GEORGETOWN, TEXAS, ESTABLISHING THE NEED FOR A NEW
SIGN ORDINANCE AND DEFINING THE ROLE OF THE SIGN
ORDINANCE ADVISORY COMMITTEE AND SETTING A DEADLINE
FOR SUBMITTAL OF A NEW SIGN ORDINANCE TO THE CITY
COUNCIL.
WHEREAS, the City Council of the City of Georgetown, Texas recognizes the
unique and attractive qualities of the Georgetown community; and
VNTHEREAS, the City Council desires to maintain and enhance these characteristics
of the community; and
WHEREAS, the City Council recognizes the importance of effective signs to
t
businesses and to the public in the conduct of commercial activity; and
WHEREAS, the City Council recognizes that the type, number and size of signs
throughout the community affects the overall appearance and attractiveness of the
community; and
WHEREAS, the regulation of signage is important and necessary to help achieve the
,iesired image of the community; and
WHEREAS, the City Council recognizes the limitations of the current City sign
regulations in achieving the desired image for the Georgetown community; and
WHEREAS, the City Council has previously charged the Planning and Zoning
Commission with reviewing and revising the sign regulations for the City; and
WHEREAS, since spring of 1991 the Planning and Zoning Commission has been
engaged in preparing a revised sign ordinance for the C01111111-1111ty; an.
WHEREAS, in developing the proposed sign ordinance the Planning and Zoning
Commission has conducted several public hearings; and
WHEREAS, as a result of the comments received by the Commission from the public
the City Council has established the Sign Ordinance Advisory Committee; and
WHEREAS, the City Council desires the Sign Ordinance Advisory Committee to
provide advice and guidance to the Commission in the preparation of a new sign ordinance

to improve and enhance the overall appearance and image of the Georgetown community;
and
WHEREAS, the City Council has found that this ac ion mplements t e Century • an
- Policy Plan, Historic Preservation and Urban Design Policy 2 which states: 'The City will
utilize an Urban Design Program to: improve the overall appearance of the City; develop
a positive image that identifies Georgetown; and enhances the attractiveness of the City
from an environmental, aesthetic, and economic perspective "; and
WHEREAS, the City Council has found that this action is not inconsistent or ia
conflict with any other Century Plan Policies, Goals, Objectives, or Elements as required b
Section 2.03 of the Administrative Chapter of the Policy Plan; I

The facts and recitations contained in the preamble of this resolution are hereby
found and declared to be true and correct, and are incorporated by reference herein anit
expressly made a part hereof, as if copied verbatim.
The Council reaffirms its previous instruction to the Planning and Zoning
Commission to prepare a revised sign ordinance for consideration by the Mayor and City
Council. Furthermore, the Council hereby affirms that the new sign regulations should be
iesigned to improve and enhance the community's overall appearance and attractiveness
while allowing
• the important and necessary communication by local merchants and
businesses in the community. Any proposed regulations should be fair and reasonable in
their application, clear and understandable by all those who will be -• by them and
easily implemented and administered • the City staff.

The Sign Ordinance Advisory Committee shall assist the Planning and Zoning
Commission in its task of preparing a new sign ordinance by reviewing and commenting on
proposed drafts of the ordinance prepared by the Commission. The Commission shall take
into consideration the comments prepared by the Committee as it prepares new draft

regulations. The Committee shall prepare a written report containing its comments on the
final draft ordinance prepared by the Commission. These comments shall be forwarded to
the Commission no later than the time of the Commission 's public hearing scheduled on the
draft ordinance. A copy of the Committees report shall be forwarded to the City Council
along with the report of the Planning and Zoning Commission and the draft ordinance upon
completion of the public hearing and action on the draft ordinance by the Planning and
Zoning Commission.

The Committee will meet as scheduled by the Chair of the Planning and Zoning
Commission who will also serve as Chairman of the • The Committee will meet
as necessary during the months of November and December, 1991 and January, 1992 prior
to a scheduled public hearing to be held during the last half of January, 1992. Both the
Committee and the Commission shall complete their assigned duties and present for Council
consideration a draft sign ordinance no later than February 5, 1992 such that the Council
may consider the draft ordinance at its regular meeting of February 11, 1992.
