The City Council met in regular session on the above date at 7:00 PM with Mayor John C. Doerfler presiding. The following Councilmen and Officials were present: Eb C. Girvin, Carl Doering, Marvin Lackey, Bill Connor, William C. Shell, City Manager Leo Wood, City Secretary Jim Colbert, Public Works Director W. L. Walden, Tax/Finance Director Barbara Raney and Planner Renee Hanson. Minutes Motion by Lackey and seconded by Shell to approve the minutes of meetings held April 12, 1983 and May 5, 1983. Motion carried by unanimous vote. Bills Motion by Connor and seconded by Shell to approve payment of all bills over $2,000.00. Motion carried by unanimous vote. Keep Georgetown No action was taken on this matter. Best Juneteenth Motion by Connor and seconded by Shell to waive the permit fee Celebration Request and deposit for the Juneteenth Celebration if the sponsors sub- mit a letter stating they will be responsible for clean-up along the parade route and in the park. Motion carried by unanimous vote. Motion by Lackey and seconded by Connor to allow the Juneteenth Celebration to be held in San Gabriel Park. Motion carried by unanimous vote. Award Bids- Two bids were received on the sale of the 1959 hole digger: Hole Digger Glen Womack $2,150.00 R. D. Alexander 5,600.00 Motion by Connor and seconded by Shell to accept the bid of R. D. Alexandero Motion carried by unanimous vote, Parade Permit - Motion by Doering and seconded by Connor to approve a permit Women on the Move for a street dance in San Gabriel Park with a concession stand. Motion carried by unanimous vote. Airport Lease - Motion by Connor and seconded by Lackey to approve the lease of Russell Don Parker a hanger site at the airport, Motion carried by unanimous vote. Wastewater Effluent Motion by Connor and seconded by Shell to approve an amendment Contract between City to the contract for wastewater effluent between the City and and Southwestern Southwestern University. Motion carried by unanimous vote. University Page 2 Ordinance - Amend Motion by Girvin and seconded by Shell to approve on first Subdivision Ord. - reading an ordinance amending the Subdivision Ordinance, Drainage Criteria, Sections 4.03, 7.d; 4.04, 2.c; and 5.07, 3. Motion carried lst reading by unanimous vote. Variance - Lot 12, Motion by Doering and seconded by Connor to approve a variance Block G, San Gabriel on Lot 12, Block G, San Gabriel Heights V to allow the house to Heights V face Friendswood, and also to approve a variance on the front building line, subject to approval by lot owners in the vicinity. Motion by Connor and Motion carried by unanimous vote. Resubdivision - Motion by Connor and seconded by Doering to approve a resolution Lots 7 & 8, Block G, authorizing filing a plat of the resubdivision of part of Block G Clamp Additon of the Clamp Addition. Motion carried by unanimous vote. (Ord, (2), (3).and (4) of the City Code. Motion carried Book #4, Page 465). Final Plat - Motion by Connor and seconded by Lackey to approve a resolution Reata Trails II authorizing the filing of a final plat of Reata Trails II subject Tax Rate to: (1) provision of drainage easements as needed through the seconded by Girvin to set the Georgetown Independent School District property, (2) a notation on the plat requiring sidewalks within one thousand feet (1,000 $100.00 of assessed valuation. feet) of the school site and (3) location of detention sites to be submitted with construction plans. Motion carried by vote. unanimous vote. (Ord. Book # 4, Page 466). Preliminary Plat - Motion by Connor and seconded by Lackey to approve a preliminary Reata East plat of Reata East. Motion carried by unanimous vote. Preliminary Plat - Motion by Shell and seconded by Girvin to disapprove a preliminary Smith Branch Park plat of Smith Branch Park because it does not comply with City Ordinances. Motion carried by unanimous vote. Ordinance - No action was taken on this matter. Water & Sewer Over- size Policy, lst reading Ordinance - Motion by Connor and seconded by Lackey to approve on first Animal Control, reading an ordinance 'revising Sections 5-20, 5-22(D), 5-27(1), lst reading (2), (3).and (4) of the City Code. Motion carried by unanimous vote. Tax Rate Notion by Connor and seconded by Girvin to set the 1982 tax rate at $0.28249 per $100.00 of assessed valuation. Motion carried by unanimous vote. GTE Extended Area No action was taken on this matter. Service Charge Depoisitory Motion by Doering and seconded by Shell to authorize the rotation of demand accounts for City funds between Citizens State Bank, First National Bank and Georgetown National Bank and to advertise for bids on time deposits. Motion carried by unanimous vote. e. a Page 3 Ordinance - Motion by Connor and seconded by Shell to approve on first Landfill, lst reading an ordinance regulating the collection of garbage reading and trash in the City and in other areas served with City utilities and regulating the use of the Sanitary Landfill. Motion carried by unanimous vote. :Executive Session At this time Mayor Doerfler announced that the City Council would convene in executive session as provided by Article 6252-17, V.T.C.S Following the executive session the meeting was again opened to the public. Adjourn There being no further business, on a motion by Connor and seconded by Lackey, the meeting adjourned. During May we completed the new primary lines in Quail Valley, Serenada, and Country West. We retired the three-phase line going to the new sewer plant and started the construction on installing new voltage regulators. SANITATION - Made 30,227 residential stops, 4,403 business stops and 27 miscellaneous stops for a total of 34,657 stops thus m ' akihg 123 loads to the dump. We hauled 1,002 loads of brush and 333 loads of dirt. LIBRARY - The Georgetown Public Library had a circulation of 6,575 books and the branch library had 169 for a total of 6,744. Last month the circulation was 6,185 and one year agp,5,070. We had 26 books donated to the library and we purchased 186. There was $97.20 of gifts and memorials made to the library. FIRE DEPARTMENT - This reports reflects the Fire Department activities for the month of May, 1983. Eight fire alarms were answered within the City Limits compared to four that occurred outside the City. Classification of City alarms are as follows: Structure fires ­ 2; Vehicle fires 1; Grass fires - 1; Rescue calls 2; In-service investigations 1; and Alarm,System Malfunctions 1. The structure fire on May 3 was located at 1500 Northwest Blvd. Major fire damage occurred to the interior of a party wall with moderate fire damage to a minor portion of the attic. Moderate smoke damage to four apartments. Cause: An electrical fault occurred from a staple imbedded in electrical wiring. Estimated damage: $5,000.00. The structure fire on May 8 was located at 103 North Austin Ave. Reported fire within a wall of a mobile home. Found an electrical motor within the hearing unit had faulted. No structural damage. WATER AND WASTEWATER - Pumped 106,531,,000. gallons of water and used 2,221 pound of chlorine.. We made 38 water taps ' , fixed 64 water leaks., changed out 1 meter and had 7 miscellaneous calls. The wastewater treatment plant treated 51,583,000 gallons and used 1,243 pound of chlorine. There were 15 sewer taps made and 23 choked sewers. Treated water Bach,.
