A RESOLUTION REQUESTING THE PUO TO ADOPT_ THE COMPROMISE
RATE DESIGN PROPOSAL DEVELOPED BY THE AWC AND SUBMITTED
BY THE LCRA;TO FOSTER ECONOMIC DEVELOPMENT AMONG 'SMALL -
AND :MEDIUM-SIZED BUSINESSES.
WHEREAS, electric utility bills are a significant component
of the cost of doing business for most industrial and commercial
businesses in central Texas; and
WHEREAS, most businesses in central Texas are small to medium
size; and
i4MEREAS, most businesses in the tnited States and Texas are
small- to medium-size, with under 500 employees; and
i7 EREAS, -85% of new jobs in the United States are produced by
small- to medium-sized employers; and
WHEREAS, the present rate structure of the Lower Colorado
River Authority (LORA) unfairly discriminates against small- to
medium-sized employers and favors the very large industrial
customers, who produce relatively few jobs, compared to small- to
medium-sized businesses; and
WHEREAS, the demand Charges currently used in the LIRA
wholesale rates are not used by any other utility in the State of
Texas; and
67 EREAS, the high demand rates discourage economic development
in the .LCRA service territory, and in Texas; and
WHEREAS, the compronlse rate design proposal developed by the
Association of Wholesale Customers (AWC , supported by the LORA and
the vast majority of the wholesale customers, is an excellent
compromise alternative that will foster economic development among
the small- and-medium-sizedbusinesses; and
WHEREAS, only 2 out of the 43 AWC members voted to appose the
compromise rate design proposal, which is only 5% of the AWC
membership( and
WHEREAS, overwhelmingly, the wholesale electric customers of
the LORA favor the rate design proposal developed by the AiiC1
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TEE CITY OF
GEORGETOWN, TEXAS, THAT:
Section 1. We urge the Public Utility Commission of Texas to
recognize the many months of hard work and compromise that went
into the rate design concept developed by the AWC and submitted py
the LORA in this current rate case filing; and
Section 2. That we further ask the PUC to adopt the compromise
rate design proposal for the LCRA; a rate design that will keep
central Texas "open for Business."
