TO: Mayor and City Council FROM: Gwen Morrison, Chairman Tourism Development Boa] DATE: July 19, 1988 RE: Funding Proposal for Fiesta Georgetown, September 16 & 17 The Georgetown Tourism Development Board has considered a reques for funding from -the Hispanic Business Association of Georgetow for a new special event, Fiesta 6reorgetown, September 16 & 17 1988. This event will celebrate the traditional Diez y Sies, o 16th of September Celebration which is observed annually by th Hispanic communities all across Texas. I The Tourism Board carefully considered this proposal on the basis that this event is new and has no proven track record. In considering this request, the Board felt that the initiative being taken by this organization to enhance, not only their own celebration but the overall tourism efforts for Georgetown, should be recognized and commended. Fiesta Georgetown will be utilizing the San Gabriel Park for its activities. Some of the activities planned will utilize parts of the park which have not been utilized in special event activities to date. The Hispanic Business Association has demonstrated, through their request, a well -organized, well-planned event which certainly has high potential for becoming an important tourist attraction. Fiesta Georgetown will be advertised and promoted over a broad region, covering an area from San Angelo in the west to Houston it the east, from Waco in the north to San Antonio in the south. Intentions are that this fiesta will become a regional fiesta. Only the Fiesta Gardens neighborhood of Austin is known to celebrate this event in a comparable manner in this central Texas area. Intentions are that Fiesta Georgetown will become the focus for many smaller communities to look to in observing this event. Advertising and promotion are the two main areas which the Tourism Board has taken into consideration in this request. Advertising will be taken care of through several sources. Radio and print advertising will be extensive throughout the target market area. Flyers and posters will also be utilized, not only locally but in the communities throughout the market area. MEMORANDUM Fiesta Georgetown Radio personalities have been invited to participate in Fies activities and will promote the event throughout their owl 4 market. The organizers have begun creation of a festival mascot a 7 -foot red jalapeno pepper costume, to be worn at specia, events throughout the market area prior to September 16 promoting this fiesta. Also, some of the activities planned for Fiesta Georgetown havQ been intentionally planned to create and enhance overnight visitors in the local motels. The amount requested by the Hispanic Business Association is $5,000. This money will be used for advertising and promotion through the radio and print medias, specifically newspapers, flyers and posters - approximately $4,200; and for the creation and purchase of the jalapeno costume - approximately $800. Plans are for Fiesta Georgetown to become an annual event Although the Tourism Board is recommending appropriation of fund for the total amount requested, $5,000, it is with th understanding that this will not guarantee automatic funding i future years. 11 Date of Application . The proposed target market is Central Texas: boundaries running from San Angelo to Brownwood, to Waco, to Bryan, to Houston, to Victoria, to San Antonio, to Kerrville and back to San Angelo. (See illustration.) According to figures from the 1988 Texas Almanac, the total population in these 51 counties is approximately 6,246,100 people. Over 70 percent or 4, 572,274 people in the target market is expecte&'to be reached by our advertising. The number of attendees is hard to approximate,due to -various un- stable factors such as weather, distance and economic concerns. However, based on simular events in the area,.a 2000 to 10000 at- tendance count is very possible. We expect the larger number of attendees to be from the immediate 30 mile radius. The primary source of advertising medium will be radio. Advertising four weeks before the event with intense advertising two weeks prior to the event with 15/30 second spots will provide the most effective method of advertising. The secondary source of advertising will be newspaper ads. These are to run two Sundays prior to the event. The announcement shall be no less than 3 inches by 5 inches. Flyers and posters will also be used to advertise in Georgetown and the surrounding communities, Radio station personalities will be invited to participate in a media raft race. This event will provide another source of expos- ure to the fiesta; since, the personalities will be inviting the public to come cheer them on. Radio and newspaper coverage will be the least expensive and"e"f- fective way to advertise. An intense advertising campaign two weeks prior to the event shall be useful to increase attendance. FIESTA IMAGE In order to more effectively promote Fiesta Georgetown, a logo is being developed by the Williamson County art guild. This will help people recognize Fiesta Georgetown and provide a theme and concept for advertising. The logo will appear on the fiesta pins, T-shirts, and any other visual advertising. A -concentrated promotion with a re -current theme, the support of the Georgetown community, corporate sponsorships, and participation of media personalities will do much to contribute to tho'succo8s of Fiesta Georgetown. Fiesta Georgetown, a large scale celebration on the shores of the San Gabriel River in the City of Georgetown. Good food and great entertainment. With the support of the community, Fiesta Georgetown can become a successful yea* event that brings vi8itors to our fair city. The purpose of Fiesta Georgetown is to raise money for enhancing educational programs, to provide Georgetown with a celebration to attract visitors and to share a part of hispanic culture and his- tory. We intend for Fiesta Georgetown to become a regionally known event. With the support of the city of Georgetown, the Geo- rgetown Chamber of Commerce, local merchants and associations, , private sponsors, and the involvement of the community in general, Fiesta Georgetown can be promoted effectively and become a success- ful event.
