Jessica Brettle, City Secretary Minutes of the Meeting of the Library Advisory Board City of Georgetown January 20, 2015 The Library Advisory Board met on Monday, January 20, 2015 at 6:30 p.m. in the staff conference room of the Georgetown Public Library, 402 W. 8th Street MEMBERS PRESENT: Michael Barnes, Stephanie Blanck, Lois Case, Tom Hagen, Linda Nix and Pete Rose. Regular Session A. Citizens wishing to address the Board. None were present. B. Consideration of minutes of the December 15, 2014 meeting. — Stephanie Blanck made the motion to accept the minutes of the December 15, 2014 Library Advisory Board Meeting and Lois Case seconded the motion. The motion passed unanimously. C. Introduction of Dana Hendrix, Fine Arts Librarian — Eric Lashley — Lashley asked Hendrix to 7 introduce herself to the board and the board introduced themselves to Hendrix. Hendrix worked for Southwestern University for over 20 years. She retired in January and it was her first day on the job at the Georgetown Public Library. Dana will be in charge of the art displays in the library, music programs, and will assist the Arts and Culture Board and Georgetown Art Works. D. Consideration of Library Director's report — Eric Lashley — Lashley reported circulation was slightly down for the month of December, but visitations were slightly up. Lashley noted that the library currently has a backlog of materials waiting to be cataloged due to a backlog at Ingram, Inc., the library's primary book vendor. Lashley reviewed the library's monthly statistics with the board. Bookmobile circulation was steady with 2,697 checkouts. Lashley noted that Michele Harber will be extending the Sun City stop by an additional half hour. Lashley reported that the library replaced 12 public computers with 12 brand new ones. These new computers should resolve the issues some of our patrons were experiencing with our older computers. Kalena Powell was hired as the new volunteer coordinator. Chair Linda Nix served on the interview panel and has volunteered to assist Kalena train new volunteers. Lashley reported that the library received two public information requests to view security camera footage. One request was regarding an act of vandalism. The other regarded the alleged violation of testing procedures during a proctored exam by library staff. Lashley followed the city's protocol on open records requests to ensure the footage could be viewed by those who requested the information. Nix reported that she was invited to attend January's Friends of the Library board meeting. She reported that the Friends were very organized and doing very well financially. Lashley stated that the library would host a Harry Potter event on January 24, a Stuffed Animal Sleepover on February 6-7, and a Zombie Boot camp on February 7. He also announced that the Art Center would have a special photo exhibit of the Kumbh Mela festival in India, the largest human gathering on the planet starting January 30. Lashley read the patron comments for the month of December. E. Consideration and possible action to approve the amended board bylaws in accordance with the revised Code of Ordinances. - Eric Lashley — Lashley explained the small changes to the bylaws. Stephanie Blanck made the motion to accept the changes to the bylaws and Pete Rose seconded the motion. The motion passed unanimously. F. Report on staff training in February. — Eric Lashley — Lashley reported that the library will be closed on Friday, February 27 for staff training. The training will be facilitated by Ron Swain. Staff members will identify core values, a mission statement, and will work on the Fine Print statement for customer service. G. Report on new parking lot design. — Eric Lashley — Lashley showed the engineering drawings for the new parking lot. The new parking lot will add an additional 149 spaces to the library's parking. The City hopes that half of the lot will be done before the Red Poppy Festival in April and that the other half will be completed by June. H. Report on plans for the library's 50th anniversary year of celebration. — Eric Lashley — Lashley reported that the library has a committee to plan events and activities leading up the library's 50th birthday. The celebrations will begin March 2015 and end with a gala in March 2016 the 50th anniversary of the library. Lashley asked if any members wished to serve on the committee and Nix volunteered. Consideration of dates of future Board meetings. — Eric Lashley — There was no need to change the date of February's regularly scheduled meeting. The next meeting will be on February 16, 2015. Beginning the week of Christmas and ending January 5, the library closed at 6pm in observance of holiday hours. • Fog & Bone provided live music on December 14, 2014. Photographer Burton Anes provided art in the library's gallery for the month of December. The Friends' sold out of the Book Lover's Page -a Day Calendars which were sold beginning in November. • Staff members participated in the City's holiday luncheon on Friday, December 12. Temp on calls worked the service desks so the library could remain open. PATRON COMMENTS FOR DECEMBER 2014 1. Patron comment: I'd like to renew items during the checkout period, even if it is on reserve for another patron. 2. Patron comment: This was my first time here. The staff is great. I was trying to take a test for a job and the computer would not work so the ladies at the downstairs sent me upstairs. I did the test. While upstairs Sally Miculek helped me with me contact. I had lost it in my eye and she came to my rescue. Thank you staff of the Georgetown library. 3. Patron comment: Bring back Chobits!!! 4. Patron comment: Keep doing what you're doing!!!! Library Advisory Board ("Board") Section 1.2. Purpose. The Board is established for the purpose of participating in the L414i�aFy Needs Assessment Study (when neeessaFy), annualbupdating-update cif the Long Range Plan for the Library, and Lo-6er�-serye to promote library programs and services in the community. See Ordinance Chapter 2.72. ARTICLE 11. MEMBERSHIP Section 2.1. Number of Members. The Board will be eompfisej composed of seven (7) Members. Section 2.2. Eligibility. Each -All Members shall reside in the corporate City 4 G-e"-getown eeFperate limits or extraterritorial jurisdiction of tom. Section 2.3. Appointment of Board Members. Members of the Board shall be appointed pursuant to and in accordance with the City Charter. Section 2.4. Terms of Office. Generally, terms of office for each Member shall be two (2) years. Generally, a Member may serve two (2) consecutive terms. Refer to Ordinance Section 2.36.030A for additional provisions regarding terms of office. Section 2.5. Vacancies. Vacancies that occur during a term shall be filled as soon as reasonably possible and in the same manner as an appointment in accordance with the City Charter. If possible, the Member shall continue to serve until the vacancy is filled. An appointment to fill a vacated term is not included as a term for purposes of counting consecutive terms. Section 2.6. Compensation and Expenditure of Funds. Members serve without compensation. The Board and its Members have no authority to expend funds or to incur or make an obligation on behalf of the City unless authorized and approved by the City Council, Members may be reimbursed for expenses authorized and approved by the City Council and the Board. Members will comply with City Ordinances, Rules and Policies applicable to the Board and the Members, including but not limited to Ethics Ordinance Chapter 2.20 and City Commissions, Committees and Boards Ordinance Chapter 2.36. Section 2.8. Removal, Any Member may be removed from their position on the Board for any reason, or for no reason, by a majority vote of the City Council. ARTICLE III. BOARD OFFICERS Section 3.1. Officers. The Board Officers are Chairman, Vice -Chairman and Secretary. The Chairman is appointed by the City Council during the annual appointment process. The other Board Officers are elected by a majority vote of the Members at the first meeting after the annual appointment process. Section 3.2. Terms of Office for Board Officers. Board Officers serve for a term of one year. In the event of vacancy in the office of Chairman, the Vice -Chairman shall serve as Chairman until the City Council appoints a replacement Chairman. A vacancy in the other offices shall be elected by majority vote of the Members at the next regularly scheduled meeting, or as soon as reasonably practical for the unexpired term. If possible, a Board Officer shall continue to serve until the vacancy is filled. Section 3.3. Duties. a. The Chairman presides at Board meetings. The Chairman shall generally manage the business of the Board. The Chairman shall perform the duties delegated to the Chairman by the Board. b. The Vice -Chairman shall perform the duties delegated to the Vice -Chairman by the Board. The Vice -Chairman presides at Board meetings in the Chairman's absence. The Vice -Chairman shall perform the duties of the Chairman in the Chairman's absence or disability. c. The Secretary shall perform the duties delegated to the Secretary by the Board. ARTICLE IV. MEETINGS Section 4.1. Time and Date of Regular Meeting. The Board shall meet once a month on the same week of the month, the same day of the week, at the same time, and at the Library Advisory Board Bylaws Revised � la� 2011 February 2015 Page 2 of 6 same place. The regular date, time and place of the Board meeting will be decided by the Members at the first meeting of the Board after the annual appointment process. Section 4.2. Agenda. Items may be placed on the agenda by the Chairman, the City Manager or designee, or at the request of a Member. The party (or individual) requesting the agenda item will be responsible for preparing an agenda item cover sheet and for the initial presentation at the meeting. Items included on the agenda must be submitted to the Staff Liaison no later than one week before the Board meeting at which the agenda item will be considered. Agenda packets for regular meetings will be provided to the Members in advance of the scheduled Board meeting. Agenda packets will contain the posted agenda, agenda item cover sheets, and written minutes of the last meeting. Section 4.3. Special Meetings. Special meetings may be called by the Chairman or by three (3) Members. Section 4.4. Quorum. A quorum shall consist of a majority of the Members. A quorum is required for the Board to convene a meeting and to conduct business at a meeting. Section 4.5. Call to Order. Board meetings will be called to order by the Chairman or, if absent, by the Vice -Chairman. In the absence of both the Chairman and Vice - Chairman, the meeting shall be called to order by the Secretary, and a temporary Chairman shall be elected to preside over the meeting. Section 4.6. Conduct of Meeting. Board meetings will be conducted in accordance with these Bylaws and City Council Meeting Rules and Procedures, as applicable to the Board. See Ordinance Chapter 2.24. Section 4.7. Voting. Each Member shall vote on all agenda items, except on matters involving a conflict of interest, substantial financial interest or substantial economic interest under state law, the City's Ethics Ordinance, or other applicable Laws, Rules and Policies. In such instances the Member shall make the required disclosures and shall refrain from participating in both the discussion and vote on the matter. The Member may remain at the dais or leave the dais, at the Member's option, while the matter is being considered and voted on by the other Board Members. Unless otherwise provided by law, if a quorum is present, an agenda item must be approved by a majority of the Board Members present at the meeting. Llorary Aavisory tsoard Bylaws Revised Nta-'�February 2015 Page 3 of 6 Section 4.8. Minutes. A recording or written minutes shall be made of all open sessions of Board meetings. The Staff Liaison is the custodian of all Board records and documents. Section 4.9. Attendance. Members are required to attend Board meetings prepared to discuss the issues on the agenda. A Member shall notify the Chairman and the Staff Liaison if the Member is unable to attend a meeting. Excessive absenteeism will be subject to action under Council policy and may result in the Member being replaced on the Board. See Ordinance Section 2.36.010D. Excessive absenteeism means failure to attend at least 75% of regularly scheduled meetings, including Board meetings and Subcommittee meetings. If a Member is removed from the Board that position shall be considered vacant and a new Member shall be appointed to the Board in accordance with Section 2.5 above. Section 4.10. Public Participation. In accordance with City policy, the public is welcome and invited to attend Board meetings and to speak on any item on the agenda. A person wishing to address the Board must sign up to speak in accordance with the policy of the Council concerning participation and general public comment at public meetings. Sign-up sheets will be available and should be submitted to the Chairman prior to the start of the meeting. If any written materials are to be provided to the Board, a copy shall also be provided to the Staff Liaison for inclusion in the minutes of the meeting. Speakers shall be allowed a maximum of three minutes to speak, but may take up to six minutes if another individual who signs up to speak yields the time to the speaker. If a person wishes to speak on an issue that is not posted on the agenda, they must file a written request with the Staff Liaison no later than one week before the scheduled meeting. The written request must state the specific topic to be addressed and include sufficient information to inform the Board and the public. A person who disrupts the meeting may be asked to leave and be removed. Section 4.11. Open Meetings. Public notice of Board meetings shall be provided in accordance with the provisions of the Texas Open Meetings Act. All Board meetings and deliberations shall be open to the public, except for properly noticed closed session matters, and shall be conducted in accordance with the provisions of the Texas Open Meetings Act. Section 4.12. Closed Sessions. The Board may conduct closed sessions as allowed by law, on properly noticed closed session matters, such as consultation with attorney on legal matters, deliberation regarding the value of real property, competitive utility Library Advisory Board Bylaws Revised'Wa� 20E++'ebruar\ 2015 Page 4 of 6 matters, and economic development negotiations. A recording or certified agenda shall be made of all closed sessions of Board meetings. ARTICLE V. REPORTS TO CITY COUNCIL The Board shall meet with City Council, as requested, to determine how the Board may best serve and assist City Council. City Council shall hear reports from the Board at regularly scheduled Council meetings. ARTICLE VI. SUBCOMMITTEES Section 6.1. Formation. When deemed necessary by a majority of the Board, Subcommittees may be formed for specific projects related to Board matters. Subcommittees comprised of non -Members may only be formed with the prior consent and confirmation of the City Council. Section 6.2. Expenditure of Funds. No Subcommittee, or member of a Subcommittee, has the authority to expend funds or incur an obligation on behalf of the City or the Board. Subcommittee expenses may be reimbursed if authorized and approved by the Board or by City Council. Section 6.3. Open Meetings. Subcommittee meetings and deliberations shall be open to the public, except for properly noticed closed session matters, and shall be conducted in accordance with the provisions of the Texas Open Meetings Act. ARTICLE VII. BYLAW AMENDMENTS These Bylaws may be amended by majority vote of the Board Members at any regular meeting of the Board. The Board's proposed amendments to the Bylaws must be approved by City Council at the next Council meeting after the Board's approval. Bylaw amendments are not effective until approved by City Council. ATTEST: Board Secretary Library Advisory Board Bylaws Revised Nia 201+Pebruary 2015 Page 6 of 6 Board Chairman Ordinance No. C201(-1 75 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS ("CITY") AMENDING THE CODE OF ORDINANCES, CHAPTER 2.50 "HISTORIC AND ARCHITECTURAL REVIEW COMMISSION", CHAPTER 2.68 "GEORGETOWN CONVENTION AND VISITOR'S Board", CHAPTER 2.69 "MAIN STREET ADVISORY BOARD", CHAPTER 2.72 "CITY LIBRARY BOARD", CHAPTER 2.104 "PARKS AND RECREATION BOARD", AND CHAPTER 2.116 "HOUSING ADVISORY BOARD"; REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council is authorized by Section 2.14 of the City Charter with the power to establish boards, commissions and committees to assist it in carrying out its duties in accordance with State law; and WHEREAS, the City Council now finds it necessary to amend Title 2 of the Code of Ordinances by amending the following advisory boards; and WHEREAS, on September 9, 2014, the Council directed staff to prepare ordinances and bylaws in Title 2 amending the Historic and Architectural Review Commission, the Georgetown Convention and Visitor's Board, the Main Street Advisory Board, the City Library Board, the Parks and Recreation Board, and the Housing Advisory Board; and WHEREAS, the City Council desires that all bylaws and related ordinances for Boards, Commissions, and Committees ("Boards") be maintained following a uniform standard; and WHEREAS, the amendments contained in this ordinance were considered and completed by City Staff for deliberation and approval by the City Council; and WHEREAS, on October 14, 2014, the City Council approved the first reading and recommended amendments to Title 2 amending the Historic and Architectural Review Commission, the Georgetown Convention and Visitor's Board, the Main Street Advisory Board, the City Library Board, the Parks and Recreation Board, and the Housing Advisory Board; and WHEREAS, every general ordinance enacted subsequent to codification shall be enacted as an amendment to the Code; and Amending Downtown and Community Service Boards and Commissions Pagel of 2 Ordinance 2014- $ 5- Date Approved: Octobea %W. 2014 Section 1. If any provision of this Ordinance, or application thereof, to any person or circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable. Section 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary to attest. This Ordinance shall become effective and be in full force and effect ten (10) days on and after publication in accordance with the provisions of the Charter of the City of Georgetown. A. There is created the "Historic and Architectural Review Commission" of the City of Georgetown (the "HARC"). This Chapter supplements the provisions of Code of Ordinances Chapter 2.36 City Commissions, Committees, and Boards. B. HARC shall be composed of not less than seven regular members. All seven members shall be either registered voters of the City or owners of real property that is designated as historic, either in the City's historic survey or with a state or federal historic designation, or located within the Downtown or Old Town Overlay Districts. Those members that are Georgetown -registered voters must have resided within the City for one year preceding their appointment. Any current Commission member who does not meet these eligibility criteria shall be able to finish their current term of office. Members shall be appointed in accordance with the City Charter. C. Whenever possible, HARC shall include a minimum of two members who are property owners in the historic Downtown Overlay District and a maximum of two members from each of the following categories having a demonstrated interest in the downtown area or skills in design review. Members of the Commission may meet one or more of the categories. 1. Licensed architect; 2. Landscape architect, professional planner, or urban designer, 3. Historian or person with expertise in historic preservation; 4. Developer, contractor, or realtor; and 5. Property owner or non -owner tenant within the Downtown Overlay District. Citizens-at-Iarge with an interest in historic preservation or urban design shall be appointed to the Commission to fill any remaining appointments. The City Council shall also appoint up to three persons who would be qualified to serve on HARC as Commissioners -in -Training. Commissioners -in -Training shall not serve as alternates or as proxies for any Commissioner, but Commissioners -in -Training shall be eligible to be appointed to the position of Commissioner upon the expiration of the term of a regular Commissioner or upon the creation of a vacancy on the Commission. Sec. 2.50.020. Historic Preservation Officer. The City's Director of Planning and Development, or designee, is hereby designated Historic Preservation Officer and shall have as a principal duty the administration of this chapter and the coordination of the City's various efforts and programs furthering historic preservation. Sec. 2.50.030. Historic and Architectural Review Commission Training. Annual training shall be mandatory for all members of HARC. Such training may include special orientation and training sessions for commissioners and staff members who participate in design review. Staff shall prepare a briefing that explains the specific training topics to those HARC members who, for legitimate reasons, miss a scheduled training session. Sec. 2.50.040. - Powers and duties. The HARC has the power and it shall be its duty: A. To make recommendations to the City Council on the designation of historic sites or districts; B. To act and assist the City Council in formulating design guidelines and other supplemental materials relevant to historic preservation or design review; C. To approve or disapprove Certificates of Design compliance; and D. To render advice and guidance, upon request of the property owner or occupant, on new construction or the restoration, alteration or maintenance of any historic resource or other building within the districts; and E. To perform any other functions requested by the City Council. (Ord. The HARC shall have the express authority to delegate review of minor projects (as defined by majority vote of the HARC) to either: 1. A subcommittee of the HARC composed of at least three members; or 2. City staff as designated by the City Manager. B. Any permit issued pursuant to such delegation of authority shall require the signature of the chair or vice -chair of the HARC and any denial may be appealed to the full HARC. (Ord. A. There is created the "Convention and Visitor's Bureau Advisory Board" of the City of Georgetown (the "Board"). This Chapter supplements the provisions of Code of Ordinances Chapter 2.36 City Commissions, Committees, and Boards. The Board shall consist of up to seven members. Members shall be appointed in accordance with the City Charter. Members of the Board shall be appointed from the following categories: 1. the arts community; 2. the hotel/motel industry; 3. the restaurant industry; 4. major tourist attractions; and 5. the business community. At -large member(s) residing within the corporate City limits or the extraterritorial jurisdiction of the City may be appointed to the Board if an insufficient number of applications are received from individuals representing these organizations or groups. B. All members shall reside in the corporate City limits or extraterritorial jurisdiction of the City. (Ord. No. 2011-20, § 2(Exh. G)) Sec. 2.68.020. - Purpose. A. The purposes of the Board are to encourage tourism in the Georgetown community, to raise the public visibility of local activity which may attract visitors to the City, and to promote and enhance tourism in the convention and hotel industry. Develop and regularly update a strategic plan to include specific goals and objectives for promoting tourism and the preservation and appreciation of historic and cultural attributes of our community; 2. Develop guidelines and evaluate proposals for the awarding of funds to promote tourism, in compliance with local and state law; 3. Provide a report to the City Council on its programs on a timely basis; (Ord. No. 2011-20, § 2(Exh. G)) Sec. 2.68.030. - Definitions. "To encourage tourism in the Georgetown community" includes but is not limited to: 1. Developing programs to increase community awareness of the value of tourism; 2. Promoting local convention activity; 3. Promoting guided -tour groups and day -visit opportunities for individuals; 4. Promoting existing and developing additional community events, historical attractions, cultural events and athletic activities and facilities designed to bring visitors to Georgetown; and 5. Developing and maintaining signage to inform the public of significant local programs, historical sites, parks and related information. There is created the "Main Street Advisory Board" of the City of Georgetown (the "Board"). This Chapter supplements the provisions of Code of Ordinances Chapter 2.36 City Commissions, Committees, and Boards. B. The Board consists of seven members appointed by the City Council in accordance with the City Charter. Members of the Board shall represent public and private sector interests. Additionally, through public advertising, nominations will be requested from downtown commercial property owners and downtown business owner. Sec. 2.69.020. - Definitions. As used in this chapter, the following terms are defined in this section: "Downtown" shall mean property delineated in the Downtown Master Plan and codified in Section 1.12.040.of the Code of Ordinances. Sec. 2.69.030. - Purpose. In almost every Main Street city, an advisory board is created to work with the Main Street Manager, A. The Board will assist the Main Street Manager in a number of ways, including the following: 1. Expand interest base/support group; and 2. Fund raising for the Main Street Program, or for special projects organized through Main Street, including identifying and utilizing local, state, federal, and private sources including grants and contributions. 3. Make recommendations as to Main Street Program policy; 4. Developing a strategic plan and setting the goals of the Main Street Program; 5. Administering monies from the Main Street Facade Fund; and 6. Providing a report to the City Council on its programs on a timely basis. Whenever possible, the members shall include the following categories: 1. a representative from Habitat for Humanity; 2. a representative from the Georgetown Housing Authority; 3. a person with knowledge of the home building and/or development industry; and 4. a person with knowledge of mortgage business. The purpose of the Board is to ensure that the City has affordable housing for residents at all income levels.
