The building inspector, Frank Wineinger is opposed to this variance as it will most likely sot a precedent for Williams Drive. This sign will be larger in scale than others in the area, also further away from IH -35. A decision needs to be made on the distance limits for these high-rise signs. b. Abandonment - 20' alley in the Fleager Addition. This alley runs across the H. E. B4 & Winn's Parking area and through the St. Helen's Church property (North of University Avenue). There are utility lines in this area and any abandonment should be care- fully studied for existing and future needs, Easements would need to be granted for existing and or future utilities. c. Rezoning - 0.59 acres of Outlots 29 & 30, Division A from RM -3 to C-1. (704 W. University) Location and Surrounding Area. Located next to Grady's Body Shop and across University Avenue from H. E. B. & Winn's. Area is primarily commercial with some residential adjacent and to the South East. Front 90' is zoned C-1 balance RM -3. Master Plan Sector 8. Proposed use as retail should not pose a problem, however, outside storage of materials should be screened from view with suitable fencing. d. Preliminary Plat - Toyah Point Section II. Location and Surrounding Area. Located adjacent to IH -35 entrance ramp south of FM 2243. Area is zoned C2A and is primarily commercial. Master Plan Sector 3. Proposed commercial use is appropriate, however, this area poses a traffic problem and has a utility problem at the present time. This plat should be passed conditioned upon: a.) one access (curb cut) onto Leander Road - location to be approved by the "City" engineers. b.) That before building permits are issued: i) a site plan will be required ii) detention requirements will be submitted and approved by the "City" engineers iii) adequate utilities can be provided iv) a 20' utility and road widening easement be granted across entire tract e. July 12, 1983 The City Council met in regular session on the above date at 7:00 PM with Mayor John C. Doerfler presiding. The following Councilmen and Officials were present: Eb C. Girvin, Carl Doering, Marvin Lackey, Bill Connor, City Manager Leo Wood, City Secretary Jim Colbert, Public Works Director W. L. Walden, Tax/Finance Director, Barbara Raney and Planner Renee Hanson. Councilman Shell was absent. — I Minutes Motion by Lackey and seconded by Connor to approve the minutes of City Council meetings held June 14, 1983, June 24, 1983 and June 29, 1983. Motion carried by unanimous vote. Councilman Doering was absent. Bills Motion by Connor and seconded by Lackey to approve payment of all bills over $2,000.00. Motion carried by unanimous vote. Councilman Doering was absent. Library Board Harry Gold reported that a majority of the Library Board feels a new library building is needed rather than adding on to the existing building. No action was taken on this matter. Bruce Dunn- Motion by Lackey and seconded by Doering to charge $0.10 per Airport Lease square foot for a proposed lease at the airport. Motion carried by unanimous vote. Ordinance - Motion by Lackey and seconded by Girvin to approve on second and Truck Regulation, final reading an ordinance regulating parking of trucks and 2nd reading commercial vehicles. Motion carried by Unanimous vote. (Book 1/4, Pages 482-483). Sign Variance- Motion by Doering and seconded by Girvin not to at'low a sign 1100 Williams Dr. variance to Hardees Restaurant. Voting went as follows: Ayes: Doering, Girvin, and Lackey, Abstain: Connor. Motion carried. Abandonment - No action was taken on this matter. 20 foot alley in Fleager Addition Ordinance - Motion by Doering and seconded by Connor to approve on first Rezoning of 0.59 reading an ordinance rezoning 0.59 acres of Outlots 29 and 30 acres of Outlots Division A. from RM -3 to C-1. Motion carried by unanimous vote. 29 & 30, Division A from RM -3 to C-1. lst reading Preliminary Motion by Connor and seconded by Lackey to approve a preliminary Plat - Toyah plat of Toyah Point, Section II, provided: (1) there is one Point, Sec. II access onto Leander Road with the location to be approved by the City engineers, (2) no building permits shall be issued until a site plan is provided, detention requirements are submitted and approved by City Engineers, adequate utilities are provided and a 20 foot utility and road widening easement is granted across the entire tract. Barnes, Stephen J. Shaper and Richard L. Rotto. Motion carried by unanimous vote. (Book #4, Page 486). Capital Improve- Motion by Lackey and seconded by Connor authorize an expenditure ments Study of $2,250.00 for a Parks and Recreation Study. Motion carried by unanimous vote. Resolution- Motion by Connor and seconded by Lackey to approve a resolution Brazos River requesting the Brazos River Authority to consider the City as Authority a participant in the development and construction of a dam and reservoir in the Brazos River Basin. Motion carried by unanimous vote. (Book #4, Pages 487-490). Budget Motion by Doering and seconded by Connor to transfer $4,000.00 Transfer from account 561 to Account 422 and $2,500.00 from Account 561 to Account 581. Motion carried by unanimous vote. Page 3 Budget Mayor Doerfler appointed Leo Wood, Carl Doering and Marvin Workshop Lackey to study to proposed budget and make recommendations to the full City Council. Appointments- Mayor Doerfler appointed Jo Ann King to replace Mike McMaster Planning and on the Planning and Zoning Commission.
