Board met Thursday, February 12, 2015 at 6:00 pm at 1101 N. College Street Georgetown, TX 78626. Regular :session `l o beoin no earlier than 6:00 pin. Texas Government Code Chapter 55=1,) A Call to Order The meetingwas called to order at 6:00pm by: Robert Johnson. R Roll Call Robert Johnson, Jason Shurlev, Chuck Bridges, IGatherine Kamer, Robert Palko, Keith Fruge. C Introduction of staff member Glenn Moss, Recreation Superintendent. Erin Nuner introduced: Glenn Moss, Recreation Superintendent. Glenn Moss described his job responsibilities and programshappening at: the Recreation Center and updates on pools and hiring lifeguards. D Consideration: and possible action to recommend approval of the parkland deification for Woodhull. Eric Nuner introduced Mark Baker with SEC Planning, LLC, Mark Baker stated this project is planned as an in -city MUD. Staff has been working with the developers of Woodhull to develop a park plan that fits the needs of both the City and the development Themain entrance to this Subdivision will be located off of County Road 1I0 also known as Rock Ride. The open space within Woodhull will create anetwork of trails and parkland that creates distinct. neighborhoods and provides pedestrian walkways throughout the community. The PUD indicates that the maximum number of single family homes would be:1,100. Pei the parkland dedication requirement of one acre for every 50 units. the requirement would be 22 acres ofparkland. The Woodhull Concept Plan illustrates approximately 32: acres of parkland/open space„;a mix of Weenbelts, open space, trail corridors, parks and water quality amenity lakes. A portion of the 32 acres is in the floodplain so amenities are planned to offset the requirement. A -combination of parkland and parkland umnovements are proposed as credit toward the parkland requirements for the detached single family housing in Woodhull. Park elements that are proposed :to be built on the parkland include: -Playgrounds -Parking lots to serve parkland =8' Concrete hike and bike:a ails -Open recreation fields -public picnic pavilions' -Turf andirrigation associated with play fields -Amenity ponds The Tov�nhouse, Cluster and Multi Family development parcels within Woodhull shall independently address parkland requirements or be allowedto pay a fee in lieu of parkland. Pedestrian trails and circulation are planned to be vital components of the Woodhull community. The following summary describes the location and approximate liimcar footage of trail proposed within Woodhull: -5,400 linear feet of 8' wide, concrete trail will be incorporated into: a. centralized open space greenbelt and will. connect .parks, schools and. neighborhoods. -1,.800 linear feet of 8 wide, concrete bike and walking hail will be located along the south side of Bell Gin Road which extends through the property. The Bell Gin trail will connect the central greenbelt trail with the City regional trail. which connects at Mitchell:Blementary School. -x.400.linear feet of 8' wide. concrete: bike and walking trail will be located on the south side of the primary community entry road that connects to Rock ide: Lane (Street `B"). No sidewalk will be required along the north side of Street B. Water quality ponds are proposed tobe located along the central greenbelt of Woodhull and will be designed as an amenity feature that enhances the adjoining residential neighborhoods.. All facilities utilized as credit toward parkland requirements shall be open to the public and will be maintained by the Woodhull MUD and/or homeowner's association. The park is proposed to be built in the first phase, Parks Board members discussed the possibility of incorporatinga public restroom into the amenity center. Motion made by Keith Fruge, second by Katherine Rainer to recommend approval of the parkland dedication for: Woodhull. Approved 6-0 F Consideration and possible action to recommend approval of a: three year lease: for cardio equipment to he. used in the. Recreation renter. Eric Nuner stated this would be a piece for piece replacement. The current cardio equipment in use at the recreation center has reached the three year use period planned by Parks and Recreation. Outfitting the recreation center with equipment via an operational lease provides the ability to replace equipment more frequently to ensw c state of the art equipment is available members. The difference in cost between a straight purchase versus alease is minimal. In a commercial facility such as the recreation center, with alarge number of users,. cardio equipment begins to wear and require Frequent repairs after three to four years. To avoid down time; equipment must be replaced on a regular schedule. The current bid will be the third three year contract. The previous two were successful therefore stuff recommends. continuing to lease the recreation center cardio equipment. Bid opening was Tuesday, February 10th at 2 pm: The selected bid was in the amount of $119,712.54 with Municipal Asset Management, Golden, CO on behalf of Marathon Fitness, Sugar Land, Texas. The item will be farwardod to the February 24, 2015 City Council meeting. Motion made by Robert Palko, Second by Chuck Bridges to recommend approval of three year lease for cardio equipment to be used in the Recreation Center. Approved 6-0 F Project Updates for.Garey Park, Westside Park, San Gabriel Park, VFW Park, Village Parks, Williams Drive Pool and San Jose Splash Pad Carey Park—Design is underway to refine the elements in the master plan. Staff has also been working. with consultants from Baker. Aicklen on an operations and maintenance plan. There will be a presentation and update at the City Council Workshop on March 24th. Westside Park—The public input process is underway for the Westside Park Masten Plan, fhe'first public meeting was held on January 22nd. The next public meeting is scheduled for March 31st. Sao- Gabriel Park Master Plan — The Parks and Recreation Staff is working with .RV i on the San Gabriel Park MasterPlan. A public meeting. will be planned in late February to gather ideas from the citizens. VFW Park —Construction plans are in process to redevelop VFW Park. The renovated park will have three lighted softball fields, parking, and a playground. The construction: is. scheduled to. start inidsummer;in coordination with improvements to 2nd Street. Village Parks Two new parks in the Georgetown Village; Madrone Pack and Rowan Park are scheduled to begin in February. The contractor has begun to prepare the sites for construction. Williams Drive Pool - City Council approved a task order with BWM for file design of the WilliamsDrive Pool renovations. Construction. is scheduled to being after the 2015 pool season to: be :open for the 2016 .pool season. San Jose Splash Pad - Progressive Commercial Aquatics has begun Nvork on the design of the Splash Pad at San .lose Park. The projected completion is slimmer 2015.
