The City Council met in regular session on the above date
at 7:00 PM with Mayor John C. Doerfler presiding. The
following Councilmen and Officials were present: Eb C.
Girvin, Carl Doering, Marvin Lackey, Bill Connor, William
C. Shell, City Manager Leo Wood, City Secretary Jim Colbert,
Public Works Director W. L. Walden, Tax/Finance Director
Barbara Raney and Planner Renee Hanson.
Minutes Motion by Shell and seconded by Connor to approve the minutes
of City Council meetings held July 1, 1982, July 13, 1982,
July 20, 1982 and July 29, 1982. Motion carried by unanimous
vote.
Bills Motion by Girvin and seconded by Connor to approve payment
of bills over $2,000.00 Motion carried by unanimous vote.
Open Bids- Bids on 510 feet of 20 -inch Ductile Iron Water Pipe were
Water Pipe opened and read aloud. The following bids were received:

Final Plat - Motion by Lackey and seconded by Connor to approve a resolution
Rocky Hollow authorizing the filing of a final plat of Rocky Hollow provided:
(1) P.U.E.'s are shown on the plat and
(2) land use is-1imited to single family or duplexes. Motion
carried by unanimous vote. (See Ord. Book A, Page 333).
Capital Improve- City Manager Leo Wood and Planner Renee Hanson recommended that

Industrial Revenue Mayor Doerfler appointed a Citizens Task Force to study the
Bonds feasibility of an Industrial Revenue Bond Program. Those
appointed were: Bill Connor, Chairman, Renee Hanson, Jim
Caskey, Ercel Brashear, Doak Fling, Basil Phillips and C. A.
Forbes.

Ordinance - Motion by Lackey and seconded by Connor to approve on first
Establishment of reading an ordinance establishing Administrative Departments
Administrative for the City. Motion carried by unanimous vote.

fixing rates and charges for Sales and Service of the electric,
water, wastewater and garbage disposal system. Motion carried

Ordinance - Motion by Connor and seconded by Lackey to approve on first
Adopt Annual reading an ordinance adopting a budget for the fiscal year
Budget, lst beginning September 1, 1982 and ending August 31, 1983. Motion
reading carried by unanimous vote.
Award Bids - Motion by Lackey and seconded by Connor to award the bid for
Transformers one years supply of transformers for the electric department
to the RTE Corporation. Other bids were received from
Priester - Mell and Nicholson, Inc., Temple, Inc., Wesco
and Techline. Motion carried by unanimous vote.
Award Bids - No bids were received on creosote poles for the electric
Poles department.
Award Bids - Motion by Connor and seconded by Girvin to award the bid for a
Gas and Oil one years supply of gas and oil to Lackey Oil Co. Other bids
were received from Tolson Oil Co., John Green Co., Wolf Gulf
and Sanders Oil Co. Motion carried by unanimous vote.

Executive Session At this time Mayor Doerfler announced that the City Council

Adjourn There being no further business, on a motion by Connor and
seconded by Shell, the meeting adjourned.
