A RESOLUTION ESTABLISHING LEGISLATIVE PRIORITIES FOR STAFEDIRECTIONANNDPARTICIPATIONANDAUTHORIZLNGSTAFF AND MEMBERS OF THE CITY COUNCIL TO REPRESENT THE CITY OF GEORGETOWN THROUGH CONTACT WITH LEGISLATIVE DIEMBERS OR THROUGH TESTIFYING BEFORE A LEGISLATIVE COMMITTEE WHEREAS, the Sevemysegond Session of the Texas Legislature will convene in January; 1941; and WHEREAS, the City of Georgetown is a member of the Texas Nlumcipal League Fiscal Impact Analysis Team; and WHEREAS, the City Council of the City of Georgetown finds That it is desirable to establishlegislenivepriorities for staff direction. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION L The City Council adopts the recitals set forth above as true and correct and adopted herein vcibatim as if fully set fain at length. SECTION 11, The City Manager or is designee is aumonzcd to respond to tequosls:as a member of the TexasMumcipal League Fiscal Impact Analysis Team carbon provide testimony before the Texaslagislatore when requested by the Texas Municipal League. Further, that this involvement is guided by the following parameters: A The City will oppose any legislation which could crode the authority of Texas cities to govern their own local affairs. D. Cities represent the level of government closest to the people. Day beat primary responsibility for the provisionof capital infrastructure and for insuring our citizens' health and safety. The cities must be assured of a predictable and sufficient level ofrevenue and must resist efforts to diminish their revenue. C. Cllies are focal points of economic growth and developmem, It is in our allies that the vast majority of desperately needed economic development will take place. Therefore, cities must be seen as full partners in Texas economic development efforts. D. The City will oppose the imposition of any Stale mandates which do not provide for commiserate level of compensation. SECTION IH. The City Manager or his designee and City Council Members ney initiate consent with members of the legislature with regard to the following legislative items: A, Support logislation which would implement the Balcones Canyonlands Habitat Conse inion Plan, provided adequate representation is assured for GeorgetownlWilliamson County, B Require the Texas Water Commission to perform cast-benaft analysis of water quality standards and discharge permit conditions. C. Oppose legislation which would broaden die Public Utility Commission regulation ofmunicipally-owned electric utilities. D. Oppose legislation which would impose hazes on municipally.owned electric utilities. H Support legislation which would require mor (he Stile reimburse cities for the cost of any stato-imposed mandates. F. Support hgisla ion which would allow cities which own electric utilities in cquitably assume the service areas of other electric utilities upon an icntion'ofthose areas. G. Support legislation which would provide enabling legislation for the creation of an underground water conservalion district in all or proofs of Williamson County. h Support legislation which would iosme that a city isnot required to pay overtime to police department employees who are exempt from the provisions oftheFair Labor Standards Act. L Oppose legislation which would erode or otherwise alter in any detrimental way flit existing local option to provide union dues chock -off services', RESOLVED this the 11TH day of Decembar51990. 't 'n, A RESOLUTION SUPPORTING THE PARTICIPATION BY THE CITY OF GEORGETOWN WITH THE CAPITAL AREA PLANNINGCOMhIISSION N ESTABLISHING A CENTRALIZED PUBLIC SAFETY ANSWERING POINT FOR THE 9.14 EMERGENCY PHONE SYSTEM, WHEREAS, the City of Georgetowo is Participating through the Capital Area Planning Commission to establish a 9.1-1 Emergency Phone System; and WHEREAS, the County and cities have been requested to execute a contract with CAPCO to establish individual 9.14 Answermg Points; and WHEREAS, such an cffoh would create a costly duplication of services. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CFFY OF GEORGETOWN, TENAS THAT: Sectionl. Section The Staff of the City of Georgetown is instructed to work with the communities and with CAPCO to insure that one o otrallaed answering points estahhshedforWilhamson County, Section III The Mayor, through his office is urged to work with the mayors of other communities and elected officials of Williamson County to achieve the goal of one centralized Public Safety Answering Point.
