The City Council met in regular session on the abo00

with Mayor John C. Doerfler presiding. The following Councilman and

Minutes,
Motion by Doering and seconded by Lackey to approve the minutes of
City Council meetings held March 8, 1983, March 17, 1983 and March 31,
1983, provided that the minutes of March 17, 1983 be amended to show
that item 1 in the approval of the final plat of Georgian Village
shall read "...when pressure booster pumps are installed they will be
installed in conformance with State Health Department regulations..."
Motion carried by unanimous vote.
Bills
Motion by Girvin and seconded by Connor approve payment of all bills
over $2,000.00. Motion carried by unanimous vote.
Canvass Election
Mayor Doerfler appointed Councilmen Lackey and Doering to canvass
and Swear in
the votes of the City Officers election held on the 2nd day of
Councilmen
April, 1983. The canvass committee reported the following results:
For City Councilmen:
Eb C. Girvin 589
William C. (Wiggy) Shell 625
Carroll N. Sullivan, Jr. 493
Bill Connor 645
Charles A. Steger 492
Motion by Lackey and seconded by Doering to adopt a resolution
declaring that Eb C. Girvin, William C. Shell and Bill Connor
were duly elected City Councilmen. Motion carried by unanimous
vote. The City Secretary administered the Oath of Office to the
City Councilmen. (Ord. Book A, Pages 447-448).
Elect Mayor
Mayor Doerfler asked for nominations for Mayor.Pro-Tem. Councilman
Pro -Tem
Girvin nominated Carl Doering. The nomination was seconded by
Councilman Lackey. There were no other nominations. Carl Doering
was elected Mayor Pro -Tem by unanimous vote. The City Secretary
administered the Oath of Office to the Mayor Pro -Tem.
Commendations
Mayor Doerfler presented commendations to two police officers, Mike
Loney and Gerald Pate, for their life savings actions in response
to a heart attack victim.
Award Bids -
Bids on fire hose were received from Claude Wright and Associates,
Fire Hose
W. A. Neel and Associates, S. W. Sales Co., and Texas Firefighters
Co. Motion by Doering and seconded by Shell to accept the low bid
of W. A. Neel and Associates. Motion carried by unanimous vote.
Airport Lease - No action was taken on this matter.
Russell Don Parker
April 12, 1983
Amend Subdivision Motion by Connor and seconded by Shell to approve on first reading
Ordinance -Airport an ordinance amending the subdivision ordinance by requiring developers
Height Zoning to show on subdivision plats height zoning restrictions and runway
Restrictions center lines within two miles of the Airport. Motion carried by
unanimous vote.
Planning Dept. The Planning Department reported that the plats for Reata Trails 11
Report and Reata East had not been submitted within the required time limits.
Final Plat - Motion by Girvin and seconded by Doering to disapprove with permission
Reata Trails II to resubmit when complete. Motion carried by unanimous vote.
Preliminary Plat - Motion by Girvin and seconded by Doering to disapprove with permission
Reata East to resubmit when complete. Motion carried by unanimous vote.
Variance Motion by Shell and seconded by Lackey to not charge the preliminary
Plat Fees plat fee for the First National Bank plat on Williams Drive. Motion
carried by unanimous vote.

Requitemenits
Auditor No action was taken on this matter.
Georgetown South Motion by Shell and seconded by Connor to approve the installation
Utility Project of a 16 -inch water line from an existing 12 -inch water line on
South IH 35 east to a well site on South U. S. 81, with the City
to pay the difference in the cost of pipe and fittings between an
8 -inch line and a 16 -inch line. Voting went as follows-. Ayes:
Shell, Connor and Girvin.. Noes: Lackey. Abstain: Doering.
Motion carried.
Motion by Connor and seconded by Shell to authorize Bryant-Currington
to do the engineering on the project for Georgetown Railroad and
to make the necessary representations. Motion carried by unanimous
vote.
Award Bids - Motion by Connor and seconded by Shell to award the contract to
South Wells develop well sites on.South U. S. 81 to Wright Water Wells. Motion
carried by unanimous vote.
Ordinance - Motion by Connor and seconded by Shell to approve on first reading
GTE Franchise an ordinance establishing a franchise agreement between the City
Tax, lst reading and General Telephone Company.. Motion carried by unanimous vote.
Ordinance - Motion by Lackey and seconded by Connor to approve on first reading
Amusement an ordinance increasing the annual occupation tax for each mechanical
Franchise Tax amusement device to $7.50 and the annual license fee to $100-00.
1st reading Motion carried by unanimous vote.
MUM
ordinance - Motion by Doering and seconded,by Connor to approve on second and
Attorney's Fees final reading an ordinance providing for an additional 15% penalty
for Delinquent to be assessed on delinquent taxes,, penalty and interest after July 1
Tax Collection, of the year for which they became due to defray the cost of collection
2nd reading should the City contract with an attorney for the purposes of collectior
Motion carried by unanimous vote. (Ord Book #14, Pages 449-450).

DEPARTMENT REPORTS APRIL , 1983
ELECTRIC DEPARTMENT - During the month of April, 1983, we installed 19 new services,
32 temporary services, 35 new meters and 16 new transformers. There
were 11 street light repairs, 10 new poles set and 5 new anchors set
and 2 alew lights installed. We had line maintenance of distribution
system and finished new line construction at the airport. Installed
new capacitor banks in Oak Crest and Serenada. We built a new line
at San Gabriel Courts.
PARKS AND RECREATION DEPARTMENT - Park crew drained both swimming pools and started
cleaning for opening day on May 28�, 1983. Repaired plumbing on
double bathroom by San Gabriel Baseball Field. Routine mowing
and -maintenance on all parksi baseball fields and poolso Working
with ' Little Leagues Babe Ruth, soccer association and softball
league in preparing all fields for nightly games.
SANITATION DEPARTMENT - Made 29,653 residential stops, M14 business stops and
miscellaneous stops for a total of 34,375stQp

LIBRARY - The Georgetown Public Library had a circulation of 6,018 books and the
branch library had 167 for a total of 6,185. Last month the cir-
culation was 8,741 and one year ago 6,632. We had 13 books donated
to the library and we purchased 610. There were $69.25 of gifts
and memorials made to the library during April.
FIRE, DEPARTMENT - This report reflects the Fire Department activities for the month
of April, 1983. Sixteen fire alarms were answered within the city
limits compared to twelve that occurred outside the city limits.
Classification of city alarms are as follows: In Service Investi-
gation - 4; Gas leak/fuel spill. - 4; Mistaken alarm 5; Structure
fire - 1; Automobile fire - 1; Electric wire down - 1.
The structure fire on April 101 1983 was located at 301 East 15th
Street., Major fire damage occurred to one bedroomi Extensive
heat and smoke damage occurred throughout the residence* Cause
has not been ascertained. Estimated damage is $4,500.00
WATER & WASTEWATER - We Pumped 103,635,000 -gallons of water and used 2,161 poun
of chlorine. We repaired 55 water leaks, made 27 water tapss
changed out 3 mete rs. and'had 7 miscellaneous calls. 1
The wastewater treatment plant treated 38,454,100 gallons and used
909 pounds of chlorine. We made 17 sewer taps and had 19 sewer
chokes.
