HomeMy WebLinkAboutRES 900283 - Habitat Conserve Plan ExpandRESOLUTIONOBER A RESOLUTION REQUESTING THE EXECUTIVE COMMITTEE OF THE BALCONES CANYONLANDS HABITAT CONSERVATION PLAN TO EXPAND THE BOUNDARIES OF THE STUDY AREA TO INCLUDE ALL OF GEORGETOWN'S PLANNING AREA, WHEREAS, the City of Georgetown's location on the Edwards Aquifer Recharge Zone and on the edge of the Texas Hill Country increases the likelihood that there is potential habitat for the bird, plant, and invertebrate species listed as endangered by the U.S. Fish and Wildlife Service; and WHEREAS, the Balcones Canyonlands Habitat Conservation Plan study area includes that portion of Georgetown's jurisdiction and Planning Area located to the south of State Highway 29 and to the west of Interstate Highway 35; and: WHEREAS, all land with potential habitat for endangered species, whether or not it is included within a regional habitat conservation plan, is subject to the requirements of the federal Endangered Species Act; and WHEREAS, it is the overall mission of the Century Plan Strategic Plan for Economic Development "to ensure that Georgetown' becomes the most economically vital city under 50;000 population in Texas through pro -active economic development efforts"; and WHEREAS, some of the potential habitat preserve included within Georgetown's Planning Area includes the three forks of the San Gabriel River and the U.S, Corps of Engineers' property at Lake Georgetown; and WHEREAS, the City Council finds that this action implements Economic Development Policy 1; Environmental and Resource Conservation Policy 1; Growth and Physical Development Policy 5; and the Industrial Development, Tourism; and Community Development Goals of the Strategic Plan for Economic Development. The City Council further finds that this action is not inconsistent or in conflict with any adapted Century Plan Policies or Goals, as required by Section 2,03 of the Administrative Chapter of the Policy Plan, NOW THEREFORE, BEFIT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN; 'TEXAS, THAT; Section One, All of the facts recited in the preamble to this Resolution are hereby found by the City Council to be true and correct, and are incorporated by reference herein and: expressly made a part hereof, as it copied verbatim. Section Two, 1) The Georgetown City Council requests the Executive Committee of the Balcones Canyonlands Habitat Conservation Plan to expand the boundaries of the study area to include all of Georgetown's Planning Area locatedwest of Interstate Highway 35 and south of State Highway 195, as shown on Attachment A. 2) The Georgetown City Council agrees to contribute an amount not to exceed $20,000 to the Balcones Canyonlands Habitat Conservation Plan to fund the additional cost of biological studies for the expanded study area, and a contribution towards the overall planning costs of the habitat conservation plan;. 3) The funds described in �2 above shall be made available from the Council Contingency Fund of the Annual City Budget, 4) The Georgetown City Council requests that all documents and reports regarding the Balcones Canyonlands Habitat Conservation Plan beforwarded to the City as if the City were represented on the Executive Committee, 5) The Georgetown City Council agrees to work with the Executive Committee towards the goal of an approved regional habitat conservation plan, PASSED and APPROVED this [_ day of jL , 1990; w, H, Connor, Mayor ATTEST: Elizabeth Gray, City #Cretary APPROVED: Marianne Landers Banks, City Attorney 1 ,C
