A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GEORGETOWN; TEXAS, CREATING THE CENTURY
PLAN PARKS PLAN WORKING GROUP AND DIRECTING
THE WORKING GROUP TO PROCEED PITH DEVELOPMENT
OF THE PARRS FUNCTIONAL PLAN ELEMENT OF THE
CENTURY PLAN.
WHEREAS, the City Charter of the City of Georgetown was
amended by vote of the people in April 1986 such that
comprehensive planning was established as a continuous and
ongoing governmental function; and
WHEREAS, said City Charter now states that the comprehensive;
plan shall include but not be limited to 13 elements Which are
coordinated and internally consistent, including "a recreation
and open space;elezent"; and
WHEREAS, all previously adopted Century Plan elements have
been developed by a committee of Georgetown citizens; and
WHEREAS, the parks and recreation elements of the Century
Plan - Policy Plan were developed primarily by Century Plan Task
Group Two as established by Resolution; Number 870239,019 adopted
Julie 23; 1987; and
WHEREAS, the City of Georgetown Annual Operating Budgetand
Program of Services for Fiscal Year 1990-1991 adopted the
following City Council Goal; "The City will develop parks and
recreational facilities and associated prograns to ;feet the needs
of all the City's population, and provide all Georgetown youth
with the opportunity to participate in formal youth activities";
and
WHEREAS, the above described Goal included the following
Objective: "Develop the Parks Functional Plan element of the
Century Plan"; and
WHEREAS; the City's Annual Budget also includes the
following Planning Departnent objective: "Present for Council
consideration and adoption the proposed functional plan for Parks
and ;Open Space"; and
WHEREAS, the City Council finds that this action implements
Facilities and Services Policy 11 and Recreation and Cultural
Affairs Policies 1 and 2 of the Century Plan - Policy Plan; as
well as Article II of the Administrative Chapter of the Policy
Plan; that this action also implements the Transportation Element
of the Century Plan - Development Plan; and that this action is
not inconsistent or it conflict with any adopted Century Plan
Policies or Goals, as required by Section 2,03 of the
Administrative Chapter of the Policy Plan;
NOW, THEREFORE, BE IT RESOLVED BY -THE -CITY COUNCIL OF THE
CITY OF CEORGETOWI, TEXAS, THAT,
Section One.
All of the facts recited in the preamble to this Resolution
are hereby found by the City Council to be true and correct, and
are incorporated by reference herein and expressly made a part
hereof, as if copied verbatim.
Section Two.
The Century Pian Parks Plan Working Group (hereinafter known
as the Working Group) shall consist of the @layor and two
City Council members, three members of the Parks and
Recreation Advisory Committee, three members of the Planning
and Zoning Commission, one member of the Tourisn'.Board, and
Century Plan Task Group Two and the Chairs of all other Task
Groups as established by Resolution 870239.019, In
addition, each Council -appointed committee listed above
shall choose their representative(s) to the Working Croup;
the Working Group is to include at least six representatives,
from the eonaunity-at-large, these to be dram from Task
Group Two or additional City Council appointments as
necessary, and the Mayor is to act as the Chair of the
Working Group,
2, The funding of costs incidental to the creation of the Parks
Functional Plan element shall be accomplished by using the
adopted Planning Department and Parks and Recreation
Department budgets, Hiner expenditures shall be rade
subject to the approval of the Director of Development and
Planning or the Director of Community Services, as
appropriate. All expenditures over $5,009 shall be made
only with the approval of the City Council, pursuant to the
Georgetown City Charter,
3. The Parks Functional Plan shall be approved by consensus of
the Working Group prior to submittal to the City Council for
action.
4. Prior to submittal of the Parks Functional: Plan, the Working
Group shall
a) Submit the Plan to the Planning and Zoning Commission
and the Parks and Recreation Advisory Committee for
their review and comment; and
bj Hold not less than one public hearing for discussion of
the plan at which a quorum of its membership is
present..
Section. Three,
This Resolution shall be effective immediately upon
adoption,
