinder economic development."; and Governmental Affairs Poli
I of the Century Plan - Policy Plan Element which states: "The City will actively purs
increased cooperation with all other entities which provide services in the community."; a 'I
Growth and Physical Development Policy 1 of the Century Plan - Policy Plan Element whi
states: "The City will ensure that future land use patterns provide economic, cultural, and soci
activities to all residents, businesses and organizations."; and further finds that the adoption
this resolution is not inconsistent or in conflict with any other Century Plan Policies, as requirl
by Section 2.03 of the Administrative Chapter of the Policy Plan.
SECTION 2. The City of Georgetown endorses the efforts of the National League of
Cities and the Texas Municipal League and supports working with NLC and TML to fully inform
,our citizens about the impact of federal mandates on our city finances and the pocketbooks of
*ur citizens; and
SECTION 3. The City of Georgetown endorses the events that will begin this process
on October 27th-, and
SECTION 4. The City of Georgetown resolves to redouble efforts to inform and work
with members of our Congressional delegation to inform them about the impact of federal
mandates and actions necessary to reduce their burdens on our citizens.
SECTION 5. This resolution shall be effective immediately upon adoption.
