HomeMy WebLinkAboutRES 920148 - Yard Waste Recycling Program4, 1 � It WHEREAS, it is has been determined by the Capital Area Planning Council (CAPCD) that 20% of the solid waste stream is generated from yard waste; and, MUKREM, the City Council wishes to implement programs to reduce the amount of solid waste going into landfills; and, WHEREAS, the City Council of the City of Georgetown, Texas, finds that implementing a yard waste recycling program will reduce the amount of waste going to the landfill. NW, THEREFORE, BE IT RESOLVED by the City Council of the City of Georgetown, Texas, that: The facts and recitations contained in the preamble of this resolution hereby found and declared to be true and correct and are incorporated reference herein and expressly made a part hereof, as if copied verbatim. City Council finds that this resolution implements Utility/Energy Policy 2 of Century Plan - Policy Plan Element, which states, "The City will establi utility policies which take into consideration the needs of all citizens of t community and take necessary precautions to prevent harmful ecological impact the environment", and Policy 5, which states, "The City will provide wate wastewater, electricity, and solid waste services which meet the immediate future needs of all citizens, and which encourages and provides for econom' development",- and further finds that the adoption of this resolution is inconsistent or in conflict with any other Century Plan policies as requiredn Section 2.03 of the Administrative Chapter of the Policy Plan. A contract must be executed between PEC and the member establishing the amount of interruptible and firm load to be served. If the interruptible member adds new load to its operations after the date of the execution of the contract between the member and PEC, that new load shall be added to the Firm Demand portion of the end-use interruptible member's total load unless otherwise mutually agreed upon by the parties. The interruptible member's interruptible load must be separately metered for billing purposes as an additional point of delivery unless mutually agreed upon by the parties. Each end-use interruptible member's interruptible amount must have a minimum load of 5 MW. The member contracting for interruptible service must be able to demonstrate its ability to interrupt its demand within the period set forth in this tariff upon verbal notation • • or LCRA. This Rider contains daily, monthly and annual limitations on interruptions imposed by PEC and by PEC's wholesale power supplier, Lower Colorado River Authority (LCRA). The annual limitation will be measured by a "continuous", "moving", or "rolling" period of twelve consecutive monthst hereinafter sometimes called the Limitation Year. With respect to any one day in which either PEC or LCRA proposes an interruption, the calendar month in which that day falls shall be the twelfth month of the Limitation Year. wnu�� The availability of the experimental Interruptible Service shall be limited in the manner set forth in the LCRA's approved Experimental Rider to Schedule WP -1 for Interruptible Service. The Power Cost Adjustment Factor applicable to Interruptible Service (PCAFI) shall be applied to all firm and interruptible load served as a single wholesale delivery point by the Cooperative's wholesale power supplier. In the event that additional wholesale power charges result from the member's failure to comply with a request to interrupt by either PEC or LCRA, any and all costs associated with such failure to comply shall be applied to the Wholesale Power Cost for Interruptible Service (PC,:) calculated for' the delivery point receiving such interruptible power. As a standard operating procedure, LCRA will attempt to give the member 120 minutes verbal notice prior to the commencement of interruption. Under extraordinary or emergency conditionst as determined at the discretion of LCRA, LCRA may advise the member of such conditions and request an interruption upon 20 minutes verbal notice4 Limitations upon interruptions imposed by LCRA shall be the limitations set forth in LCRA's approved Experimental Rider to Schedule WP -1 for Interruptible Service. The interruptible member shall assume the additional power costs of available short term power from alternate power suppliers.
