MINUTES
1. Call to order:
The meeting was called to order at 6:11 pm.
2. Rich Nesbit welcomed new members Vincent Uthoff, Jason Collar and Mary
Drake as alternate members of the Board and also officially moved Harold
Hergert and Mike Ashley from alternates to voting members of the Board.
(Richard Nesbit had received Ken Cofer’s resignation from the Board Dec. 16,
2011.)
3. Financial Reports:
A. Rich Nesbit read the financial status report, prepared by Lori Langford,
City of Georgetown. (Notes – Fiscal year starts Oct 1. The majority of
property tax collection occurs in January.)
Year to Date Total Revenues: $ 152,777.65
Year to Date Total Expenses: $ 50,794.04
Current Funds Available: $ 282,929.61
B. It was noted for the record that several invoices had been approved for
payment and forwarded to the Controller’s Office at the City of
Georgetown for action.
4. Consideration and possible action to approve the minutes of Georgetown Public
Improvement District #1 (PID) meeting held January 10, 2012.
Motion to approve January 10, 2012 minutes: Jim Harrington; second Harold
Hergert. Vote to approve was 5-0.
5. Follow-up information regarding the disposition of our request to the City to have
the PID Agendas and Minutes posted on to the City website.
Rich Nesbit reported that PID Agendas and Minutes of past meetings are now
posted on the City of Georgetown website and can be viewed at the following:
http://government.georgetown.org/georgetown-village-public-improvement-
district-gvpid/ . In addition, Georgetown Village PID Rules and Bylaws can also
be viewed there.
Harold Hergert requested that a map of Georgetown Village also be posted on the
website. Alex Hayes of Green Builders Inc. has map pdf files that she will send
to Rich Nesbit for posting.
6. Update on problem areas in the Village as brought to our attention by Resident
Mary Drake.
SunTerra Landscaping has picked up the abandoned real estate signs. Emptying
full garbage cans and touching up the park bench are still on SunTerra’s to-do list.
7. Matt Saulsgiver, SunTerra representative, was not available at the meeting for an
update, due to a family emergency.
8. Update on new landscape contract for Georgetown Village PID #1.
Rich Nesbit reported that the City Finance Committee would be finalizing the
new landscape contract tonight, February 14, and the result should be know by the
next meeting.
9. Approve and vote on contract for resurfacing of Gazebo.
Rich Nesbit presented quotes from two bidders, both of which included keeping
the “star” on the center of the gazebo floor: ATX Construction, Georgetown, TX
for $6,312.15; and SunDek, Austin, TX for $6,663.35. A third bidder, Sam Rich,
was disqualified due to not keeping the “star”.
Motion to approve the selection of ATX Construction for resurfacing the Gazebo:
Jim Harrington; second Mike Ashley. Vote to approve was 5-0.
10. Update on petition to bring Section 6 into the Georgetown Village PID #1.
Rich Nesbit reported that a majority of the petitions (75 of 120 properties) had
been returned requesting inclusion in the PID. The next steps would be City
Attorney review and verification by Williamson County that a majority of
assessed value was also met.
There was discussion as to whether an irrigation system was already in place in
Section 6’s pocket park. Resident Brian Ortego responded that he believed there
was, however it was not active.
11. Election of new officers for the positions of President, Vice President, Treasurer
and Secretary was postponed until next meeting when nominations would be
submitted.
12. New/Other Business.
A. Cheryl Welch reported that previous irrigation costs for Section 6
Sycamore entrance that was billed by the City to the PID would be
reimbursed for the full amount of just under $5,000.
B. Rich Nesbit reported that the PID is still waiting for the City to decide
whether to replace unofficial “No Parking” signs within the Village with
official City signs, or to paint the curbs as a no parking fire zone.
C. Cheryl Welch reported that the renewal of the PID post office box that
was put in place for the return of the petitions comes due February 29 and
will need to be put into Rich Nesbit’s name if the PID decides to keep it.
Rich Nesbit requested that an alternate mailbox closer to the Village be
selected for easier checking of mail. Jim Harrington will investigate
alternatives and follow up with Rich Nesbit.
13. Opportunity for residents to address the PID.
Ron Kurtin, resident, presented three points to the PID:
A. He expressed concern about the common areas not being adequately
maintained, especially based on the large influx of revenue annually into
the PID. He was of the understanding that PID maintenance of the
“alleyways” included the pavement and the grassy areas up to the fences.
Rich Nesbit clarified that “alleyways” included only the pavement, which
was the PID’s responsibility including patching or replacement, and that
the grassy areas were the responsibility of the resident whose fence
abutted that grassy area.
B. He would like to see balance statements for the PID posted on the website.
Rich Nesbit responded that summary information is always included in the
minutes which will now be posted on the City website.
C. He asked where the annual PID fee is billed. Rich Nesbit responded that it
is included on the County Tax bill.
Jim Harrington, resident and Board member, asked if Alliance Management could
“rethink” the Village’s landscaping requirements based on the expectation of
further drought conditions. Rich Nesbit responded that the developer – Green
Builders Inc – has the responsibility to change requirements listed in the Master
Declaration. He asked Alex Hayes, Green Builders Inc, to provide clarification of
allowed front yard landscaping for grass, xeriscaping and hardscape. Alex will
review with Lynda Crawford, Alliance Management, to provide a summary of
critical information for yard upkeep.
14. Motion to adjourn at 7:45 pm: Jim Harrington; second Harold Hergert. Vote to
approve was 5-0.
