A RESOLUTION APPROVING LETTER PROPOSAL FROM CAMP,
DRESSER AND MCKEE. AUTHORIZING ENGINEERING SER-
VICES RELATED TO THE CITY OF GEORGETOWN SOLID WASTE
LANDFILL CLOSURE PERMIT, AND AUTHORIZING THE MAYOR
TO EXECUTE THE SAME.
WHEREAS, the City of Georgetown, Texas currently operates a Solid
Waste Landfill under a permit in compliance with regulations promul-
,*,ate by the Texas Department of Health; and
WHEREAS, the City Council finds that a portion of the landfill
has reached its permitted capacity; and
WHEREAS, the City Council desires to obtain an approved closure
plan from the Texas Department of Health prior to 08/31/89, and
WHEREAS, Camp, Dresser, and McKee and the City of Georgetown have
previously entered into an agreement for engineering services; and
WHEREAS, the parties agree to have Camp, Dresser, and McKee per-
form engineering services related to the Solid Waste Landfill Closure
Plan, as evidenced on attached Exhibit "A", letter proposal; and
WHEREAS, the City Council finds this action implements Util-
ity/Energy Policy 2 of the Century Plan Policy Plan, and is not found
to be inconsistent or in conflict with any other Century Plan Poli-
cies, as required by Section 2.03 of the Administrative Chapter of the
Policy Plan.
NOW THEREFORE, BE IT RESOLVED BY THE,CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS:
That the City finds the recitals set forth above are true and correct
and are incorporated herein.
That the City Council approves the letter proposal of Camp, Dresser
and McKee for engineering services related to the Solid Waste Landfill
Closure Plan, which is attached hereto as Exhibit "A" and incorporated
herein as if fully set forth at length.

That the City Council authorizes the expenditure of Council Contin-
gency Funds of the Utility Fund in the amount of $10,500 for these
services.

The requirements for solid waste landfills could change drastically as
early as September 1989. Some of these changes include: ground water
moniter-ing at all landfills; change in closure cap design, and a post -
closure monitoring period of 30 years, All of these changes, although
potentially environmentally beneficial, would definitely be more costly ta
the City. -
We are pleased to submit this proposal to provide engineering services
related to the official closure of the City of'Georgetown's landfill. This
official closure will be conducted in accordance with the Texas Health
Department's Municipal Solid Waste Management Regulations. Specifically,
to meet these regulationst the City of Georgetown must perform the
following:
1.1 Notify the Bureau of Solid Waste Management of intention to close the
landfill and file an updated closure plan.
2. File an approved closure plan which shall include the following:
a. propesed final contours;
b. proposed surface drainage features; and
c. proposed protective measures for any area subject to the
100 -year floodplain.
.1. An affidavit shall be filed with the county clerk and shall include a
legal description of the closed portion of the landfill.
4. A certified copy of the affidavit shall be filed with the Bureau of
S61id waste management.
In order to accomplish the above listed closure criteria, the following
scope of services is proposed.
1. Perform a boundary survey of the filled area to be used as the legal
description.
2. Perform a topographic survey of the filled area to be used as the
basis for the final grading plan.

a. preparation of the final grading plan, including surface drainage
features and revegetation;
b. review of existing data and evaluation of post -closure monitoring
requirements;
c. review of existing data and evaluation of protective measures for
any Area subject to the 100 -year floodplain;
d. coordination with and filing of documents with the Solid Waste
Manaqement Bureau;
e. prepare a probable construction cost for closing the landfill and
estimate a cost to prepare the construction documents (these will
be reported in the Technical Memorandum); and
f. provide a list (Technical Memorandum) of possible alternatives to
the disposal of wastewater treatment plant sludge (the sludge is
currently bdfilled).
The deliverables shall include the boundary -survey and legal descriptions
(map and field notes), topographic maps, final grading plan and a technical
memorandum. The technical memorandum will include an evaluation of the
need for a post -closure monitoring system, and the need for floodplain
protective measures, it will also include construction cost estimates for
closing the landfill and a list of sludge disposal alternatives.
The scope does not include the preparation of contract documents for the
construction of the closure, the design of a post -closure monitoring system
(if required), nor the design of any protective measures necessary to
remove the landfill from the 100 -year floodilain.
we propose to complete the above scope for a lump sum of $10,000. The
surveyor has also informed me that for an .aa itional'$500 he will prepare a
boundary map of the entire 190 acre tract. The preparation of this map and
re-establishment of the tract's boundary will gave the City money in the
future when the boundary of the water treatment plant, wastewater treatment
plant, and other facilities ate subdivided out of the parent trac .
we propose to complete the work under the terms and conditions of our
existing general services agreement, wherein all that is required for us t*
begin is a letter of authorization.
