The City Council met in Regular Session on the
above date at 7:00 p.m. with mayor Carl Doering
presiding. The following Council Members and
Officials were present: Eb C. Girvin, Bill
Connor, William C. Shell, Joan King, Jim Colbert,
City Manager Leo Wood, City Secretary Pat
Caballero, Public Works Director W. L. Walden,
Planning Director Renee Hanson and Tax/Finance
Director Barbara Raney.
MINUTES Motion by King and second by Connor to approve
the Minutes to the April 2, 1984, April 10, 1984
and April 14, 1984 minutes with the following
corrections: The section dealing with canvass of
elections returns of the April 10 minutes should
read "At this time Mayor Doerfler appointed .
Councilmen Connor and Girvin to canvass......".
The section dealing with the Oak Crest Annexation
request of the April 10 minutes should read
""......to be reviewed by the Planning
Department." The section dealing with the

OPEN & AWARD SEAL COAT BIDS
With the recommendations of the engineers of the
TAC, motion by She]] and'second by Colbert, to
award the seal coat bid to Olmos Construction
with a bid of 49801.30. -Motion carried by
unanimous vote.
REQUEST TIMBER STREET NAME CHANGE
Motion by Connor and second by Colbert to change
the name of Timber Street to Martin Luther King,
Jr. Street beginning where Timber Street
intersects University Avenue and continuing
northward for the rest of the length of the
street. Such change shall not affect the street
numbering. Motion carried by unanimous vote.
REQUEST CITY PARK BIRDIE SHANKLIN
The Council considered a request from Birdie
Shanklin for the use of San Gabriel park June 16
and June 17 1984. Motion by Connor and second by
King to approve the use of'the park and an
exemption from the insurance requirements.
Motion carried by unanimous vote.
UTILITY DONATION REQUEST
The Council considered a request from Cathy
Hubbard for a'utility donation for the Jobline
service. Motion by Colbert and second by Girvin
to approve a donation in the amount of 200.00.
Motion carried by unanimous vote.
REQUEST INCREASE IN HOTEL/MOTEL USE TAX - TOURIST DEVELOPMENT
COMMISSION/CHAMBER OF COMMERCE
This matter will be taken up at the June 12, 1984
regular council meeting.
D1SCUSS - PROPOSED PARK LAND -.LAKE GEORGETOWN
The council considered a proposed lease agreement
between the City of Georgetown and the United
States Corps of Engineers for use of,park land.
Such park land would be used to create a soccer
field. Motion by King and second by Connor to
authorize the City Manager to proceed with the
preliminary work required to make this -
agreement. Motion carried by unanimous vote.
WILLIAMS ON COUNTY LEASE AGREEMENT
This matter will be taken up at the June 12, 1984
regular.council meeting.
WILLIAMSON COUNTY CABLEVISION
At this time Mayor Doering appointed Renee
Hanson, Bill Connor and William She]] to study
the request further.
ORDINANCE LONE STAR RATE INCREASE 1st READING
Motion by Colbert and second by Connor to approve
the first reading of an ordinance fixing and
determining the general service rate ' to be
charged for sales of natural gas to residential
and commercial consumers in the City of
Georgetown. Voting went as followsz. Yes: King,
Connor, Colbert, Girvin. No: She]]. Motion
carried.
RESOLUTION - TEXAS HIGHWAY DEPARTMENT
Motion by Connor and second by Colbert to approve
an resolution endorsing the construction of a
road, frontage road and bridge associated with a
260 acre tract of land. Motion carried by
unanimous vote. (Ordinance Book #5, Page
AUDIT APPROVAL - FISCAL YEAR 1982 - 1983
Motion by Girvin and second by Connor to approve
the 1982 - 1983 fiscal year audit as submitted by
Virgil F. Carlson. Motion carried by unanimous
vote.
AWARD BIDS FOR FISCAL YEAR 1953 - 1984 AUDIT
Mayor Doering appointed Joan King, Jim Colbert
and Diann Syme to review and report on the
numerous audit proposals at the May 21, 1984
Council meeting.

Gary Burndy Cindy Perry, Mark McCarthy, Douglas
McDonald, Wayne Perry and Morris Evans. After a
lengthy discussion, motion by She]] -and second by
Colbert to approve the request with the following
conditions 1) Maximum of 30 children shall be
allowed. 2) Applicants must reside at the
location-. 3) Permit shall be reviewed in one
year by the Council. 4) Permit is
nontransferable. Voting went as follows: Yes:

requirements being met. C) Utilities shall be

The council considered a request from H. Carter,
Trustee for approval of Southfork preliminary
plat & Site Plan. The Council heard comments from
Larry Simpson, Stan Godmal and Mrs McDonald about
traffic conditions in the area. Motion by Connor
and second by King to approve the request with
the following conditions: A) Plat shall met all
ordinance, drainage, and utility requirements.
B) Easements required along side and rear lot
lines and covering e ' xisting utilities. C) Street
requirements shall meet fire standards and
modifications to parking lots, internal street
widths and traffic volume projections. D)
Emergency entrance is required. E) Spacing
between structures shall meet minimum of 25
feet. F) The building next to single family
shall be be repositioned so as to increase the

totaling $104,826.50 plus interest funds in
Revenue Sharing that could be transferred into
the budget to purchase certain pieces of

1984--85 fiscal year budget.

States Corps of Engineers for use of park land.
Such park land would be used to create a soccer

preliminary work required to make this

MEMORANDUM

Re: Councilman Jim Colbert's request for developer packet.
Please forward to Mr. Colbert the enclosed copies of basic information on
our subdivision process that are given to developers and their engineers.
We are also working on a flow chart to further explain the procedures.
In the meantime, we go over it'verbally answering any questions they may
have. If they have technical questions or are unsure of the drainage
requirements we get them directly in touch with Leo Dotson of Freese and
Nichols - Austin office who is the project manager for Georgetown and a
drainage specialist.
Also attached is a sample copy of the type of review comments which the
engineers receive from Freese and Nichols.
I apologize for the delay in responding to Mr.-Colberts request. I had
hoped to be able to include the revised checklists and information as well,
however, with 22 items on the May 8 Council Agenda.to prepare for there
was' not sufficient time. If Mr. Colbert has any further concerns of how
the devel.bpment process is being handled we would be pleased to furnish
any additional information or go through the process in our office. We
are continually trying, as time permits, to seek ways to improve and
welcome any suggestions.
I hope this satisfactorily addresses the request.
Note: For specific types of projects such as Planned Unit Developments
additional information is given..
P.S. Please.remind Mr. Colbert that we need the field notes for the
rezoning he handled at 2200 S. 'Austin Avenue as we cannot record it in
the ordinance book without them. Thank you.
