A RESOLUTION INSTRUCTING THE STAFF OF THE CITY OF GEORGETOWN TO
WITHDRAW THE APPLICATION TO THE STATE REVOLVING FOND AND TO BEGIN
PREPARATION FOR THE ISSUANCE OF REVENUE BONDS FOR THE FINANCING OF
THE DOVE SPRINGS WASTEWATER TREATMENT FACILITY.
WHEREAS, the City of Georgetown; Texas (CITY) has submitted and there is
currently pending an application before the Texas Water Development Board,
Revolving Loan Fund to construct the Dave Springs Wastewater Treatment
Facility; and
WHEREAS, during the preparation of the application, the Environmental
Facilities Plan has revealed long-term environmental uncertainty because of
the Balcones Canyonlands Habitat Preservation Plan currently in progress;
pending regulations for non -point source pollution and the Edwards Aquifer
Rules; and
WHEREAS; conventional financing will allow greater flexibility and
greater local control in the future.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
Section I, The City Council adopts the recitals set forth above as true and
correct and adopted herein verbatim as if fully set forth at length,
Section II, The City Staff is instructed to notify the Texas Water
Development Board of the City's intent to withdraw its application to the
State: Revolving Loan Fund,
Section III. The City Staff should notify the engineering firms of CH2M Hill
and Steger and Bissell to cease the work related to the preparation of the
StateRevolving Loan Fund application.
Section IV, The City Staff is instructed to request the City's financial
advisor, First Southwest Company; to prepare and place on the Agenda for
November 13, 1990, a resolution for Council consideration of the issuance of
revenue bonds for financing the Dove Springs Wastewater Treatment Facility,
Section V, The Mayor be authorized to execute, and the City Secretary to
attest,
