MINUTES
1. Call to order:
The meeting was called to order at 6:05 pm.
2. Financial Reports:
A. Rich Nesbit read the financial status report, prepared by Lori Langford,
City of Georgetown. (Notes – Fiscal year starts Oct 1. The majority of
property tax collection occurs in January.)
Year to Date Total Revenues: $ 207,003.48
Year to Date Total Expenses: $ 135,796.65 (*)
Current Funds Available: $ 252,152.83
(*) The purchase order for landscaping is included in the YTD Expenses.
B. It was noted for the record that several invoices had been approved for
payment and forwarded to the Controller’s Office at the City of
Georgetown for action.
C. It was also noted for the record that the City of Georgetown has posted a
credit of $4,178.95 to the PID for reimbursement of an erroneous debit for
irrigation.
3. Consideration and possible action to approve the minutes of Georgetown Public
Improvement District #1 (PID) meeting held March 13, 2012.
Motion to approve March 13, 2012 minutes: Mike Ashley; second, Jim
Harrington. Vote to approve was 5-0.
4. Status update from Stephanie Hill, representative of We Mow It (landscaper).
Ms. Hill was not present for update, however, she plans to be present at the next
meeting to discuss trimming the plants on Shell Rd. We Mow It is the newly
selected landscaper for Georgetown Village, which started service April 1.
5. Update on resurfacing of Gazebo.
Richard Nesbit reported that the Gazebo resurfacing is complete and looks good,
leaving the central “star” and resurfacing the remaining surface in a brick red to
match the Gazebo roof.
6. Request from the Georgetown Village social committee for the use of the Gazebo
to hold Spring/Summer concerts with the use of local talent from the Village.
Richard Nesbit acknowledged that the Gazebo can and should be used for such
events, with the Village social committee managing the schedule for all events.
7. Update on petition to bring Section 6 into the Georgetown Village PID #1.
The City Attorney now has the petitions under review, which is expected to be
complete by end of this week. The next steps are readings at two subsequent
meetings of the City Council 30 days apart, which is expected to take place by
end of May 2012, after which the recommendation to include Section 6 in the PID
is forwarded to the Mayor.
8. Questions about how Alliance Management handles the rules and regulations of
Georgetown Village CCR’s.
The Board will draft a letter to Green Builders Inc. to clarify procedures for
CCRs. Richard Nesbit will represent the Board and draft the letter based on input
from the Board.
9. Request from Bill Weber of Wilson Family / Green Builders Inc. to discuss the
issue of the PID eventually taking over the maintenance of the water quality
facilities in Georgetown Village, as well as to discuss alternatives, per Section 9,
Phases Four to Eleven.
Bill Weber was unable to be at this meeting Motion to table the discussion until
next meeting: Jim Harrington; second Mike Ashley. Vote to approve was 5-0.
10. Request from homeowner Melissa Lauderdale, 549 Bluehaw Dr., to have dead
tree removed. She wants the PID to pay for removal.
The tree is located on the corner of Bellaire Dr. and Tacate St. and is actually on
PID property. Richard Nesbit stated that since the quote received is under $1,000,
he approved the expenditure directly. He will coordinate with the City and the
City’s contractor for removal. It will be cut off above ground level, without
removing the roots.
11. New or other business.
A. Richard Nesbit asked Alex Hayes to address the removal of old wire fence
on Shell Rd. at Bellaire Dr. entrance. She took this as an action item.
B. Alex Hayes stated that the construction debris in Madrone Park will be
removed.
C. Jill Fussell asked Richard Nesbit to contact the City regarding Item 12 of
the PID’s information on the City website not being “hot” and cannot be accessed
or printed.
D. Erik Norton, resident, requested that an agenda item be added next month
to establish a time line and tracking of the City taking over the park on Madrone.
E. Richard Nesbit provided an update on fixing broken play equipment in the
present City-maintained park: the broken slides have been removed and will be
replaced with new ones, which are on back order.
F. Brian Ortego, resident, requested that the PID trim the PID trees on
Westbury at Shell Rd. entrance. He also asked when will the irrigation system be
put back in along Shell Rd. Richard Nesbit explained that the PID is waiting for
the City to finish widening Shell Rd. before re-installing the irrigation system.
G. Richard Nesbit reported that the new City-provided “no parking” signs are
in the process of being installed, replacing unofficial signs that had been installed
in the Village. He also reported that the “doggie pick-up” bags in the parks will
be replenished by the landscape company, as will missing garbage can lids. In
addition, he clarified that Shell Rd. will have a pedestrian crossing at the new
traffic light to be installed at Westbury and Shell Rd.
H. Since there is a restriction in the CCRs about leaving personal basketball
goals in a drive along the street or alley when not in use, Richard Nesbit will
investigate with the City about the use of the dead end street terminations as
basketball goal areas. A question was also raised as to whether the PID needs to
install a basketball court in one of the PID parks.
12. Opportunity for residents to address PID.
No other comments were heard.
13. Elect new officers for the position of President, Vice President, Treasurer and
Secretary.
Motion to nominate Jill Fussell as Secretary: Mike Ashley; second, Jim
Harrington. Vote to approve was 5-0.
Motion to nominate Richard Nesbit as President: Harold Hergert; second Mike
Ashley. Vote to approve was 5-0.
Motion to nominate Jim Harrington as Vice President: Richard Nesbit; second
Harold Hergert. Vote to approve was 5-0.
Motion to nominate Jim Harrington as Treasurer: Mike Ashley; second Alex
Hayes. Vote to approve was 5-0.
14. Motion to adjourn at 7:20 pm: Mike Ashely; second, Jim Harrington. Vote to
approve was 5-0.
