Miscellaneous August 10, 1982 The City Council met in regular session on the above date at 7:00 PM with Mayor John C. Doerfler presiding. The following Councilmen and Officials were present: Eb C. Girvin, Carl Doering, Marvin Lackey, Bill Connor, William C. Shell, City Manager Leo Wood, City Secretary Jim Colbert, Public Works Director W. L. Walden, Tax/Finance Director Barbara Raney and Planner Renee Hanson. Minutes Motion by Shell and seconded by Connor to approve the minutes of City Council meetings held July 1, 1982, July 13, 1982, July 20, 1982 and July 29, 1982. Motion carried by unanimous vote. Bills Motion by Girvin and seconded by Connor to approve payment of bills over $2,000.00 Motion carried by unanimous vote. Open Bids- Bids on 510 feet of 20 -inch Ductile Iron Water Pipe were Water Pipe opened and read aloud. The following bids were received: U. S. Pipe $19.34/Foot Rohan Company 19.77/Foot Trans -Tex 20.42/Foot American Utility Sup. 21.10/Foot STAIMMMErflum Open Bids - Bids on 800 feet of 8 -inch SDR -35 Sewer Pipe were opened Sewer Pipe and read aloud. The following bids were received: Trans. Tex. $1.55/Foot American Utility Sup. 1.67/Foot Rohan Co. 1.85/Foot Open Bids - Bids were opened and read aloud on one years supply of Flexible Base Flexible Base Material. The following bid was received: Texas Crushed Stone $2.20/Ton Ordinance - Lone Motion by Doering and seconded by Lackey to postpone action Star Gas Rate until September 14, 1982. Motion carridd by unanimous vote. Increase, lst reading Ordinance - Rezoning Motion by Doering and seconded by Connor to approve on first Lots 1,4,5, Fleager reading an ordinance rezoning lots 1, 4 and 5 of the Fleager Addition, RS to C-1 Addition from RS to C-1. Motion carried by unanimous vote, lst reading Ordinance - Rezoning Motion by Lackey and seconded by Connor to approve on first Lots 2, & 6 of reading an ordinance rezoning lots 2, 3 and 6 of the Fleager Fleager Addition, Addition from RM -3 to C-1. Motion carried by unanimous vote. RM -3 to C-1, lst reading Ordinance - Motion by Connor and seconded by Shell to approve on first Rezoning Block reading an ordinance rezoning Block 68 of the Lost Addition 68, Lost Addition, from RS to RM -3. Motion carried by unanimous vote. RS to RM -3, lst reading Final Plat - Motion by Connor and seconded • Lackey to approve a resolution Toyah Point authorizing the filing of a Final Plat of Toyah Point provided: (1) there will be no parking • Flint Drive and (2) there will be no driveway cuts from lots I and 2 onto FM2243. Motion carried by unanimous votet Fianl Plat - Motion by Connor and seconded by Lackey to approve a resolution Briarwood 11 authorizing the filing of a Final Plat of Briarwood 11 provided note #7 is removed. Motion carried by unanimous vote. ( See Ord. Book #4, Page 332). Final Plat - Motion by Lackey and seconded by Connor to approve a resolution Rocky Hollow authorizing the filing of a final plat of Rocky Hollow provided: (1) P.U.E.'s are shown on the plat and (2) land use is-1imited to single family or duplexes. Motion carried by unanimous vote. (See Ord. Book A, Page 333). Capital Improve- City Manager Leo Wood and Planner Renee Hanson recommended that ments Program the engineers for the Capital Improvements program be selected by interviews to be conducted before the City Council. Industrial Revenue Mayor Doerfler appointed a Citizens Task Force to study the Bonds feasibility of an Industrial Revenue Bond Program. Those appointed were: Bill Connor, Chairman, Renee Hanson, Jim Caskey, Ercel Brashear, Doak Fling, Basil Phillips and C. A. Forbes. August 10, 1982 City Council Meeting Page 3 Ordinance - Motion by Lackey and seconded by Connor to approve on first Establishment of reading an ordinance establishing Administrative Departments Administrative for the City. Motion carried by unanimous vote. Departments, lst reading Ordinance - Utility Motion by Shell and seconded by Connor to approve on first Rates, lst reading reading an ordinance amending an ordinance prescribing and fixing rates and charges for Sales and Service of the electric, water, wastewater and garbage disposal system. Motion carried by unanimous vote. Ordinance - Motion by Connor and seconded by Lackey to approve on first Adopt Annual reading an ordinance adopting a budget for the fiscal year Budget, lst beginning September 1, 1982 and ending August 31, 1983. Motion reading carried by unanimous vote. Award Bids - Motion by Lackey and seconded by Connor to award the bid for Transformers one years supply of transformers for the electric department to the RTE Corporation. Other bids were received from Priester - Mell and Nicholson, Inc., Temple, Inc., Wesco and Techline. Motion carried by unanimous vote. Award Bids - No bids were received on creosote poles for the electric Poles department. Award Bids - Motion by Connor and seconded by Girvin to award the bid for a Gas and Oil one years supply of gas and oil to Lackey Oil Co. Other bids were received from Tolson Oil Co., John Green Co., Wolf Gulf and Sanders Oil Co. Motion carried by unanimous vote. Mwla Motion by Connor and seconded by Lackey to approve an inter- governmental agreement between the City and Williamson County. Motion carried by unanimous vote. Motion by Lackey and seconded by Shell to approve on first reading an ordinance authorizing the use of signature stamps by the Mayor or City Manager.on checks, vouchers and warrants. Motion tarried by unanimous vote. August 10, 1982 City Council Meeting Page 4 Appointments: Mayor Doerfler appointed Frank Wineinger as Building Official Building Official and James Conquest as Electrical Inspector. and Electrical Inspector Depository Contract No action was taken on this mattell Executive Session At this time Mayor Doerfler announced that the City Council would meet in executive session as provided by Artice 6252-17 V.T.C.S. Following the executive session, the meeting was again opened to the public. Adjourn There being no further business, on a motion by Connor and seconded by Shell, the meeting adjourned.
