Facts: The purpose of this request is to permit the develop-

office complex.
A previous action of this nature Concerning
Oakcrest Ranchettes Unit One was approved by
Council on November 13th, 1984.
The Public Works Department And Building OEfic

Request-. Granting of Variance from the setback requirements
of City Zoning Ordinance to allow an existing
residence to remain encroached some 4k -feet
into the 10 foot side,,-,;etback
Facts: The applicants purchased this piece of property
in 1983 with the existing house, which was constructed
in the early 70's. The structure encroached
upon the 10 foot west side building setback
by approximately 41,-'.
This is a corner lot, therefore, the structure
is some 5X, feet from the R.O.W. line of Willow
Lane.
Staff has no objection to granting of this variance.
Variance: Lots 16-27, Block A, Williams Addition, Unit 7.

Request: The applicant requests the granting of a variance
from the 25' front building line requirement
of the City Zoning Ordinance to allow the construction
of residences within 20 feet of the front property
line for the following reasons:
1. To save several large trees at the back of
some of the lots,
2. To move the houses forward and away from
high voltage line,
3. To give all the houses on the block a uniform
setback.
Facts: A high voltage overhead power line, located within
a 20' public utility easement, bisects the above
mentioned lots, thereby limiting the amount of
buildable area.
Lots 13, 14, and 15 which are adjacent were granted
variance allowing 20 •a building setback at the
time of subdivision platting.
Field inspection of the site confirms that there
are several oak trees of up to 8 inch diameter
located on lots 22 to 27 and in the "Buildable
area" between the P.U.E. and the building line.

These lots all front on Garden Meadow Drive which
is a limited useiPartial loop street. The probability -
of needing to widen this street in the future is
minimal.
Analysis: In general the policy of the Planning Department
is that every tree that can be conserved should
be conserved during development for both
aestheticland environmental reasons. However,
the 25 foot setback standard established by
current ordinances is a good standard for
single family areas and should not be varied
casually.
To be sure, additional separation between overhead
electric lines and houses is desireable. However,
20 ft. easements and alleys are a generally excepted
standard and this width mainly reflects the minimum
room needed to maintain these facilities rather
than the necessary distance between building and
pole for safety reasons. It should be observed
that when creating lots through subdivision ,
developers should consider the needs of the products
they intend to build relative to BOfH the regulations
and standards of the area and the individual
constraints of the site. In this case, the optimum
solution to improve the livability of these lots
is to relocate the existing overhead electric
line to the 20' P.U.E. & Access Easement at the
rear of the lots.

space between the street and the building. The
fact that most buildings in a subdivision line up
on the building line reflects the builders desire
tofaWximize rear yard area. Prom a aesthetic
point of viewl many people feel that non-uniform
setbacks create a less boring streotscape*
Defer the variance authority to staff to be administered
on a case by case basis with the following conditions:
1. A site plan shall be submitted with the application
for building permit with sufficient information
to evaluate the request for each lot.
2. No structure shall be built closer to the street
than 20 feet.
3. Evaluation of the individual lots shall consider
the exact location and number of trees on the
lot relative to the building footprint, as well
as, the conditions cocuring immediately across
the street.

Request
Granting of a variance allowing a 104 (88 spaces) reduction in
required parking at Southwestern Plaza, a 12.119 acre retail
center on part of the Nicholas Porter Survey, Abstract No. 497.
Facts
Location: North of Williams Drive between the IH 35 access
road and Hwy 81.
Surrounding Uses: Commercial property is located on the south,
east, and north of the subject tract, IH 35
borders the property on the western boundary

History: Final plat approval was granted by City Council on
1/10/85. The expiration date for recordation was
7/10/85. A six month extension of the final plat
was granted by City Council on 8/13/85.
Analysis: Existing buildings on the site require 512 parking
spaces by ordinance. The three additional building
areas proposed require parking for an additional
284 cars for a total of 796 spaces. Provision of
708 spaces, as proposed, would leave a shortage of
88 spaces, an 11.1% shortage.
The applicant could possibly reclaim part of the
flood plain area on the site to reduce this deficit.
However, this appears to be a very expensive way
to provide parking considering the drainage and
utility relocation work required. Also the elimination
of this "green space" is not desirable environmentally.
And yet, the Public Works Department has indicated
that they would like to see the existing sanitary
sewer main relocated to the periphery of the flood
plain because it is currently old and too shallow.
The City Engineer has advised that any significant
reclaimation of this flood plain will likely require
downstream channel improvements extending past the
new Chamber of Commerce site through San Gabriel
Park to the River. Thus, in the long run the
benefits of such improvments will likely out -weigh
the benefits attributable to the "green space" in
its current condition.
In the past the Planning Department has recommended
variances from the parking requirements in exchange
• land8caDiha'and other environmentally •
features if provided over And above minimum ordinance
requirements. A rule of thumb standard applied to
these cases has
• a 10% reduction in required
•. The current proposal lacks 8 spaces (or
has 1200 sq.feet as much building area) to meet
the 10% reduction in parking requirements.
A strict reading of the landscape ordinance indicates
that this proposal (being it a C -2A district) is
not required to meet the minimum requirements of
said Ordinance. However, the front yard area (area
between the street and the building set back line)
is to
• used only • landscaping, signs, •
and sidewalks. The current plan shows lanascapitq in
generally four • areas:

1. The area between the buildings and the IH -35
R.O.W. Applicant has indicated that this area
is to remain in its existing natural state.
2. The area within the highway R.O.W. along Williams
Dr. and State Hwy 81 - This area is currently
a grass covered drainage swale. According to
the site plan applicant intends to revegetate
as needed and some trees are shown.
3. The area labeled as possible storm water detention
area - no improvements are shown for this area.
4. The island curb planters within the interior
of the parking area - The proposed trees within
this area are the only significant landscaping
improvement "over and above" ordinance requirements.
Granting of variance from parking requirements conditional
upon the following:
a. Reduction in spades provided shall hot exceed
.12.0% of that required by ordinancei
b. Site plan shall conform to requirements of the
landscape ordinance.

BUILDING SETBACK LINES REGARDING LOTS 12 AND 13, BLOCK G.
SECTIONS 7 AND 8. PARKVIEW ESTATES, WILLIAMSON COUNTY, TEXAS
WHEREAS, it has been made known to the City Council
of the city of Georgetown, Williamson County, Texas, that
a request has been made by the present owners of Lots 12
and 13, Sections 7 and 8, Parkview Estates, for abandonment
by Williamson County of a certain utility easement lying
on the dividing line between Lots 12 and 13, Block G in said
subdivision and the building Setback Lines; and
WHEREAS, said area is not within the city limits of
the City of Georgetown but is within the area being served
by utilities by said City; and
WHEREAS, it is advisable and appropriate for the City
to make known to said Williamson County its position on the
said abandonment request;
THEREFORE BE IT RESOLVED by the City Council of the
City of Georgetown, Texas, that it has no objection to the
abandonment of such utility easement and Setback Lines lying
between Lots 12 and 13 in Block G of Parkview Estates, known
as Sections 7 and 8, by Williamson County.

above date at 7.00 PM with Mayor Carl Doering

1. MINUTES motion by King and second by Connor to approve
the August 13, 1985 minutes as submitted by city
Secretary Pat Caballero. Motion carried by
unanimous vote.
2. BILLS OVER $2000
Motion by Colbert and second by Shell to approve
the Bills over $2000.00 as submitted by acting
City manager Frank Reed. Motion carried by
unanimous vote.
3. PERMIT TO SOLICIT FOR DONATIONS - AUGUST SWILOCK
Motion by Girvin and second by Connor to
authorize City secretary Pat Caballero to issue
a permit to solicit for donations to August
Swilock for the M.D.A. on September 2, 1985 at
the intersections of Austin Avenue and Andice
Road at McDonalds and Archies Restraurants with
the following conditions: 1) That the solicitors
wear protective clothing. 2) That they work the
inner lane of traffic only. 3) That they do not
interfere with the flow of traffic. Motion
carried by unanimous vote.
4. PERMIT FOR CARNIVAL - SUSIE CLINARD
Motion by Connor and second by Shell to
authorize Main Street Director Susie Clinard to
negotiate a contract for a carnival to be held
during octoberfest and bring back such contract
for council approval. Voting went as follows:
Yes: King, Shell and Connor; No: Colbert and
Girvin. Motion carried.

resolution abandoning a public utility easement
and building line along the mutual lot line of
Lots 12 & 13 of Block G, Parkview Estates
section 7 & 8. Motion carried by unanimous
vote.
7. VARIANCE - BUILDING SETBACK AREA - 813 PARKWAY
Motion by Colbert and second by Shell to approve
a variance allowing the existing residence
located at 813 Parkway to remain encroached some
4.5 feet in the the 10 foot side setback.
Motion carried by unanimous vote.
8. VARIANCE BUILDING SETBACK AREA - LOTS 16 - 27, BLOCK A,
WILLIAMS ADDITION, UNIT 7
Motion by Connor and second by King to refer
this building setback variance to the staf f to
be administered on a case by case basis with the
following conditions: 1) A site plan shall be
submitted with the application for building
permit with sufficient information to evaluate
the request for each lot. 2) No structure shall
be built closer to the street than 20 feet. 3)
Evaluation of the individual lots shall consider
the exact location and number of trees on the
lot relative to the building footprint, as well
as the conditions occurring immediately across
the street. Voting went as follows: Yes: King,
Colbert, Connor and Shell; Abstain: Girvin.
9. VARIANCE - PARKING REQUIREMENTS - SOUTHERN PLAZA SHOPPING
CENTER
Motion by Connor and second by Shell to grant a
variance allowing a 10% reduction in required
parking at Southwestern Plaza with the condition
that the applicant provide landscaping as
recommended by the planning staff. Motion
carried by unanimous vote.
10. ROUND ROCK ETJ - UTILITY REQUEST
Motion by Connor and second by Shell to table
this request until the staff prepares a
resolution defining the School District Line to
the south of the Georgetown City Limits as the
Common ETJ line between The City of Georgetown
and the City of Round Rock. Motion carried by
unanimous vote.

Motion by Connor and second by Colbert to
approve a lease for the area north of and
adjacent to the north boundary line of the
current Gantt Aviation Inc. Lease with such area
being 70 feet to the north by 348.91 feet with
the condition that lease for such additional
area would expire at the same time as the
current lease. motion carried by unanimous
vote.
12. PROPOSED AGREEMENTS FOR ENGINEERING SERVICES (2)
Motion by Shell and second by King to authorize
Mayor Doering to sign an engineering agreement
for engineering services with GMA Engineers for
a total amount of $5,500 for the following
projects: 1) Approximately 100 feet of 20 -inch
water main along Williams Drive. 2)
Approximately 3000 feet of 12 -inch raw water
Line associated the connection of wells- to the
proposed groundwater treatment plant. Motion
carried by unanimous vote.
13. POLICE BUILDING RENOVATION
The council indicated that Architect David
Volter design the police station utilizing the
west side of the old water plant and prepare
schematics for use of the east side.
14. KLEEN WELL Motion by Connor and second by Shell to instruct
Acting City Manager Frank A. Reed to negotiate
additional easement width for the proposed road
to the Kleen Well. Motion carried by unanimous
vote.
15. SCENIC DRIVE LAND SALE
No action taken on this matter.
16. BUDGET ORDINANCE - 2ND READING
Motion by Girvin and second by Colbert to adopt
the second and final reading of the 1985-1986
Fiscal Year Budget ordinance. Motion carried by
unanimous vote.
