The following Council Members and Officials were present: Eb C. Girvins Bill Connor, William C. Shell, Joan King, Jim * Colbert City Manager Leo Wood, City Secretary Pat Caballero, Public Works Director W. L. Walden, Planning Director Renee Hanson and Tax/Finance Director Barbara Raney and Building Official Frank Wineinger. AWARD AUDIT PROPOSALS FOR FISCAL YEAR 1983 - 11'84 The Council considered the following proposals for the 1983-1984 fiscal year audit: BID PROPOSALS Virgil Carlson .... 91000.00 Ernest & Whitney ....... 18,250.00 + David Erickson & Co ..... 81000-00 Gibson Johnson & Co .... 109000.00 - $12,000.00 Alexander Grant ......... 99800.00 + Hood Woolf & Co .......... 40.00/hr Lanier, Locke & Ritter . 10,500.00 Peat, Marwick & Mitchel 12,000.00 + Harold V. Simpson ...... 89500.00 Motion by Girvin and second by Connor to accept the Bid of Virgil Carlson. The voting went as follows: Yes: Girvin, King, Connor, Shell. No: Colbert. Motion carried. ORDINANCE TIMBER STREET NAME CHANGE - IST READING The council considered an ordinance to change the name of Timber Street to Martin Luther King Jr. Street. Motion by Girvin and second by Connor to approve the first reading of the ordinance. Motion carried by unanimous vote. DISCUSS WILLIAMSON COUNTY LEASE AGREEMENT The council considered a request from Williamson County to lease from the city 4 acres of land located near the Backpark Road. Motion by Connor and second by Colbert to approve the request and pass a resolution to this when it can be t - prepared. Motion carried by unanimous vote. ORDINANCE LONE STAR RATE INCREASE - 2ND READING The council considered an ordinance fixing and determining the general service rate to be charged for sales of natural gas to residential and commercial consumers in the city of Georgetown. Motion by Connor and second by Colbert to approve the 2nd and final reading of the ordi nance.. The voting went as follows. Yes: Girvin, king, Colbert, Connor. hid She l..Motion carried. (Ordinance book b, page APPOINT CITY HEALTH OFFICER AT this time Mayor Doering appointed Dr. Douglas Benol d as Health Authority. APPOINT CITY JUDGE At this time Mayor Doering appointed Parker Mcollough as City Judge. APPOINT CABLEV I S I ON COMMITTEE MEMBER At this time Mayor Doering appointed Billy Ray Stubblefield to be a Cablevision Committee Member. REQUEST - COMMUNITY CENTER - ROUND ROCK CAT CLUB - NANCY MICHELUS The Council considered a request from the Round Rock Cat Club to hold their annual cat show in the Community Center. Motion by Connor and second By Girvin to approve the request. Motion carried by unanimous vote. ORDINANCE -- REZONING 401 D. LEANDER ROAD FROM R --S TO C2A - 2ND READING Motion by Girvin and second by Connor to approve the second and final reading of the ordinance. Motion carried by unanimous vote. (Ordinance Book 5, page ) ORDINANCE - AMEND ORDINANCE - NOTIFICATION - CONCEPT PLAN OR PRELIMINARY'PLAT 2ND READING Motion by Connor and second by Shell to approve the second and final reading of the ordinance. (Ordinance n Book 59 page PARADE PERMIT & EXEMPTION — GEORGETOWN HIGH SCHOOL HOMECOMING The City Council considered a request from the Georgetown High School for a parade permit and an exemption from the insurance requirements. Motion by She]] and second by Girvin to approve the request. Motion carried by unanimous vote. SEWER DISCHARGE PERMIT Motion by Shell and second by King to allow city Manager Leo Wood to proceed with the sewer discharge permit with the money coming from next year's Capital Projects Budget. Motion carried by unanimous vote. APPOINT COMMITTEE TO UPDATE CITY CHARTER No Action taken on this matter. REPORT ON WATER After a report from City Manager Leo Wood, the= council unanimously authorized City Manager Leo Wood to complete the testing report as outliqed in his recent study. Also the council indicated that Bill Guyton be in charge of the implementation plan. Wood informed the council that they would be updated on a weekly basis of the results of the monitoring program whereby if water table dropped that appropriate action could be taken. The Council authorized to pay the cost of the study which would be between $9,000.00 and $11,000.00 for the completed project to protect the water supply of the citizens of Georgetown. WATER TREATMENT PLANT At this time Mayor Doering announced that he had devised a way to develop two six million gallon water treatment plants. Doering detailed the program and answered the council and public's questions about the program. Motion by Connor and second by King to approve the proposal and instruct the staff to go forward with the necessary leg work. Motion carried by unanimous vote. MISC. The council heard from Gwen Morrison of Keep Georgetown Best about proposed legislation regarding Industrial activity. Morrison urged each councilman to write their representative regarding this legislation. ADJOURN Motion by Connor and second by Shell to adjourn. Mntiors carr iarl by tinAnimous vote. We also set 36 new poles and 10 new anchors. We built 3 spans of primary line on Malaga 'Drive in Serenada built 5 spans of primary Zine on Hedgewood in riarwood and built 3 phase pad for transformer and laid 180 feet of conduit for under- ground primary for South -Water Well. Placed locks on all underground equipment in San. Gabriel Heights and Riverridge. Changed out bad order pole at 1610 College Street. Repaired street lights and did line maintenance of distribution. system. WATER AND WASTEWATER - There was 128,491;000 gallons of water pumped in. May, 1984. We used 2,357 -pounds of chlorine-. We made 83 water connects, repaired"61 water leaks; changed out 4 water meters and had 15 miscellaneous calls. We hauled 204 loads of brush and. 201 loads of dirt and gravel. There were 39 dead animals picked up. PARKS & RECREATION Park crew got both swimming pools ready and they were turned over to the I.I.S.D. on June 1, 1984. - Doing routine mowing and cleaning of all parks and ballfields. New restroom roof and wiring for lights have been completed and in operation. Eleven of these were in town with 25 being out-of-town. There were 2 grass, -2 trash, 1 other outside fire; 2 motor vehicle, 2 mistaken alarms, and 2 investigation - in -service. There are no major losses to be reported. LIBRARY —The Georgetown Public had a circulation of 7,558 and the branch library had a circulation of 176 for a total of 7,734. Circulation last month was 7,157 and one year ago was 6,774. There were 27 books purchased and $536.75 given in gifts and. memorials. REPORT ON WATER "-`fter a report from City Manager Leo Wood, the council unanimously authorized City Manager Leo . Wood t,o complete the testing report as outlined in his recent study. Also the council indicated \ / that Bill Goyton be in cha'rge of the implementation plan. Wood informed the council that they would be updated on a weekly basis of ' � the results of the monitoring program whereby if water tabledropped that appropriate action could � be taken, The Council authorized to pay the cost of the study which would be between $9,000.00 and $11,000.00 for the completed project to protect the water supply of the citizens of Georgetown. WATER TREATMENT PLANT ` At this time Mayor Doer/ng announced that he had ` devised a way to develop two six n%i]lToo gallon water treatment plants. Doering detailed the program and answered the counci1 and public's questions about the program.
