HomeMy WebLinkAboutRES 900379 - Survey EndangeredRESOLUTION NO, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT WITH JAMES R. RIDDELL FORA SURVEY OF ENDANGERED 1KARST INVERTEBRATES WITHIN THE GEORGETOWN PLANNING AREA WHEREAS, the City of Georgetown's location on the Edwards Aquifer Recharge Zone and on the edge of the Texas Hill Country increases the likelihood that there is potential habitat for the bird, plant, and invertebrate species listed as endangered by the U.S. Fish and Wildlife Service; WHEREAS, the Balcones Canyonlands Habitat Conservation Plan study area currently includes that portion of Georgetown's jurisdiction and Planning Area located to the south ofState Highway 195 and west of Interstate Highway 35; WHEREAS, it is the overall mission of the Century Plan Strategic Plan for Economic Development "to ensure that Georgetown becomes the most economically vital city under 50,000 population in Texas through pro -active economic development efforts'; WHEREAS, the ability of the City of Georgetown and all property owners within Georgetown's Planning Area to comply with the federal Endangered Species Act rests on the availability of, adequate biological information regarding the presence of the species of concern within the Planning Area; WHEREAS, Mr. James R, Reddell is an international expert on the endangered karst invertebrates known to exist in central Texas, who also conducted the karst studies for the remainder of the Balcones Canyonlands Habitat Conservation Plan study area; and 0REAS, the City Council finds that this action implements the following Century Plan Policy Plan Policies: Economic DevelopmentPolicy 1, Environmental and Resource Conservation Policy 1, and Growth and Physical and Development Policy 5; as well as the Industrial Development, Tourism, and Community Development Goals of the Strategic Plan for Economic Development, The City Council further finds that this action isnot inconsistent or in conflict with any adopted Century Plan Policies or Goals, as required by Section 2,03 of the Administrative Chapter of the Policy Plan; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: Section One, All of the facts recited in the preamble to this Resolution are hereby found by the City Council to be true and correct, and are incorporated; by reference herein and, expressly made a part hereof, as if copied verbatim. Section Two, Mr, James Reddell, of the Texas Memorial Museum at the University of Texas at Austin, is hereby selected to study the distribution of endangered karst invertebrates in the Georgetown Planning Area, The City Council hereby authorizes the expenditure of an amount not to exceed $20,000 for the performance of this work, The funds for this contract are to be made available from the Utility Fund Council Contingency of the 1989-90 Annual City Budget, Section Three; The Mayor is hereby authorized to.execute said contract by signature upon its approval by both the City Attorney and the City Manager, and upon the concurrence of Mr. David Braun, (Chair of the Balcones Canyonlands Habitat Conservation Plan Executive Committee, that the scope of work for this contract complies with the requirements of the Executive Committee of the Balcones Canyonlands Habitat Conservation Plan, Section Four, This resolution shall be effective immediately upon adoption, RESOLVED this I day ATTEST: Elizabeth Gray City Secretary APPROVED AS'TO'FORM: r° Marianne Landers Banks City Attorney
