HomeMy WebLinkAboutRES 900106 - May 5, 1990 Gen ElectionRESOLUTION NO; 900106 A RESOLUTION ESTABLISHING PROCEDURES FOR A GENERAL ELECTION INGEORGETOWN, TEXAS; TO SE HELD ON MAY 5, 1990, WHEREAS, the laws of the State of Texas and the Charter of the City of Georgetown, Texas, provide that on May 5; 1990, there shall be elected the following officials for this City. Three (3) Members of the Council, Districts 2; 6 and 7 Mayor, At Large WHEREAS, the laws of the State of Texas and theCharterof the City of Georgetown, Texas, further provide that the Election Code of the State of Texas is applicable to said election, and in order to comply with said Code, a Resolution should be passed establishing the procedure to be followed in said electron, and designating the voting places for said election, WHEREAS, the Charter of the City of Georgetown, Texas, provides that: NOW, THEREFORE, BE IT RESOLVED AND ORDERED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: SECTION I. That all rcandidates for the election to be held on the first Saturday in May, 1990; for the above mentioned positions shall file their application to become candidates with the City Secretary of the City at City Hall, 609 Main Street, Georgetown, Texas, on or before 5:00 p m, on the forty-fifth day before the election, such date being March 21, 1990, and that all of said applications shall be on a form as prescribed by Section 141,031 of the Electron Code of the State of Texas, The order in which the names of the candidates are to be printed on the ballot shall be determined by a drawing by the City Secretary as provided by Section 52,0984 of the Election Code, SECTION II, This City has two polling places where voting shall take place, which are as follows: 02/27/90 --- Order of Election Resolution --- Page 1 of 4 Election Precinct No. "1", Eire Station No. 11 806 1/2 Main Street, Georgetown, Texas, which shall include single member district numbers 2, 6 & 7 and the Mayoral race, 2:. Electron Precinct No, 11211, Erre Station No, 2; 204 Central Avenue, Georgetown, Texas, which shall include the Mayer race. SECTION III. The City Secretary is hereby authorized and instructed to provide and furnish all necessary election .supplies to conduct said election. Voting shall be conducted with optical scan voting machines prepared in Conformity with the 1987 Revised Texas Election Code. SECTION IV. The following named persons are hereby appointed officers for said election: In Election Precinct No. "1110 Mary Reynosa will serve as Presiding Judge, and Dan Shanahan will preside as Alternate Presiding; Judge, and the clerks for the election will be appointed in a number not to exceed five (5j clerks, In Election Precinct No, X1211, Delia Gutierrez will serve as Presiding Judge, and Arlene Tays will preside as Alternate Presiding Judge, and they clerks forme election will be appointed in a number not to exceed five (5) clerks. SECTION V. Leslie Barone is hereby appointed Clerk for Absentee Voting. The absentee voting for the above designated election shall be at 609 Main Street, Georgetown, Texas, and said place of absentee voting shall remain open for at least eight (8) hours on each day for absentee voting which is not a Saturday, a Sunday, or an official State Holiday, beginning on the 19th day (the 20th day being a Sunday), such date being April 16, 1990, and continuing through the 4th day preceding the date of said election, such date being May 11 1990, Said place of voting shall remain open between the hours of 8;00 a,n. and 5,00 p;m. on each day for said absentee voting, Absentee voting shall also be conducted on Saturday, April 28, 1990, from 8:00;a.m. to 12:00 p,m, and Sunday, April 29, 1990, 1:00 p.R' to 5,00 p,m. Absentee voting by personal appearance shall be by optical scan voting machines and absentee voting by mail shall be by paper ballots: 02/27/90 -- Order of Election Resolution--- Page 2 -of 4 All absentee voting shall be canvassed by an Absentee Ballot Board, Neil Boydston shall serve as Presiding Judge, Elaine Bizzell as Alternate Presiding Judge and Leslie Barone serve as clerk, and they are hereby appointed the Absentee Ballot Board for said election. Ballot applications by mail may be obtained from, as well as returning mailed voted ballots: Leslie Barone Absentee Clerk Georgetown City Officers Election P. 0, Box 409 Georgetown, Texas 78627-0404 SECTION VI Dorothy Jones and Elaine Bizzell are hereby appointed Presiding and Alternate Judges for the Central Counting Station, SECTION VIIQ Election officials shall be compensated at a rate of $5.00 an hour and officials who deliver the ballots and election supplies shall be compensated an additional flat fee of $25.00 over the hourly rate for their services. SECTION VIII. The City Manager is hereby authorized to execute an agreement with the County Judge of the County of Williamson for the; administration of certain election duties. SECTION IX, Said election shall be held in accordance with the Election Code of this State, and only resident qualified voters of said City shall be eligible to vote at said election. SECTION X. The Mayor shall give notice of this election in accordance with the terms and provisions of SEctions 4,004, 87,010, 85,004, and 85.007 of the Election Code, and all necessary orders and writs for said election shall be issued by the proper authority, The City Secretary shall conduct an unofficial tabulation of results after the closing of the polls and returns of said election shall be made 02/27/90 --- Order of Election Resolution --- Page 3 of 4 to the City Council immediately, The official canvass and tabulation of the results of the election shall be conducted by the City Council at their regular meeting of May 8, 1990. SECTION XI: It is further found and determined that in accordance with the order of this governing body, the City Secretary posted written notice of the date, place and subject of this meeting on the bulletin board located in the City Hall, a place convenient and readily accessible to the general public, and said notice having been so posted and remaining posted and continuously for at least 72 hours preceding the scheduled time of said meeting. A copy of the return of said posting shall be attached to the minutes of this meeting and shall be made a part thereof for all intents and purposes. PASSED AND APPROVED on this the 27th day of February, 1990, by a vote of 6 :"ayes" and 0 "nos" with Councilmembers present and voting.
