Staff has no problems with granting this variance. IMP Request to vary the required minim= curve radius for a local street of 300 feet. The proposed street, South Ridge,Circle, was inadvertantly approved on the final plat with a curve radius of 288.69®. Staff has no problems with granting this variance. THE BENT OAK AT GEORGETO4NIN - CON,= PIAN. Location and Surrounding Area. Located between Serenada Country Estates and Serenada. West on Williams Drive. Area is single family residential and undeveloped. Master Plan Sector 4. Ccnmrcial, duplex and single family residential uses are planned. CCM=S: I) Street and lot realignment needed. II) Drainage in area is of concern. III) Utilities are not adequate -until sewer and water can be extended. IV) Development Plan calls for park in area. Neighborhood Park should be included in development near duplexes. V) The ccmnercial and duplex uses do not conform to the land Develoizmnt Plan. The density oil the single family -lots is higher than that recczmr-nded. Hlowever, we can expect a higher density if sewer_is extended. to the area. Strip cannercial development should be discouraged. It is reccmnended that the concept plan be redesicjned to: a) in -prove accessibility b) redesign lots to conform with- new street layout c) change the con-ercial use as shown to multi -family d) include a neighborhood park. e) reduce density of single family Recomends that developers get with the planning Depart[nent to work out details. 0 17. SOUTH GEORGETOWN LOOP - CITY APPROVAL Motion by King& and second by Shell to adopt a resolution approving the preliminary plans of the proposed South Georgetown Loop. SAN GABRIEL - IH 35 JOINT VENTURE Motion by King and second by Connor that the City Council authorize the City Attorney, with the assistance of the Planning Director, to negotiate a proposed agreement between the parties in the San Gabriel IH 35 Joint Venture and the City of Georgetown which will provide both protection for the City as well as a utility commitment to the - 4 - developers of this venture vAth an acceptable time frame. Said agreement to be presented to the council for its -approval. Motion carried by unanimous vote. 22. PLANNING DEPARTMENT REPORT Planning Director Renee Hanson reported to the c ounc i I the t she head met ixi i t h the Tran spor ta t i or, Committee of the IH 35 Corridor Commission. She further reported that the Master Plan of the access roads +or the City has not been acted on La,:the State. She also reported that the state plans to vAden State Highi.,-jay 29 to 4 lanes from 183 along vlith the overpass on IH 35. 23. TRANSFER AGREEMENT - GEORGETOWN PRECISION AIRMOTIVE INC. LEASE Motion by Connor and second by Colbert to approve the transfer agreement and to authorize Mayor Doering to execute the agreement. Motion carried by unanimous vote. 24. ASSIGNMENT OF LEASE - MARBERT MOORE - HANGER AT GEORGETOWN AIRPORT Motion by Connor and second by King to approve the assignment of lease and authorize the (ayor to execute the agreement conditioned upon approval of the city attorney. Motion carried by unanimous vote. 25. APPROVAL OF ENGINEERING CONTRACTS - POWER ROAD, PARK LANE AND AUSTIN AVENUE DRAINAGE PROJECTS Director of Public Work*sAt,IA-lden requested approval of engineering contracts for Pot.%ier Road, Park Lane and Austin Avenue drainage projects vAth an estimated cost of $7,300.00 tor' engineering. Motion by Connor and second by Colbert to authorize the contracts. Motion carried by unanimous vote. 26. EXECUTIVE SESSION - LAND, PERSONNEL Mayor Doering announced that the City Council would meet in executive session under V.T.C.S. article 6252 section 2(F) and 2(G). Juergens and attorney representing More Developments Inc. made a verbal presentation regarding his clients position in regards to the Capital Recovery Fees. The Mayor informed the attorney that his client would have to abide by standard City procedures -for obtaining building permits and the Council would need documentation of his claims before they could consider his proposal. 11. SCENIC OAKS - ACCESS Motion by Shell and second by King to approve the access to the east of the property. Motion carried by unanimous vote. 12. ORDINANCE - REZONING WILLIAMS ADDITION UNIT 1, LOT 3, BLOCK I - 1615 WILLIAMS DRIVE FROM R -S TO RM -3 - 1ST READING The council considered a request to rezone Williams Addition Unit I, Lot 3 Block 1 (1615 Williams Drive) form R-2 to RM -3. Motion by Connor and second by King to deny the request. - 3 - Motion carried by unanimous vote. 13. VARIANCE - QUAIL MEADOW IV, LOT 2, BLOCK "A" The council considered a request to allow the building located at Quail Meadow IV, Lot 2, Block "A" to remain encroached 4 inches in the the 25 foot front building line. Motion by King and second by Girvin to approve the request. Motion carried by unanimous vote. The council considered a request to vary the required minimum curve of 300 feet for a local street located in River Ridge Section 11. Motion by King and second by Shell to approve the request. Motion carried by unanimous vote. 15. WILLIAMS COMMERCIAL PARK - FINAL PLAT The council considered a request for approval of Williams Commercial Park final plat. Motio ' rt b4° Connor and second by She] I to approve, the request with the following conditions: A) Plat meeting all ordinance requirements. (6) Drainage requirements being met at construction plan stage. (C) Utilities being adequate. Easements: (D) 5 foot road widening and uti 1 i ty easement is required on each side of River Bend Drive. Motion by Colbert and second by Connor to approve the request with the following conditions and variances: A) Plat meeting all ordinance requirements. (B) Drainage requirements being met at construction plan stage. (C) Utilities being adequate. (D) Luna Tr -ail, Cordoba Circle West and Cordoba Circle East shall be the appropriate street name designations. (Ordinance book #5, page ) 20. SOUTH GEORGETOWN LOOP - CITY APPROVAL Motion by King to and second by Shell to adopt a resolution approving the preliminary plans of the proposed South Georgetown Loop. Motion carried by unanimous vote. (Ordinance book #5, page ) 21. SAN GABRIEL - IH 35 JOINT VENTURE Motion by King and second by Connor that the City Counci I authorize the Ci ty Attorney, wi th the assistance of the Planning Director, to negotiate a proposed agreement between the parties in the San Gabriel IH 35 Joint Venture and the City of Georgetown which will provide both protection for the City as well as a utility commitment to the developers of this venture with an acceptable - C; - time frame. Said agreement to be presented to the council for its approval. Motion carried by unanimous vote. 22. PLANNING DEPARTMENT REPORT Planning Director Renee Hanson reported to the council that she had met with the Transportation Committee of the IH 35 Corridor Commission. She further reported that the Master Plan of the access roads for the City has not been acted on by the State. She also reported that the state plans to widen State Highway 29 to 4 lanes from 183 along with the overpass on IH 35. 23, TRANSFER AGREEMENT - GEORGETOWN PRECISION AIRMOTIVE INC. L E ASE Motion by Connor and second by Colbert to approve the transfer agreement and to authorize Mayor Doering to execute the agreement. Motion carried by unanimous vote. 24. ASSIGNMENT OF LEASE - MARSERT MOORE - HANGER AT GEORGETOWN AIRPORT Motion by Connor and second by King to approve the assignment of lease and authorize the Mayor to execute the agreement conditioned upon approval of the City Attorney. Motion carried by unanimous vote. 25. APPROVAL OF ENGINEERING CONTRACTS - POWER ROAD, -PARK LANE AND AUSTIN AVENUE DRAINAGE PROJECTS Director of Public Works Walden requested approval of engineering contracts for Power Road, Park Lane and Austin Avenue drainage projects with an estimated cost of $7,300.00 for engineering. Motion by Connor and second by Colbert to authorize the contracts. Motion carried by unanimous vote. 26. EXECUTIVE SESSION - LAND, PERSONNEL Mayor Doering announced that the City Council would meet in executive session under V.T.C.S. article 6252 section 2(F) and 2(G).
