HomeMy WebLinkAboutRES 920016 - Century Plan DevREsmunoN No. qCo 16 # Ii IDIF)DILY11 DION KI)a 912 10KOIDION Ito) WaY ON WHEREAS, the City Charter of the City of Georgetown was amended by vote of the people in April 1986 such that comprehensive planning was established as a continuous and ongoing governmental function; and WHEREAS, said City Charter now states that the comprehensive plan shall inclu but not be limited to 13 elements which are coordinated and internally consistent, includil a "historic preservation element " and an "urban design element "; and WHEREAS, all previously adopted Century Plan elements have been developed by ?.Committee of Georgetown citizens; and WHEREAS, the historic preservation and urban design elements of the Century rl'lan- Policy Plan were developed primarily by Century Plan Task Group Three as established by Resolution Number 870239.019 adopted June 23, 1987; and WHEREAS, the City of Georgetown Annual Operating Budget and Program of Services for Fiscal Year 1991-92 identified the following Ends to be achieved by the City: "Protection/preservation of Georgetown 's historic and prehistoric resources " and 'Measing physical appearance and the association of ositive images with the City and p WHEREAS, the City's Annual Operating Budget proposed that the Ends described above will be achieved in part through the following Means: "Prepare and present for Council consideration and adoption the proposed Century Plan - Historic Preservation and Urban Design Functional Plan element WHEREAS, the City Council has found that this action implements Historic Preservation and Urban Design Policies I and 2 of the Century Plan - Policy Plan Element, which state: 'The City will preserve, protect and promote its prehistoric, historic, and cultural resources " and 'The City will utilize an urban design program to- improve the overall appearance of the City; develop a positive image that identifies Georgetown; and enhance the attractiveness of the City from an environmental, aesthetic and economic perspective "; and HP/UD Plan Resolution No. Page 1 of 3 WHEREAS, the City Council has found conflict with any • Century Plan '• Administrative Chapter of the Policy Plan; that this action is not • • in required by Section 2.03 of the NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: The facts and recitations contained in the preamble of this resolution are hereM found and declared to be true and correct, and are incorporated by reference herein expressly made a part hereof, as if copied verbatim. I The Century Plan Historic Preservation and Urban Design Plan Working Group (hereinafter • as the Working Group) is hereby created and ►-( with developing the City of Georgetown 's long range comprehensive plan to guide the preservation and protection of the City's historic and prehistoric resources, and to establish the means by which the • can enhance and promote a !• and distinct image. 1 The Working Group shall consist of no more than 25 members, including following representatives from the City Council and Council -appointed boards commissions: I - • City Council members, - three members of the Planning and Zoning Commission, - • members of the Historic Preservation Committee, - • member • the Convention and •' Bureau Board, - one member of the Parks and Recreation Advisory Board, and - Century Plan Task Group Three as established by Resolution 870239.019. Each Council -appointed committee listed above shall choose their representative(s) to the Working Group. The Working Group also is to include representatives from the community -at -large, these to be drawn from Task Group Three or additional City Council appointments as necessary. The Working Group will elect its own Chair. 2. The funding of costs incidental to the creation of the Historic Preservation and HP/UD Plan Resolution No. Page 2 of 3 Urban Design Functional Plan element shall be accomplished by using the adopted Planning Department budget. Minor expenditures shall be made subject to the approval of the Director of Development Services. All expenditures over $5,000 shall be made only with the approval of the City Council, pursuant to the Georgetown City Charter. 0. The Historic Preservation and Urban Design Functional Plan shall be approved by consensus of the Working Group prior to submittal to the City Council for action. 4. Prior to submittal of the Historic Preservation and Urban Design Functional Plan, the Working Group shall a) Submit the Plan to the Plaiming and Zoning Commission andthe Georgetown Historic Preservation Committee for their review and comment; and b) Hold not less than one public heaning for discussion of the Plan at which a quorum of its membership is present. mlffifl•� This resolution shall be effective immediately upon adoption.
