Jim Harrington, President Pro -Tem, called the meeting to order at 6:03 p.m. at the Georgetown Pool Event Room. Mr. Harrington appointed Alternates Mary Drake and Vincent Uthoff as Voting Members for the duration of this meeting to ensure a quorum. 2. Financial Report A. Jim Harrington presented the revised May and June Financial Reports, prepared by La'Mar Kemp, senior accounting specialist, for Lisa Haines, controller, City of Georgetown. (Notes — Fiscal year starts Oct 1, however, the majority of property tax collection occurs in January. Year -End YTD activity becomes audited 3. activity each following January. Budget reflects the preceding August's budgetary number.) As of June 30, 2013: Year to Date Total Revenues: 225,135.09 Year to Date Total Expenses: $ 57,018.93 Current Funds Available: $ 388,105.16 See attached spreadsheet for detail. Motion to approve revised May and June Financial Reports: Mary Drake; Vincent Uthoff, second. Vote to approve was 5-0. B. Jim Harrington presented the July Financial Report prepared by La'Mar Kemp, senior accounting specialist, for Lisa Haines, controller, City of Georgetown As of July 31, 2013: Year to Date Total Revenues: $ 225,557.98 Year to Date Total Expenses: 149,786.80 Current Funds Available: $ 295,760.18 See attached spreadsheet for detail. Motion to approve the July Financial Report: Mike Ashley; Bill Weber, second. Vote to approve was 5-0. C. There was no recap of approved monthly expenditures. Consideration and possible action to approve minutes of Georgetown Village Public Improvement District #1 meeting held July 9, 2013. Motion to approve July 9, 2013 minutes: Bill Weber; second, Mike Ashley. Vote to approve was 5-0. 4. Status update on Landscaping projects. Joe Cruz from SunTerra Landscaping introduced himself to the Board and reported that they have begun trimming on the Shell frontage road and expect to finish all trimming along both sides of Shell by the end of the month. Mary Drake reported that Jamie Baren, Parks & Rec Supervisor for the City of Georgetown has advised that 5 lines on the irrigation controller located on the PID lot fronting Madrid and adjacent to Bedford Park have been disconnected and marked with green tape and the initials GPR (Georgetown Parks & Rec). These are the 5 lines that irrigate Bedford Park. This action results in the following: (1) Bedford Park will no longer be irrigated—this is consistent with City policy; and (2) the PID will no longer be paying for irrigating this City park. 5. Consideration and possible action on annual budget. Jim Harrington presented the Georgetown Village PID No. 12014 Budget dated August 13. This budget was prepared using (1) revenues calculated from the WCAD AV report; (2) the format required by the City; and (3) projected expenditures calculated with formulae utilized in the 2013 budget. See attached spreadsheet for detail. Mary Drake noted that approval of the 2013 budget also required approval of the tax rate and suggested that we approve the current tax rate of $0.20 per $100 valuation for 2014. Motion to approve 2014 budget as presented and to approve the tax rate of $0.20 per $100 valuation for 2014: Mary Drake; second, Bill Weber. Vote to approve was 5-0. 6. Consideration and possible action on board election and membership. Jim Harrington reported that the City Council planned to address the second reading to approve two new alternate board members and move existing Alternates to Voting Member status during their August 13 meeting. Bill Weber suggested that the board table the election of officers until next month since we do not yet have confirmation of our proposed membership changes from the city. Motion to table election of officers until the September meeting: Bill Weber; second, Mike Ashley. Vote to approve was 5-0. 7. Update on adding Welcome and seasonal "Trim Trees" signs for Village entrances. Jim Harrington reported that the new Welcome signs have been installed at all Village entrances. "Trim Tree" signs have been received and will be placed at all entrances during spring and fall months. 8. New business. A. Jim Harrington reported that the lock on the bulletin board located at Madrid mailboxes has been replaced. B. Jim Harrington reported that he has renewed the PID's post office mailbox for another 6 months. Question arose as to whether mail is being received at this mailbox. Mr. Harrington confirmed that mail is currently being received at this mailbox. 9. Opportunity for resident's comments. No resident comments were offered. 10.
