Call to order: The meeting was called to order at 6:02 p.m. 2. Financial Report A. Richard Nesbit read the financial status report, prepared by La’Mar Kent, accounting specialist, for Lorie Langford, controller, City of Georgetown. (Notes – Fiscal year starts Oct 1. The majority of property tax collection occurs in January.) Year to Date Total Revenues: $ 215,717.42 Year to Date Total Expenses: $ 174,211.44 (*) Current Funds Available: $ 222,451.98 (*) The purchase order for landscaping is included in the YTD Expenses. B. It was noted for the record that several invoices had been approved for payment and forwarded to the Controller’s Office at the City of Georgetown for action. Motion to approve the Financial Report: Harold Hergert; second, Bill Weber. Vote to approve was 4-1. As follow-up to the above vote, Alex Hayes asked Jill Fussell to consult with Lorie Langford regarding line item “Beginning Fund Balance 10/01/11”: Why is there a difference between the “11/12 Budget” and “YTD Activity” on that line item? (to be reported at next meeting). 3. Consideration and possible action to approved minutes of Georgetown Village Public Improvement District #1 meeting held August 7, 2012. Motion to approve August 7, 2012 minutes: Bill Weber; second, Harold Hergert. Vote to approve was 5-0. Consideration and possible action to approved minutes of Georgetown Village Public Improvement District #1 Executive meeting held August 28, 2012. Motion to approve August 28, 2012 minutes: Bill Weber; second, Harold Hergert. Vote to approve was 5-0. 4. Status update from Stephanie Hill, We Mow It Plus Representative. We Mow It Plus is mowing weekly on regular basis; working on quarterly maintenance; have lowered lantana in front of Georgetown Village sign at Village Commons Blvd. entrance – if it needs lowering more, residents are to contact Rich Nesbit; about three-quarters complete with dead plant material removal. The $1,000-worth of mulch approved at last meeting has been put down along Shell Rd. Since the weather is becoming cooler now, We Mow It Plus is suggesting mowing every two weeks, rather than every week. Regarding sprinkler heads: vandalism is still occurring around the Gazebo area (suggested drip irrigation as an alternative); Rich Nesbit to address with the City the loss of sprinklers along Shell Rd. by the City trenching through the sprinklers. Ms. Hill was requested to provide a revised Georgetown Village Blvd. traffic circle planting plan, which she indicted would be emailed to Rich Nesbit by the coming weekend in time for consideration at the October meeting. 5. Consideration and possible action on quote from Stephanie Hill, we Mow It Plus, for replacing of mulch in beds throughout the Village. Ms. Hill provided a quote for only the completion of the Shell Rd. frontage. She indicated that a minimum of 50 additional pallets of mulch, amounting to approximately $3,200, would be needed to cover the remainder of the Shell Rd. frontage, and that a maximum of 60 additional pallets, amounting to approximately $4,000, would be needed, based on $62.37 per pallet installed. Motion to approve up to $4,000 for additional mulch needed to cover the Shell Rd. frontage to be installed by We Mow It Plus: Mike Ashley; second, Bill Weber. Vote to approve was 5-0. 6. Update on brining Section 6 into the Georgetown Village PID #1. Rich Nesbit reported that the Georgetown City Council has voted on and approved the inclusion of Section 6 in the Georgetown Village PID #1 and that he expects all the paperwork will be sent to Williamson County by end of September, at which point the PID #1 should receive a letter from the County that Section 6 is on the tax role for collection of PID #1 fees. 7. Discussion of putting out to bid tree trimming for remainder of street trees in GTV. Per Rich Nesbit, one tree was overlooked during the recent trimming, but will be done as soon as possible. He also reported that not all of the sidewalk-side of the trees have been trimmed by residents. Those locations will be turned over to Alliance Association Management. Cheryl Welch inquired what the status is from the City for getting a unified code or practice regarding sidewalk maintenance. Rich Nesbit responded that it is still pending, due to street trees that are uprooting the sidewalks – the validity of the planting of the street trees, which was specified by the developer, is still in question by the City. Rich Nesbit noted that Gehan Homes has installed the incorrect species of trees per the developer’s master plan along some of the streets. Mr. Nesbit will notify Alex Hayes, Green Builders Inc., which streets are affected, and she will notify Gehan Homes. Motion for Rich Nesbit to secure bids for trimming the balance of the street trees not yet trimmed but needing trimming: Mike Ashley; second, Alex Hayes. Vote to approve was 5-0. 8. Discussion on request from Bill Weber of Wilson Family / Green Builders Inc. to discuss the issues of the PID eventually taking over the maintenance of the water quality facilities in Georgetown Village Section 6. Rich Nesbit indicated that presently the PID does not take care of any detention / retention / water quality basins associated with Georgetown Village. Jill Fussell indicated that she had addressed an email, as a resident of Georgetown Village and not as a member of the PID, to our City Councilman Jerry Hammerlun requesting that the City be responsible for the Village basins. Councilman Hammerlun has requested seeing the basin in question. Motion to defer consideration of taking over the maintenance of the water quality facilities in Georgetown Village Section 6 until the City Councilman is shown the basin: Mike Ashley; second, Harold Hergert. Vote to approve was 5-0. 9. Consideration and possible action of taking over the maintenance of Bellaire Dr. from Shell Road to Naranjo Dr. from Wilson Family / Green Builders Inc. Motion for members of the PID to walk the area with Bill Weber to see the area and its condition in order to determine best action: Mike Ashley; second, Alex Hayes. Vote to approve was 5-0. 10. Appoint an “Archivist” to keep track of all records for the PID. Alex Hayes indicated that she has recently scanned a number of documents into electronic format. Additional discussion included method of archiving – whether by memory stick, a dedicated PC, the City’s archival function on the website, or Internet “cloud” archiving. Motion to establish position of Archivist for PID records: Mike Ashley; second, Harold Hergert. Vote to approve was 5-0. 11. New or other business. A. Crys Sanders introduced herself as the new contact at Alliance Association Management representative. Her contact information is Crystalyn (Crys) Sanders, tel 512-347-2888, FAX 512-328-6178, 115 Wild Basin Rd., Ste. 308, Austin, TX 78746 B. Alex Hayes reported that Cedar Elm Park in Section 6 was mowed today and the sprinkler heads were fixed. She is waiting for a quote on 3-to-4- inch caliper live oak trees for the park, planting of flowerbeds and placing of a sign reading “Cedar Elm Park”. Once this is complete, then the park can be turned over to the PID when Section 6 is annexed into the PID. 12. Opportunity for residents to address the PID. A. Robert Friend, resident, questioned the purpose of the Covenants, Conditions and Regulations (CCR’s) governing Georgetown Village, and drew to the attention of the PID that he was recently cited for violation of the CCRs by Alliance Association Management for having a “disabled vehicle” in his driveway. He stated that the vehicle was not disabled, that it was an antique “special interest” vehicle, and that he drove it to and from work on a evening shift, consequently it was in his drive during the day. where he kept it covered and the wheels chocked to prevent possible rolling due to disengagement of the standard transmission. He also stated that in ordered to minimize the need to water his grass frequently, that he kept it at about 6 inches high, longer than his neighbors, but within the City code of 6 inches. Crys Sanders of Alliance Association Management stated that she had recently been informed by Mr. Friend of the circumstances of the “special interest” vehicle in his drive and has made a note in his file that it is not a disabled vehicle. Bill Weber, of Wilson Family / Green Builders Inc. and representing the developer, responded to Mr. Friend that the reason there were CCR’s established when Georgetown Village was developed was to maintain a consistent look to the neighborhood in order to maintain the value of the property for all property owners. B. Paula Curry, resident, asked when will the re-paving of the neighborhood blacktop streets occur. Rich Nesbit responded that Mark Miller, City streets manager, will notify all homeowners with a door hanging. The re-paving is actually a coating that will extend the life of existing paving and will be coated on both streets and alleys. Traffic must remain off the streets for 2 to 3 hours for it to dry. C. Nimala Wallooppillia reported that her neighbor’s front yard is not being maintained, that it has been going on for four years, and inquired as to what can be done about it. Crys Sanders of Alliance Association Management asked which property it was. Ms. Wallooppillia gave the address as 115 Greenside in Georgetown Village. D. Scott and Joanna Holle, residents, asked if there were another egress planned for the section of Georgetown Village on the east side of Shell Rd., where the new elementary school has been opened. Bill Weber, representing Wilson Family / Green Builders Inc. responded that there are plans by the City in the next couple of years to connect the portion of Madrid Dr. within Georgetown Village to the intersection of W. Sequoia Spur and Madrid Dr. within Serenada Subdivision., and that the developer has already provided funds to the City for this. 13.
