Jim Harrington, President Pro -Tem, called the meeting to order at 6:05 p.m. in the Gazebo at Georgetown Village Blvd., in that Pool Event Room access was locked. Mr. Harrington appointed Alternates Jill Fussell, and Mary Drake as Voting Members for the duration of this meeting to ensure a quorum. 2. Financial Report A. Jim Harrington presented the May Financial Report, prepared by La'Mar Kemp, senior accounting specialist, for Lisa Haines, controller, City of Georgetown. (Notes —Fiscal year starts Oct 1, however, the majority of property tax collection occurs in January. Year -End YTD activity becomes audited activity each following January. Budget reflects the preceding August's budgetary number.) As of June 30.2013: Year to Date Total Revenues: $ 225,135.09 Year to Date Total Expenses: $ 56,934.14 Current Funds Available: $ 388,189.95 See attached spreadsheet for detail. B. There was no recap of approved monthly expenditures. Motion to approve June Financial Report: Alex Hayes; Bill Weber, second. Vote to approve was 5-0. 3. Consideration and possible action to approve minutes of Georgetown Village Public Improvement District #1 meeting held June 11, 2013. Motion to approve June 11, 2013 minutes: Bill Weber; second, Mary Drake. Vote to approve was 5-0. 4. Status update on Landscaping projects. Jill Fussell reported that the Landscape Committee plans to meet with representatives from SunTerra Landscaping, the newly awarded landscape contractor, to review terms of the contract with them prior to the August 1, 2013, transition from previous contractor We Mow It Plus. Jim Harrington reported that he will retrieve the irrigation controller keys from We Mow It Plus for the transition. 5. Consideration and possible action on irrigation system in Bedford Park. Mary Drake reported that the City's side of Bedford Park should not be watered at all per City's own guidelines for its parks. There is only one PID -owned controller / irrigation system that waters both the City side of Bedford Park and the PID side of Bedford Park. Motion to approve permanent tagging and disconnection of City's zones to prevent inadvertent reconnection by future landscape services: Mary Drake; second, Jill Fussell. Vote to approve was 5-0. Mary Drake will contact the City Parks' irrigation specialist for proper tagging and disconnection. New landscape contractor will also be apprised of situation. 6. Update on board election and membership. Jim Harrington reported that the formal letter requesting that City Council approve two new alternate board members and move existing Alternates to Voting Member status was sent to the Mayor. Mr. Harrington followed up with City Secretary Jessica Brettle but has heard anything back. Bill Weber agreed to also follow up by the end of the week as to status of approval. 7. Update on adding Welcome and seasonal "Trim Trees" signs for Village entrances. Jill Fussell reported that she sent. Affordable Signs the approval of the sample signs and that installation is pending. New business. A. Mary Drake suggested that the PID start preparing for the annual City Budget submission by preparing the format and getting projected revenue for next year from the City. Jill Fussell will request from La'Mar Kemp, City Finance, the projected revenue, and the PID Budget Committee will begin working on the budget. B. Jill Fussell presented, for information only, a copy of a Georgetown Village neighbor -submitted letter to City Engineer David Munk, which questioned the validity of several assumptions in the Creekside at Georgetown Village Traffic Impact Analysis (TIA). 9. Opportunity for resident's comments. No residents were present for comment. 10. Motion to adjourn at 7:05 p.m.: Mary Drake; second, Bill Weber. Vote to approve was 5-0.
