The following Council Members and Officials were present: Eb C. Girvin, Bill Connor, William C. Shell, Joan King, Jim Colbert, City Manager Leo Wood, City Secretary Pat Caballero, Public Works Director W. L. Walden, Planning Director Renee Hanson, Tax/'Finance Director Barbara Raney, Fire Chief Les Bunte and Airport Manager on Parker. 1. APPROVE MINUTES Motion by Connor and second by King to approve the March 6 and the March 12, 1985 minutes with the following corrections to the March 12, 1985 minutes: 1) Item number 7 should read " .... firs', refer police station back to .... ". 2) Item 19 should read " .... Abstract No. 497 from C-1 to C -2-A. Owner John Green acknowledged that sewer will be brought to the property at the praper tx"s owners expense." 3) Item number 20 should read "E) Variance to be determined by staff when reviewing site plan." 4) Item number 21 should read "E) Variance to t.%taive filing fee requirement however engineering review fees shall be required." 5) Item 23 caption should read "Discuss Annual Audit." 6) Item number 27 should read "... to advertise for bids....." Motion carried by unanimous vote. 2. APPROVE BILLS OVER $2000.00 Motion by Connor and second by Girvin to approve the bills submitted by City Manager Leo Wood. Motion carried by unanimous vote. 2A. OAK CREST TRAFFIC - LEON SHRANK No action taken on this matter. 3. STREET DANCE REQUEST - MABEL BINDER No action taken on this matter. 4. RESOLUTION - POLICY REGARDING GEORGETOWN AIRPORT Motion by Colbert and second by Connor to table this until the May 14, 1985 regular- council meeting. DISCUSS SHORT AND LONG RANGE PLANNING FOR AIRPORT Motion by King and second by Colbert to request the Airport Board to prepare a short and long range plan for the Airport and present it at the May 28, 1985 regular council meeting. Motion carried by unanimous vote. 6. APPROVE LEASE - THE PLANE THING - JOHN MALECKI AND RON PARKER Motion by Connor and second by King to table this until the April 9, 1985 Regular Council Meeting. Motion carried by unanimous vote. 7. APPROVE LEASE - GANTT AVIATION - EON PARKER Motion by Connor and second by Colbert to grant a lease for a 50 foot strip of land at the Georgetovin Municipal Airport to Gantt Aviation. Motion carried by unanimous vote. 8. APPROVE FIRE STATION RENOVATION PLANS - TOM EYEINGTON Motion by Connor and second by King to approve the Fire Station No. I Renovation Plans submitted by Tom Eye ington. Motion carried by unanimous vote. 9. AUTHORIZE TO ADVERTISE FOR FIRE STATION RENOVATION BIDS Motion by Girvin and second by King to authorize Fire Chief Les Bunte to advertise for bids on the Fire Station No. I Renovation. Motion carried by unanimous vote. 10. AUTHORIZE TO ADVERTISE FOR FIRE HOSES - LES BUNTE Motion by Colbert and second by Girvin to authorize Fire Chief Les Bunte to advertise for Fire Hoses. Motion carried by unanimous vote. 20. EDWARDS AQUIFER RULES Motion by Connor and second by Colbert to 1) Resolve that the letter from the Texas Department of Water Resources dated March 19, 1?85 relative to the proposed Ediwards Aquifer Rules be made part of the Minutes. 2) To direct Planning Director Renee Hanson to provide a copy of such letter to each Council Member. 3) State that the City of Georgetown's treated waste t&iater discharge be of such ,dual it,,/ that it not pollute any part of the Eclt.%iards Aquifer. Motion carried by unanimous vote. 21. PLANNING REPORT Planning Director Renee Hanson reported: 1) That a viork session vias held on March 14v 1985 tklith - 1111-1 - the Planning and Zoning Commission and that future workshops are planned irjith perhaps a joint session vAth the Council. 2) That an analysis had been performed by her office of the Sam Wyse Land Use -and Population Report, and that revisions to such report are being made. 22. BUDGET AMENDMENT ORDINANCE - FIRST READING - BARBARA RANEY Motion by Connor and second by Colbert to approve the first reading of an Ordinance amending the Annual Budget of the City of Georgetotkin for the Fiscal Year September 1, 1984 through August 31, 1965. Motion carried by unanimous vote. Council Member King made the follot,,,iing comment for the record: That this ordinance had not been reviewed by the Budget Committee. 23. CONSIDER REPORT ON AUDIT PROPOSAL - BARBARA RANEY Motion by Colbert and second by Connor to accept the proposal of Virgil Carlson for preparing the City of Georgetotxin Fiscal Year 1984 - 1?85 Audit. Voting went as follows: Yes: Girvin, King, Colbert and Connor. Abstain: Shell. 24. AUTHORIZATION TO ADVERTISE FOR BIDS ON COMPUTER - BARBARA RANEY Motion by Colbert and second by Connor to authorize Finance Director Barbara Raney to advertise for computer hardware and software. Motion carried by unanimous vote. 25. RESOLUTION - REQUESTING POPULATION SIGN CHANGE - PAT CABALLERO Motion by Connor and second by Colbert to approve a resolution officially declaring a population increase for the City of Georgetown. Motion carried by unanimous vote. 26. EXECUTIVE SESSION - LAND, PERSONNEL AND LITIGATION - ARTICLE. Mayor Doering announced that the council would meet in executive session under Art. 6252-17 Sec. 2 e), f -F) and (g). After the executive session the meeting was again open to the public. 27. MISC. Council Member King requested that the Liaison Committee Appointments be made at the April 9, 1985 Regular Meeting. Council Member Shell commented permanent Restroom Facilities Park. Council Member Connor suggested that the City pursue more Equal Opportunity Practices. Council Member Shell indicated that he will be negotiating vlith Georgetown Railroad to secure a - tract of land ovined by the Railroad for the establishment of a neighborhood park. 28.
