At the request of the City Manager, staff has prepared a
resolution authorizing the solicitation of bids for the
construction of a public restroom facility in Chataqua Park. A
copy of same is attached to this memorandum.
Staff has studied a variety of public testroom alternatives for
the City's neighborhood parks. Options explored include fully
o,lumbed as well as clivus multrum (biodegradable composting-type-
facilities. Preliminary estimates for a minimal facility
including: separate men's and women's restrooms with one toilet
each and a shared sink are in excess of $5,000.00. This is for a
low-maittenance type facility constructed of tilt -wall concrete
or aggregate block, no roof, concrete slab, full plumbing and a
plumbing chase.
As mentioned in a previous memorandum to the Council, there are
no federal, state or local regulatory measures requiring that
public restroom facilities be provided in neighborhood parks.
Although currently there are no formally adopted standards
addressing this issue, generally accepted standards recommend
that this topic be evaluated at the local level on an individual
park basis.
