WHEREAS, the retiming of signals in the City of Georgetown will provide benefits to
the local community in the form of improved traffic flow, reduced fuel consumption, reduced
vehicle operating costs, reduced air pollutant emissions, and improved safety due to smoother
traffic flow-,

of Highways and Public Transportation for grants to local governments for traffic signal retiming
projects;
WHEREAS, the 1987 Safety Improvement Analysis funded by the State Department of
Ht h3yas and Public Tranystortation for Loo(s,, 418 fAustin Avenu i f1fiv-11ma-l"41
and State Highway 29 recommended that the signal systems on those roads be upgraded and
timing coordinated; and
WHEREAS , the City Council has found that this action implements Transportation Policy
1 of the Century Plan - Policy Plan Element, which states: "The City will encourage a
transportation system that provides for the safe and efficient movement of traffic, promotes the
economic interests of the community, and adequately serves the personal needs of individuals";
and
MTHEREAS, the City Council has found that this action is not inconsistent or in conflict
with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter
of the Policy Plan;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS, THAT:
The facts and recitations contained in the preamble of this resolution are hereby found
and declared to be true and correct, and are incorporated by reference herein and expressly made
a part hereof, as if copied verbatim.

SECTION 2
1) The City Council of the City of Georgetown, Texas, authorizes the submission of an
zpplication to the State Department of Highways and Public Transportation for a Traffic Light
Synchronization Program ll grant.
2) If the application is selected for funding, the Mayor of the City of Georgetown, Texas,
is hereby authorized and empowered to execute, and the City Secretary to attest thereto, all
necessary applications, contracts, and agreements with the State Department of Highways and
Public Transportation on behalf of the City of Georgetown to implement and carry out the
purposes specified in this resolution.
3) The local share required by the Traffic Management Program shall be met by both the
City of Georgetown and the State Department of Highways and Public Transportation because
the funded activities involve State -maintained roadways and traffic signals. The SD14PT shall
fund $10,762.50 and the City shall fund $1,300, with the City's share to be funded from the
Council Contingency Account -General Fund.
4) The application shall include upgrading the signal controllers where necessary on State
Highway 29, Loop 418, and RM2338. It shall also request that the signal timing on these
systems be synchronized to provide for the continuous flow of traffic on each arterial and from
one arterial to the other.
